[The Agreement expired May 31, 1969, without entering into force. Belgium, Kenya, Netherlands, Tanzania, and Uganda had ratified the Agreement; its entry into force, however, required ratification by all the signatory states.

[On May 28, 1969, the Council of the European Communities authorized the Commission to enter into negotiations with the East African countries with a view to concluding a provisional agreement which would incorporate some of the provisions of the Arusha Agreement of July 26, 1968. The transitional measures would regulate trade between the two Communities pending negotiation of a new agreement and its entry into force.]
