The COVID-19 pandemic and government lockdown restrictions have had an impact on children and young people worldwide. In this editorial, we explore how and why referrals to UK children and adolescent mental health services (CAMHS) have changed during the pandemic and summarise the emerging data on the potential reasons behind this.

Summary
This chapter brings together the theory and topics discussed throughout the book and demonstrates how health promotion can be applied practically. Using a range of extended case studies, health promotion programs relating to tobacco control, community partnership and communication as an enabler are presented. The case studies are gathered from a number of international sources, with a particular focus on countries in the Asia Pacific and Global South.

IAU Commission 19 began in 1919 with the birth of the IAU at the Brussels Conference, where Standing Committee 19 on Latitude Variations was established as one of 32 standing committees. At the first IAU General Assembly in 1922, Standing Committee 19 became Commission 19 “Variation of Latitude”. In the beginning, the main topic of the Commission was the investigation of polar motion. Later, its activities included observations and theory of Earth rotation and connections between Earth orientation variations and geophysical phenomena. As a result, in 1964 at the XII IAU General Assembly, the Commission was renamed “Rotation of the Earth”. The investigation of Earth orientation variations is primarily based on observations of natural and artificial celestial objects. Therefore, maintenance of the international terrestrial and celestial reference frames, as well as the coordinate transformation between the frames and the improvement of the model of precession/nutation, have always been among the primary Commission topics. In 1987, the IAU through Commissions 19 and 31 “Time” established, jointly with the International Union of Geodesy and Geophysics, what is now known as the International Earth Rotation and Reference Systems Service. Commission 19 continued to work to develop methods to improve the accuracy and understanding of Earth orientation variations and related reference systems and frames as well as theoretical studies of Earth rotation. In 2015, Commission 19 was renewed as Commission A2 “Rotation of the Earth” continuing Commission 19’s functions and linking the astronomical community to other scientific organizations such as the International Association of Geodesy, International VLBI Service for Geodesy and Astrometry, International GNSS Service, International Laser Ranging Service and International DORIS Service. During its entire history, IAU Commission 19/A2 has always worked in close cooperation with these and other related services to improve the accuracy and consistency of the Earth orientation parameters and celestial and terrestrial reference frames.

Background: Prior assessments of public health readiness had identified gaps in radiation preparedness. In recent years, preparedness planning has involved an “all-hazards” approach. Current assessment of the national status related to radiation public health emergency preparedness capabilities at the state and local health department levels was needed.
Methods: A survey of state health departments related to radiation readiness was undertaken in 2010 by the Council of State and Territorial Epidemiologists (CSTE). States with nuclear power plants were instructed to consider their responses exclusive of capabilities and resources related to the plants given that the emergency response plans for nuclear power plants are specific and unique.
Results: Thirty-eight (76%) state health departments responded to the survey, including 26 of the 31 states with nuclear power plants. Specific strengths noted at the state level included that the majority of states had a written radiation response plan and most plans include a detailed section for communications issues during a radiation emergency. In addition, more than half of the states indicated that their relationship with federal partners is sufficient to provide resources for radiation emergencies, indicating the importance states placed on federal resources and expertise. Specific weaknesses are discussed and include that most states had completed little to no planning for public health surveillance to assess potential human health impacts of a radiation event; less than half had written plans to address exposure assessment, environmental sampling, human specimen collection and analysis, and human health assessment. Few reported having sufficient resources to do public health surveillance, radiation exposure assessment, laboratory functions and other capabilities.
Discussion: Levels of planning, resources and partnerships varied among states, those with nuclear power plants were better prepared. Gaps were evident in all states; however and additional training and resources are needed to ensure adequate levels of preparedness.
Conclusion: Overall results of this assessment indicate that in most measures of public health capacity and capability, states are poorly prepared to adequately respond to a major radiation emergency event. Specific recommendations are noted in the discussion.

Anti-HIV and anti-tumor protein MAP30, a 30 kDa single-strand type-I RIP, shares similar secondary structure and β-sheet topology with the A chain of ricin, a type-II RIP

MAP30 is a 30 kDa single-stranded, type-I ribosome inactivating protein (RIP) possessing anti-tumor and anti-HIV activities. It binds both ribosomal RNA and the HIV-1 long-terminal repeat DNA. To understand the structural basis for MAP30 activities, we undertook the study of MAP30 by solution NMR spectroscopy. We report nearly complete 1H, 13C, and 15N chemical shift assignments of its 263 amino acids. Based upon an analysis of secondary 13C chemical shifts, 3JHNHA coupling constants, hydrogen exchange data, and nuclear Overhauser effect patterns, we find that the secondary structure and β-sheet topology of MAP30 are very similar to those of the ricin A chain, a subunit of the well-known type-II RIP, even though two proteins display distinct activities. We therefore suggest that MAP30 and ricin A chain share a similar three-dimensional fold, and that the reported functional differences between two proteins arise primarily from differences in local three-dimensional structure and other structural properties such as surface electrostatic potentials.
