The central argument set out in this Element is that the combination of a perceived radical change in the threat environment post 9/11, and the new capabilities afforded by the long silent reach of the drone, have put pressure on the previously accepted legal frameworks justifying the use of force. This has resulted in disagreements - both articulated and unarticulated - in how the Western allies should respond to both the legal and operational innovations in the use of force that drones have catalysed. The Element focuses on the responses of the UK, France, and Germany to these developments in the context of the changing US approach to the use of force. Locating itself at the interface of international law and politics, this is the first attempt to look at the interplay between technological innovations, legal justifications, and inter-alliance politics in the context of the use of armed drones.
Developmental programming of mitochondrial substrate metabolism in skeletal muscle of adult sheep by cortisol exposure before birth

Prenatal glucocorticoid overexposure causes adult metabolic dysfunction in several species but its effects on adult mitochondrial function remain largely unknown. Using respirometry, this study examined mitochondrial substrate metabolism of fetal and adult ovine biceps femoris (BF) and semitendinosus (ST) muscles after cortisol infusion before birth. Physiological increases in fetal cortisol concentrations pre-term induced muscle- and substrate-specific changes in mitochondrial oxidative phosphorylation capacity in adulthood. These changes were accompanied by muscle-specific alterations in protein content, fibre composition and abundance of the mitochondrial electron transfer system (ETS) complexes. In adult ST, respiration using palmitoyl-carnitine and malate was increased after fetal cortisol treatment but not with other substrate combinations. There were also significant increases in protein content and reductions in the abundance of all four ETS complexes, but not ATP synthase, in the ST of adults receiving cortisol prenatally. In adult BF, intrauterine cortisol treatment had no effect on protein content, respiratory rates, ETS complex abundances or ATP synthase. Activity of citrate synthase, a marker of mitochondrial content, was unaffected by intrauterine treatment in both adult muscles. In the ST but not BF, respiratory rates using all substrate combinations were significantly lower in the adults than fetuses, predominantly in the saline-infused controls. The ontogenic and cortisol-induced changes in mitochondrial function were, therefore, more pronounced in the ST than BF muscle. Collectively, the results show that fetal cortisol overexposure programmes mitochondrial substrate metabolism in specific adult muscles with potential consequences for adult metabolism and energetics.

Background: In November 2020, bamlanivimab received emergency use authorization (EUA) to treat patients with early, mild-to-moderate COVID-19 who are at high risk of progression. Montefiore Medical Center serves an economically underserved community of >1.4 million residents in the Bronx, New York. Montefiore’s antimicrobial stewardship team (AST) developed a multidisciplinary treatment pathway for patients meeting EUA criteria: (1) outpatients and hospital associates and (2) acute-care patients (EDs or inpatient). Methods: The Montefiore AST established a centralized process for screening high-risk COVID-19 patients 7 days a week. Referrals were sent by e-mail from occupational health, primary care practices, specialty practices, emergency departments, and urgent care centers. Patients were screened in real time and were treated in the ED or a newly established infusion center within 24 hours. After infusion, all patients received phone calls from nurses and had an infectious diseases televisit. Demographics, clinical symptoms, subsequent ED visit or hospital admission, and timing from infusion to ED or hospitalization were obtained from the electronic health record. Results: In total, 281 high-risk patients (median age, 62 years; 57% female) received bamlanivimab at the infusion center or in the acute-care setting between December 2, 2020, and January 27, 2021 (Table 1). The number of treated patients increased weekly (Figure 1). Also, 62% were Hispanic or black, and 96% met EUA criteria. Furthermore, 51 (18%) were referred from occupational health, 205 (73%) were referred from the community, and 25 (9%) were inpatients (https://www.fda.gov/media/143605/download). All patients were successfully infused without adverse reactions. In addition, 23 patients (8.2%) were hospitalized and 6 (2.1%) visited EDs within 30 days of treatment. The average number of days between symptom onset and infusion was 4.9. The median age of admitted versus nonadmitted patients was 68 years versus 61.5 years (P = .07). Conclusions: An AST-coordinated bamlanivimab treatment program successfully treated multiple high-risk COVID-19 patients and potentially reduced hospitalizations. However, the effort, personnel, and resources required are significant. Dedicated hospital investment is necessary for maximal success.

The accumulated collections of Native American material culture in museums in Britain are vast, and of critical cultural importance. Drawing on interviews with Indigenous American visitors to UK museum displays and collections between 2017 and 2019, this Element highlights the most significant inadequacies of contemporary engagement with Native American visitors and communities, identifying fundamental problems rooted in the ethos of collection management and display. It then explores why two critical crises, one of representation and one of expertise, are together exacerbating these problems, and the damage to relationships and reputation which can result when these crises collide with Indigenous demands for greater agency in museum processes. The final section applies these lessons directly, developing an adaptable policy document, to assist museum staff in effectively and respectfully managing their relationships with Indigenous communities and collections.
Linear stability analysis for flows over sinusoidal bottom topography

