We consider a Poisson autoregressive process whose parameters depend on the past of the trajectory. We allow these parameters to take negative values, modelling inhibition. More precisely, the model is the stochastic process $(X_n)_{n\ge0}$ with parameters $a_1,\ldots,a_p \in \mathbb{R}$, $p\in\mathbb{N}$, and $\lambda \ge 0$, such that, for all $n\ge p$, conditioned on $X_0,\ldots,X_{n-1}$, $X_n$ is Poisson distributed with parameter $(a_1 X_{n-1} + \cdots + a_p X_{n-p} + \lambda)_+$. This process can be regarded as a discrete-time Hawkes process with inhibition and a memory of length p. In this paper we initiate the study of necessary and sufficient conditions of stability for these processes, which seems to be a hard problem in general. We consider specifically the case $p = 2$, for which we are able to classify the asymptotic behavior of the process for the whole range of parameters, except for boundary cases. In particular, we show that the process remains stochastically bounded whenever the solution to the linear recurrence equation $x_n = a_1x_{n-1} + a_2x_{n-2} + \lambda$ remains bounded, but the converse is not true. Furthermore, the criterion for stochastic boundedness is not symmetric in $a_1$ and $a_2$, in contrast to the case of non-negative parameters, illustrating the complex effects of inhibition.

ABSTRACT IMPACT: Implement and evaluate a fellowship program to foster a new generation of entrepreneurial and collaboratively-minded team scientists, equipped with the knowledge and skills to innovate technology-based solutions for COVID-19 to advance human health OBJECTIVES/GOALS: Mount Sinai Targeted Healthcare Innovation Fellowship (THRIVE) is a 9-month program for participants from diverse professional backgrounds to develop HealthTech innovations related to COVID-19. The program is designed to provide an experiential team science platform for fellows to take an idea from concept to commercially viable innovation. METHODS/STUDY POPULATION: Following a competitive application process, 16 THRIVE fellows comprise four teams working collaboratively in an online forum with input from experts in the field. Success of the program will be evaluated by:
assessing pre- and post- collaborative research orientation among THRIVE fellows using the ROI scale1
using social network analysis (SNA) to investigate the social networks of THRIVE fellows to capture patterns of communication and collaboration related to innovation development
exploring participant experiences of group formation, teamwork and collaboration related to innovation development using one-to-one semi-structured interview
determining team success in innovation development, measured by number of publications, funding awarded, provisional patents and viable products. RESULTS/ANTICIPATED RESULTS: Paired t-tests will determine whether collaborative orientation of THRIVE fellows changes pre- vs. post- program participation, indicating changes in attitude toward multidisciplinary team work. SNA will be used to describe structural patterns of communication that occur at individual and group levels. Network-level indices will provide insight into patterns of communication that exist in innovation development: degree centrality (number of connections per individual), betweenness centrality (number of bridges to others in a network), closeness centrality (closeness to others in a network). We will also test for associations between network characteristics and team success. DISCUSSION/SIGNIFICANCE OF FINDINGS: Understanding patterns of formal and informal relationships, interactions, and perceptions of the collaborative process among individuals in THRIVE teams will elucidate whether such a program can provide an effective forum for team science and innovation development related to COVID-19.

