On March 11, 2011, a magnitude 9.0 earthquake and subsequent tsunami damaged nuclear reactors at the Fukushima Daiichi complex in Japan, resulting in radionuclide release. In response, US officials augmented existing radiological screening at its ports of entry (POEs) to detect and decontaminate travelers contaminated with radioactive materials. During March 12 to 16, radiation screening protocols detected 3 travelers from Japan with external radioactive material contamination at 2 air POEs. Beginning March 23, federal officials collaborated with state and local public health and radiation control authorities to enhance screening and decontamination protocols at POEs. Approximately 543 000 (99%) travelers arriving directly from Japan at 25 US airports were screened for radiation contamination from March 17 to April 30, and no traveler was detected with contamination sufficient to require a large-scale public health response. The response highlighted synergistic collaboration across government levels and leveraged screening methods already in place at POEs, leading to rapid protocol implementation. Policy development, planning, training, and exercising response protocols and the establishment of federal authority to compel decontamination of travelers are needed for future radiological responses. Comparison of resource-intensive screening costs with the public health yield should guide policy decisions, given the historically low frequency of contaminated travelers arriving during radiological disasters.

Hospital-based “firms” provide a means for combatting the fragmentation experienced by both patients and caregivers in the modern teaching hospital environment. A “firm” is an academic group practice that includes attending physicians, physician trainees, nurses, other staff, and patients. Each person's relationship with a firm lasts throughout his or her association with a particular institution. This article describes the firm system that was recently implemented on the Medical Service of the Cleveland VAMC. This system incorporates both inpatient and outpatient general medical services and provides for unbiased assignment of patients, physicians, and nurses.

Spreadsheets are a widespread tool for a variety of tasks, particularly in business settings. Spreadsheet users employ a form of programming that, although popular, is highly error-prone and has limited expressiveness. A promising approach to overcome these shortcomings is to augment spreadsheets with logic-based knowledge representation and reasoning (KR&R) functionality. In this paper, we present Logic Embedded in SpreadSheets (LESS), a system which integrates PowerLoom, a highly expressive logic-based KR&R system, with Microsoft (MS) Excel. The design of LESS provides different tiers of functionality that explore trade-offs between direct access to the underlying logic engine and user-friendly support for spreadsheets users. A prototype of LESS was implemented as an MS Excel add-in.

They called me Sisyphus at the White House. While bearing no resemblance to the Greek king of Corinth who rolled boulders up a mountain in Hades, I pushed nominees up Capitol Hill, helping them win Senate confirmation. And like Sisyphus, my work often came cascading back over me, in the form of delayed hearings, stalled nominees and requests for additional information from Congress.

A distributed electron cyclotron resonance (DECR) plasma reactor powered by a microwave generator operating at 2.45 GHz (800 W) was used to deposit (t)a-C:H thin films at RT on <100> Si substrates RF biased within the range 25≤|V0|≤600 V.C2H2 was used as precursor. The plasma pressure was varied within the range 0.1≤P≤1.5 mtorr. The films were analysed using spectroscopic ellipsometry (SE) and Fourier transform infrared (FTIR) spectroscopy. The hydrogen content NH and the density of the films were determined from nuclear reaction analysis (NRA) using the resonance at 6.385 MeV of the reaction: 15N + 1H → 12C + 4He + γ. Positron annihilation spectroscopy was used to detect the porosity. The evolutions of NH as a function of the substrate ion current density n+ and as a function of V0 show that the hydrogen incorporation results from the competition between chemisorption and deposited energy density related effects. The increase of the hydrogen incorporation leads to a decrease in the film density and a lower deposition rate. The porosity of the films deposited at low pressure (∼0.1 mTorr) with V0= −80 V has been detected. The comparison between results of SRIM-2000 simulations and the evolution of NH as a function of V0 shows that the porosity and the hydrogen content are not correlated. The absorption of oxygen and nitrogen for the low density films has been detected from the observation of the 3250–4000 cm-1infra-red (IR) band.

