Content and Complexity in Policy Reinvention and Diffusion: Gay and Transgender-Inclusive Laws against Discrimination

This article sheds new light on policy diffusion by exploring policy complexity in state-level lesbian, gay, bisexual, and transgender (LGBT) antidiscrimination policies. The multiple component event history approach taken in this research allows for the concurrent study of both policy content and the factors that affect policy adoption. Results reveal that the factors influencing policy adoption vary depending on both the content and scope of the policy in question. In addition to addressing laws that protect gay people from discrimination, this article is one of the first studies in the political science and policy literature to empirically investigate the spread of transgender-inclusive laws. Despite combined advocacy and public conflation of identities, gay and transgender-inclusive laws appear to be influenced by different internal and external factors.

Measure of carrier lifetime in nanocrystalline silicon thin films using transmission modulated photoconductive decay

We present results of extremely short carrier lifetime measurements on a series of hydrogenated nanocrystalline silicon (nc-Si:H) thin films by a novel, non-destructive, non-contact method. Transmission modulated photoconductive decay (TMPCD) is a newly developed technique which appears to have high enough sensitivity and time resolution to measure the extremely short carrier lifetimes on the order of a nanosecond. As a proof of this, we measure various nc-Si:H samples of varying crystalline volume fraction as well as a fully amorphous sample. To ascribe an effective lifetime to the materials, we use a simple model which assumes a single exponential decay. By using this model, effective lifetimes can be deconvoluted from our pump beam giving nanosecond lifetimes. Lifetimes of between 1.9 and 0.9 nanoseconds are reported and trend to decreasing lifetimes as crystalline volume fraction is increased.

Low-dimensional thin-film thermoelectric materials including superlattices and quantum-dot heterostructures have shown significant potential for improving the thermoelectric properties. Highly structured thin film materials such as these would be useful for integrated microdevices such as power MEMS and thermally triggered MEMS actuators. For reasons including scalability and ease-of-integration, silicon is the choice material for the substrate, however there is a lattice and a thermal-expansion mismatch. In this work, a new approach for the synthesis of integrated PbSnSeTe based thermoelectric thin film materials on silicon is demonstrated by employing an epitaxial buffer layer of II-VI compound telluride materials (e.g., ZnTe, CdTe) to help bridge the lattice and thermal expansion mismatches with silicon. This multilayer can be used for subsequent growth of thick films having low-dimensionality structures. We report the initial results from studying the structural and thermoelectric properties of simple solid-solution alloy PbSnSeTe thin films on ZnTe/Si heterostructures. Data from transmission electron microscopy and in-situ electron diffraction will be presented that shows that despite the large lattice mismatch with silicon and the three different crystal structures, unusually high structural quality PbSnSeTe has been obtained by matching the (211) lattice symmetry and the lattice spacing along the [110] directions of the ZnTe and PbSnSeTe. The structural quality of the PbSnSeTe was studied by measuring the dislocation density through etch-pit counting and x-ray diffraction. Results presented will show that a dislocation density as low as 1.2 × 106/cm2 can be achieved by strategic lattice-matching between the buffer and thermoelectric layers. Electrical resistivity, doping density, and Seebeck coefficient values for solid-solution alloys without low-dimensional structuring will be shown to approach those of high-performance bulk.

Results are presented from a systematic investigation to design and optimize a low-pressure chemical vapor deposition (CVD) process for manganese-doped zinc sulfide (ZnS:Mn) thin films for electroluminescent (EL) device applications. The CVD process used diethylzinc (DEZ), di-π-cyclopentadienyl manganese (CPMn), and hydrogen sulfide (H2S) as co-reactants and hydrogen (H2) as carrier gas. A design of experiments approach was used to derive functionality curves for the dependence of ZnS:Mn film properties on substrate temperature and flow rates (partial pressures) of DEZ, CPMn, H2S, and H2. Film physical, chemical, structural, and optical properties were examined using Rutherford backscattering spectrometry, dynamic secondary ion mass spectroscopy, x-ray photoelectron spectroscopy, nuclear-reaction analysis, x-ray diffraction, transmission electron microscopy, atomic force microscopy, and scanning electron microscopy. EL measurements were carried out on ZnS:Mn-based dielectric–sulfur–dielectric stacks incorporated into alternating-current thin-film electroluminescent devices. An optimized process window was established for the formation of films with predominantly (0 0 2) orientation, grain size larger than 0.2 μm, and Mn dopant level approximately 0.5 at.%. A brightness of 407 cd/m2 (119 fL) and efficiency of 1.6 lm/W were obtained, as measured at 40 V above threshold voltage and 60 Hz frequency.