OBJECTIVES/SPECIFIC AIMS: Innovation in healthcare is increasingly dependent on technology and teamwork, requiring effective collaboration between disciplines. Through an intensive team-based competition event, Mount Sinai Health Hackathon 2017, aimed to harness the power of multidisciplinary and transdisciplinary collaboration to foster innovation in the field of cancer. Participants were immersed in an intensive weekend working in teams to develop technology solutions to important problems affecting patients and care providers in the field of cancer. The learning objectives were to enable participants to: Identify cancer-related healthcare problems which lend themselves to technology-based solutions. Delineate key behaviors critical to multidisciplinary team success Identify optimal strategies for communicating in multidisciplinary teams. Engage and inspire participants to apply knowledge of technology to meaningfully impact clinical care and well-being. METHODS/STUDY POPULATION: The Mount Sinai Health Hackathon is an annual 48-hour team-based competition, using a format adapted from guidelines provided by MIT Hacking Medicine. The 2017 event gathered a total of 87 participants (120 registered), representing 17 organizations from as far away as California, with a diverse range of backgrounds in bioinformatics, software and hardware, product design, business, digital health and clinical practice. The overall participation model included: Phase 0: Health Hackathon 101 summer workshops; Phase 1: pre-Hackathon priming activities using online forums Trello and Slack; Phase 2: a 48-hour onsite hackathon to catalyze innovation through problem sharing, solution pitches, team formation and development of prototype solutions; Phase 3: competitive presentations to judges and prize awards; Phase 4: a suite of post-hackathon support to stimulate continued development of innovations. The event sponsored by ConduITS, was also co-sponsored by Persistent Systems, IBM Watson, Tisch Cancer Institute, Sinai AppLab, Sinai Biodesign and other ISMMS Institutes. Mentors circulated throughout the event to support the teams in the technical, clinical, and business development aspects of their solutions. In total, the 14 teams formed during the Hackathon, created innovations ranging from diagnostic devices, networking apps, artificial intelligence tools, and others. The top 3 teams were each awarded $2500 to support their projects’ future development. RESULTS/ANTICIPATED RESULTS: Qualitative and quantitative post-event survey data revealed the Hackathon experience fostered collaborative attitudes and a positive experience for participants, providing insight into the potential benefits of team science. In the post-event survey (n=24) 92% of participants reported that the experience increased their ability to solve problems and 96% made new professional or personal connections. In addition, 96% of respondents would attend future Hackathon events and 75% reported they were likely to continue working on their project after the Hackathon. Qualitative feedback from 1 participant reported it was: “a wonderful event that really highlighted how much interdisciplinary team science can achieve.” Along with intermediate support interactions, including the winning teams participating in a Shark Tank style event with pitches to external entrepreneurs and investors, all teams will be followed up in 6 months time to determine if participants continue to work on projects, file new patents, create new companies, or leverage the new connections made through the Health Hackathon experience. DISCUSSION/SIGNIFICANCE OF IMPACT: Our experience indicates that a Health Hackathon is a compelling and productive forum to bring together students, trainees, faculty, and other stakeholders to explore tech-based solutions to problems in cancer and other areas of biomedicine. It is a valuable tool to foster collaboration and transdisciplinary team science and education. Follow-up analysis will determine to what extent the Mount Sinai Health Hackathon is contributing to an ecosystem that encourages professionals and trainees in healthcare and in technology development to work together to address unmet needs in healthcare with innovative technology solutions.

Summary
Myanmar has been plagued by armed conflict since independence. Kachin armed resistance, the focus of this chapter, has challenged the state since 1962, now more than half a century. Initial independence claims have been revised to demands for a federal union, but recourse to armed resistance to secure full or partial autonomy constitutes an explicit or implicit separatist claim. The conventional characterization of separatist conflicts in Myanmar, including the Kachin conflict, has focused on centre-periphery ethno-nationalist politics (for example, Egreteau 2012; Smith 1991, 1997, 2007; South 2008). The idea that ‘ethnic’ identity is primary has largely been taken for granted, and analysis has predominantly focused on the structure and patterns of inequality in inter-ethnic relations. This chapter reframes that presupposition.
For all its faults, the previous military government achieved some form of ceasefire deal with forty armed groups between 1998 and 2010 (Min Zaw Oo 2014). One of the most significant of these was the 1994 ceasefire with the Kachin Independence Organisation (KIO) and its armed wing, the Kachin Independence Army (KIA). The KIO/A are one of the larger, better organized and more formidable of the non-state armed groups, with a presence spread across a significant part of Kachin and northern Shan States, and while the other ceasefire deals were unwritten ‘gentlemen's agreements’, the Kachin ceasefire was the only one with a signed document (although the signed document was kept secret for a decade). For most of its seventeen years, the Kachin ceasefire also appeared among the most stable and led to a wealth of state-led, civil society and commercial development activity, including the rapid expansion of resource extraction.
Since the return to armed conflict by the KIO/A in June 2011, and their recalcitrant stance in national ceasefire negotiations, analysis has begun to emphasize the growing role of resource exploitation, and it has been tempting to characterize this as a resource-driven conflict. Certainly, almost all violent clashes between the Tatmadaw and the KIA since 2011 have centred around the control of resources and resource trade corridors, suggesting it is pertinent to once again re-examine the causes and characteristics of the Kachin conflict.

