Influence of sea level rise on discounting, resource use and migration in small-island communities: an agent-based modelling approach

Time discounting – the degree to which individuals value current more than future resources – is an important component of natural resource conservation. As a response to climate change impacts in island communities, such as sea level rise, discounting the future can be a rational response due to increased stress on natural resources and uncertainty about whether future generations will have the same access to the same resources. By incorporating systematic responses of discount rates into models of resource conservation, realistic expectations of future human responses to climate change and associated resource stress may be developed. This paper illustrates the importance of time discounting through a theoretical agent-based model of resource use in island communities. A discount rate change can dramatically change projections about future migration and community-based conservation efforts. Our simulation results show that an increase in discount rates due to a credible information shock about future climate change impacts is likely to speed resource depletion. The negative impacts of climate change are therefore likely to be underestimated if changes in discount rates and emerging migration patterns are not taken into account.
Homophily, influence and the decay of segregation in self-organizing networks

We study the persistence of network segregation in networks characterized by the co-evolution of vertex attributes and link structures, in particular where individual vertices form linkages on the basis of similarity with other network vertices (homophily), and where vertex attributes diffuse across linkages, making connected vertices more similar over time (influence). A general mathematical model of these processes is used to examine the relative influence of homophily and influence in the maintenance and decay of network segregation in self-organizing networks. While prior work has shown that homophily is capable of producing strong network segregation when attributes are fixed, we show that adding even minute levels of influence is sufficient to overcome the tendency towards segregation even in the presence of relatively strong homophily processes. This result is proven mathematically for all large networks and illustrated through a series of computational simulations that account for additional network evolution processes. This research contributes to a better theoretical understanding of the conditions under which network segregation and related phenomenon—such as community structure—may emerge, which has implications for the design of interventions that may promote more efficient network structures.

Summary
The main goal of this volume is to explain how governance authorities in a particular policy arena overcome fragmentation and solve vertical and horizontal collective action problems. Our chapter addresses this goal in two ways: first, we apply Norton Long's (1958) analysis of the ecology of games played in territorially defined metropolitan areas to regional governance, and second, we analyze the relationships between collaboration networks, trust, and political influence in the context of regional land-use and transportation policy. The central argument of the ecology of games framework is that local political outcomes emerge from actors pursuing their self-interest in multiple, interdependent, and rule-structured games. The resulting decisions lead to the type of fragmentation and decision externalities discussed throughout this volume. Collaborative partnerships and networks are considered potential self-organizing mechanisms for overcoming these dilemmas, and our empirical study explicitly examines the resulting patterns of cooperation, trust, and political influence.
Our use of the ecology of games metaphor is partly a reaction to the burgeoning social science literature that examines the dynamics and effectiveness of collaborative processes as new institutions for political decision making. This literature itself has emerged in response to (and perhaps also partly caused) the widespread appearance of collaborative policy and its aliases in nearly every policy subsystem, especially environmental policy (O'Leary, Gerard, and Bingham 2006). These collaborative institutions are designed to alleviate many symptoms of institutional collective action (ICA) problems discussed in this book.