This is an ocean motivated study which investigates the impacts of sinusoidal bottom topography on baroclinic instability of zonal vertically sheared flows in the two-layer quasigeostrophic model. The corresponding linear stability problem is solved by assuming Fourier-mode solutions in both the zonal and meridional directions. In the presence of variable topographic features, the Fourier modes become coupled due to phase shifts in the wavevectors. The spectral discretisation method used in this work retains the primary relationship between different Fourier modes; thus, the linear stability eigenproblem can be solved for any periodic topography. Moreover, this method does not need any additional assumptions, such as considering small-amplitude or large-scale bottom irregularities, as in some previous studies. In this work, the eigenproblem is solved for a range of topographic amplitudes and wavenumbers, and their effects on the growth rates and shapes of the most unstable eigenmodes are discussed. In general, both the zonal and meridional variations in topography tend to suppress the baroclinic instability. However, it is found that only meridionally varying topography affects the magnitudes of the fastest growth rates. In this instance, unstable modes appear to form two clusters well separated in the zonal wavenumber axis and growth rate maxima occur at two distinct zonal wavenumbers. Dependencies of the characteristics of these clusters on the values of topography amplitude and ridge width are reviewed. Finally, doubly periodic numerical simulations are used to verify the results from the linear stability analysis.

Background
Electronic portal imaging device (EPID) offers high-resolution digital image that can be compared with a predicted portal dose image. A very common method to quantitatively compare a measured and calculated dose distribution that is routinely used for quality assurance (QA) of volumetric-modulated arc therapy (VMAT) and intensity-modulated radiation therapy treatment plans is the evaluation of the gamma index. The purpose of this work was to evaluate the gamma passing rate (%GP), maximum gamma (γmax), average gamma (γave), maximum dose difference (DDmax) and the average dose difference (DDave) for various regions of interest using Varian’s implementation of three absolute dose gamma calculation techniques of improved, local, and combined improved and local.
Methods and materialsWe analyzed 232 portal dose images from 100 prostate cancer patients’ VMAT plans obtained using the Varian EPID on TrueBeam Linacs.
ResultsOur data show that the %GP, γmax and γave depend on the gamma calculation method and the acceptance criteria. Higher %GP values were obtained compared with both our current institutional action level and the American Association of Physicists in Medicine Task Group 119 recommendations.
ConclusionsThe results of this study can be used to establish stricter action levels for pre-treatment QA of prostate VMAT plans. A stricter 3%/3 mm improved gamma criterion with a passing rate of 97% or the 2%/2 mm improved gamma criterion with a passing rate of 95% can be achieved without additional measurements or configurations.

Background
Due to the increased degree of modulation and complexity of volumetric-modulated arc therapy (VMAT) plans, it is necessary to have a pre-treatment patient-specific quality assurance (QA) programme. The gamma index is commonly used to quantitatively compare two dose distributions. In this study we investigated the sensitivity of single- and multi-gamma criteria techniques to detect multileaf collimator (MLC) positioning errors using the Varian TrueBeam Electronic Portal Imaging DeviceTM (EPID) dosimetry and the ArcCHECKTM device.
Materials and methodsAll active MLC positions of seven intact prostate patients VMAT plans were randomly changed with a mean value of 0.25, 0.5, 1 and 2 mm and a standard deviation of 0.1 mm on 25, 50, 75 and 100% of the control points. The change in gamma passing rates of six gamma criteria of 3%/3 mm, 3%/2 mm, 3%/1 mm, 2%/2 mm, 2%/1 mm and 1%/1 mm were analysed individually (single-gamma criterion) and as a group (multi-gamma criteria) as a function of the simulated errors. We used the improved and global gamma calculation algorithms with a low dose threshold of 10% in the EPID and ArcCHECK software, respectively. The changes in the planning target volume dose distributions and the organs at risk due to the MLC positioning errors were also studied.
ResultsWhen 25, 50, 75 and 100% of the control points were modified by the introduction of the simulated errors, the smallest detectable errors with the EPID were 2, 1, 0.5 and 0.5 mm, respectively, using the multi-gamma criteria technique. Similarly for the single-gamma criteria technique errors as small as 2, 1, 1 and 1 mm applied to 25, 50, 75 and 100% of the control points, respectively, were detectable using a 2%/2 mm criterion. However, the smallest detectable errors with the ArcCHECK when using the multi-gamma criteria technique were 2, 2 and 1 mm when MLC errors were applied on 50, 75 and 100% of the control points. When only 25% of the control points were affected the ArcCHECK were unable to detect any of the errors applied. No noticeable difference was observed in the sensitivity using the single- or the multi-gamma criteria techniques with the ArcCHECK.
ConclusionThe Varian TrueBeam EPID dosimetry shows a higher sensitivity in detecting MLC positioning errors compared with the ArcCHECK regardless of using the single- or the multi-gamma criteria techniques. Higher sensitivity was observed using the multi-gamma criteria technique compared with the single-criterion technique when using the EPID.
Predicting Decreases in Canola (Brassica napus and B. rapa) Oil and Meal Quality Caused by Contamination by Brassicaceae Weed Seeds