Demonstrating the equivalence of constructs is a key requirement for cross-cultural empirical research. The major purpose of this paper is to demonstrate how to assess measurement and functional equivalence or invariance using the 9-item, 3-factor Love of Money Scale (LOMS, a second-order factor model) and the 4-item, 1-factor Pay Level Satisfaction Scale (PLSS, a first-order factor model) across 29 samples in six continents (N = 5973). In step 1, we tested the configural, metric and scalar invariance of the LOMS and 17 samples achieved measurement invariance. In step 2, we applied the same procedures to the PLSS and nine samples achieved measurement invariance. Five samples (Brazil, China, South Africa, Spain and the USA) passed the measurement invariance criteria for both measures. In step 3, we found that for these two measures, common method variance was non-significant. In step 4, we tested the functional equivalence between the Love of Money Scale and Pay Level Satisfaction Scale. We achieved functional equivalence for these two scales in all five samples. The results of this study suggest the critical importance of evaluating and establishing measurement equivalence in cross-cultural studies. Suggestions for remedying measurement non-equivalence are offered.

Summary
Abstract:
“A piece of content or data is open if anyone is free to use, reuse, and redistribute it - subject only, at most, to the requirement to attribute and share-alike” (http://opendefinition.org/). Driven by demands for greater transparency from government, general freedom of information and an increased awareness of the unanticipated re-use values of existing information, Open Data has seen dramatic growth in the past two years. Is archaeology part of this general trend? Our aim is to explore what it means to make archaeological data open and what processes are required to make it happen in a satisfactory way. There are three major goals: (a) individual and institutional advocacy, (b) ethical discussion and consensusbuilding, and (c) knowledge transfer (licenses guidance, wider academic context, repositories etc.). In this paper, we explore some of these issues in greater detail.

Introduction
‘Open’ is increasingly invoked as an attractive thing to be, across a host of human behavioural domains from scientific practice to corporate responsibility to governmental action (to name but a few). The concept readily suggests notions of public accountability, transparency of practice, plurality of opinion and scientific repeatability, thus providing a catchy banner for the advocacy of a range of perceived public goods. In contrast, while being ‘closed’ might occasionally carry positive connotations of increased security, it is less marketable and causes significant problems for a domain whose advances are predicated on a developing and accessible corpus. Some aspects of the open agenda are now several decades old and have had a tangible impact on many different sectors. For example, two well- established international initiatives are Open Access (e.g. where publications such as journal articles are made publicly available without a fee) and Free/ Libre and Open Source Software (FOSS, where source code is made available under liberal licenses that encourage onward use and modification), both arguably expressions of a wider change in the free circulation of information and knowledge. A small minority of archaeologists have also been embracing, discussing and/or contributing to such initiatives for some time, particularly those with an interest in customising digital tools or encouraging broader archaeological participation and dialogue beyond a few well-resourced Western institutions (e.g. in line with the participatory agenda espoused by World Archaeology). Needless to say, the Web has been a catalyst for these changes.

This paper presents results for the conductivity of BaCe0.85Y0.15O2-δ (BCY15) measured by electrochemical impedance spectroscopy in wet hydrogen and in Air, as well as test results from the application of the material in a new dual membrane fuel cell configuration (“IDEAL Cell”), in which the water is produced and evacuated through a separate chamber. The conductivity of dense BCY15 in wet hydrogen atmosphere at 700 °C is 2.0 10-2 S/cm. The measured values in air are of the same order. Preliminary tests of the material in the new cell design, where the three types of conductivity (protonic, oxide ion and mixed) are used in different cell compartments, are successfully performed.