Summary
Introduction
Many traditional analyses of the banking sector rely on the notion of perfect competition among banks (with the notable exception of some classic contributions such as Klein, 1971, and Monti, 1972). But if, for various reasons, the sector is concentrated, and if the market power of banks comes into play, the interaction of oligopolistic strategies with the principles of prudential regulation by the central banker should be reconsidered, with the help of some well defined game-theoretic model. This, we think, would essentially be the philosophy of Louis Phlips. In his 1995 address at the meeting of the European Economic Association (see Phlips, 1996), Louis explicitly advocated a more systematic use of game-theoretic reasoning within the field of competition policy (see also Phlips, 1983). In the banking sector, prudential regulation and competition policy are in many respects intertwined, and the present chapter can be viewed as an attempt to integrate contemporary industrial organisation methods with the theory of financial intermediation.
The way to this approach has been paved by a number of forerunners, who also based their approach on imperfectly competitive models of banking.

The U.S. House of Representatives is in the midst of its second operational transformation in five years. Compared to the post-1994 “Gingrich-led revolution” (Drew 1996), Republican leadership strategies are considerably different in the 106th Congress under the direction of Speaker J. Dennis Hastert and his team.
This essay outlines five strategies the new House leadership team has implemented to correct past problems, shape members' behavioral norms (Weingast 1979), and manage their razor-thin majority. While it's still too early to gauge the ultimate success of these strategies, my conversations with members of the House Republican leadership, other members of Congress, House staffers, and political operatives involved with the day-to-day functioning of the U.S. House, reveal a pattern of strategic changes and accompanying modifications in member norms aimed at managing the legislative majority in the 106th Congress.

Is pork barrel spending on the wane? Many think it is, including reformers inside and outside of Congress. Citing the recent decline of earmarks in House appropriations bills for projects in members' districts, reformers suggest that a new era of congressional spending practices is dawning.
This article argues instead that the rise in number of earmarks in the last decade as well as the recent decline depends on whether Congress and the executive branch are controlled by the same or different parties. It further predicts that the Republican takeover of the House and Senate after the 1994 congressional elections could lead to a resurgence of earmarking, in a different form, as long as the Democrats control the White House.
Among scholars, pork barrel spending analysis represents a venerable specialty in the profession, generating some of the most engaging debates and finest research in recent years. This literature analyzes how members of Congress create institutions and use legislative rules to enhance their electoral goals. While not mutually exclusive, the two dominant approaches in recent years are the “distributive” and “informational” models of congressional policy making. (For a good review of the last two decades of scholarly research on the subject, see Krehbiel 1991).
Reformers in the 103rd Congress were emboldened by the success of groups such as the “pork busters,” an informal group led by Representative Harris Fawell (R-IL), who routinely offered amendments to cut pork and unnecessary directed spending in appropriations bills.

Summary
The paper by Boot and Greenbaum provides a careful and interesting analysis of bank regulation, and specifically of the moral hazard problems associated with deposit insurance. As such, it is especially welcome, and provides useful insights in the perspective of the forthcoming European Monetary System.
I shall first discuss the main issues that arise in this class of models and the way they are dealt with in the present paper. Then I shall briefly comment on policy implications.
Models of deposit insurance
A widespread conclusion, drawn in particular from the crisis of US Savings and Loan, is that fixed-rate deposit insurance creates perverse incentives favouring excessive risk-taking behaviour. This ‘moral hazard’ explanation of the crisis, at least in its current version, is however not fully convincing at first sight, and deserves further elaboration. Moral hazard arises whenever some insurance scheme, by protecting an agent against the consequences of inappropriate behaviour, alters the agent's incentives in an undesirable direction. The case of deposit insurance is clearly more complex, because the people insured – depositors – do not decide on the bank's portfolio composition, while the decision maker – the banker – is not insured. Perverse incentives, if any, must thus be indirect: the insurance provided to one party results in excessive risk taking by the other party.
The question, of course, is by which mechanism such incentives are transmitted. An obvious candidate is the price system. Specifically, should the market operate without regulation, excessive risk taking should raise the bank's funding costs, since depositors will exact a risk premium. Fixed-rate deposit insurance destroys this mechanism, since depositors bear no risk.