Canola (edible rapeseed) crops are often infested by related weed species. This paper addresses effects that seeds from various Brassicaceae weeds may have on canola oil and meal quality. Seeds of common Brassicaceae weeds were collected from canola fields throughout northern Idaho. These were wild mustard, black mustard, birdsrape mustard, shepherd's-purse, flixweed, tumble mustard, and field pennycress. Collected seeds were physically described by weight, size, and shape and were analyzed for oil concentration, fatty acid composition, and glucosinolate concentration. Seed weights ranged from 0.1 to 2 g/1,000 seed. Oil concentration in the weed seeds ranged from 25 to 38%, with erucic acid levels ranging from less than 1 to 47%. Glucosinolate concentration in the mustard weed seeds was over 100 μmol/g oil-free meal, except for shepherd's-purse, which had only 3.4 μmol/g. Using these data, a simple model predicts that both canola oil and seed meal quality can be adversely affected by contamination with weed seeds. Increased erucic acid concentration in modeled admixtures was the most likely oil quality problem associated with weed seed contamination. Glucosinolate concentration in modeled admixtures was higher than acceptable only in those admixtures that also had erucic acid levels that exceeded canola quality standards. Canola-quality oil and seed meal can be maintained with conspicuous weed seed mixtures up to the 2% maximum allowed in U.S. No. 1 canola. However, canola-quality oil and seed meal was not achieved when a 5% weed seed mixture allowed in No. 2 canola was evaluated with the model.

Summary
CHRISTOPH SCHLINGENSIEF (1960–2010), who began his career in Germany as an obscure director of avant-garde cinematic spectacles, ended it as an internationally known performance artist who was memorialized by the Austrian Nobel Prize winner Elfriede Jelinek as “one of the greatest artists who ever lived” (Der Standard, Faz.net). This transition from being a minor filmmaker known for cult titles like Das deutsche Kettensägenmassaker (The German Chainsaw Massacre, 1990) to being the darling of not only the leftist art scene but also the populist tabloid BILD was due in no small part to his work's direct confrontation with questions of social justice and democracy.
While Schlingensief's cinematic works reflected on experimental film traditions and techniques, as well as pathologies of the family and the (German) nation, the stage pieces and Aktionen of his midcareer were often devoted explicitly to bringing attention to socially marginalized groups like the homeless, mentally or terminally ill, unemployed, asylum seekers, or immigrants. Like the visual metaphor contained in this volume's title, most of this engagement took the form not of concrete political proposals but rather of envisioning more inclusive forms of media and spectatorship, often by means of jarring or unsettling juxtapositions of conventional genre categories. If social justice can be conceived of in terms of a Hegelian “struggle for recognition” (to borrow the title of Axel Honneth's work on Hegel), Schlingensief revised this concept for the late twentieth and early twenty-first centuries by disrupting the “normal” processes by which groups such as the mentally ill, homeless, or disabled are recognized in the media. Many of his actions questioned the ethics and viability of contemporary representation (and, hence, recognition) of marginalized social groups.
This commitment to visibility for others was marked, however, by a central paradox, in that Schlingensief was also clearly engaged in a “struggle for recognition” of a more personal sort. From his histrionic stage debut (described below) until his final performance pieces, the artist's personal presence was integral to nearly every performance. Furthermore, both Schlingensief and scholars who discuss his works frequently present his biography and family background as interpretive keys. Throughout his career, Schlingensief projected (perhaps deliberately) the persona of a Peter Pan–like figure who refused to grow up—maintaining, for instance, his signature youthful hairstyle long after his hair had turned gray.

The implicit 2D3V particle-in-cell (PIC) code developed to study the interaction of ultrashort pulse lasers with matter [G. M. Petrov and J. Davis, Computer Phys. Comm. 179, 868 (2008); Phys. Plasmas 18, 073102 (2011)] has been parallelized using MPI (Message Passing Interface). The parallelization strategy is optimized for a small number of computer cores, up to about 64. Details on the algorithm implementation are given with emphasis on code optimization by overlapping computations with communications. Performance evaluation for 1D domain decomposition has been made on a small Linux cluster with 64 computer cores for two typical regimes of PIC operation: “particle dominated”, for which the bulk of the computation time is spent on pushing particles, and “field dominated”, for which computing the fields is prevalent. For a small number of computer cores, less than 32, the MPI implementation offers a significant numerical speed-up. In the “particle dominated” regime it is close to the maximum theoretical one, while in the “field dominated” regime it is about 75-80 % of the maximum speed-up. For a number of cores exceeding 32, performance degradation takes place as a result of the adopted 1D domain decomposition. The code parallelization will allow future implementation of atomic physics and extension to three dimensions.

The antimalarial drug artemisinin (ART) is commercially extracted from the medicinal plant Artemisia annua L. Here, we report the screening of 70 A. annua plants representing 14 diverse germplasm accessions sourced from around the world, and identify lines containing >2% ART. These extremely high-yielding individuals have been maintained as vegetative clones, and they represent promising germplasm resources for future A. annua breeding programmes.
