Building effective state institutions before introducing democracy is widely presumed to improve different development outcomes. Conversely, proponents of this “stateness-first” argument anticipate that democratization before state building yields poor development outcomes. In this Element, we discuss several strong assumptions that (different versions of) this argument rests upon and critically evaluate the existing evidence base. In extension, we specify various observable implications. We then subject the stateness-first argument to multiple tests, focusing on economic growth as an outcome. First, we conduct historical case studies of two countries with different institutional sequencing histories, Denmark and Greece, and assess the stateness-first argument (e.g., by using a synthetic control approach). Thereafter, we draw on an extensive global sample of about 180 countries, measured across 1789–2019 and leverage panel regressions, preparametric matching, and sequence analysis to test a number of observable implications. Overall, we find little evidence to support the stateness-first argument.

We describe and analyze patterns in the geographical focus of political science research across more than a century. Using a new database of titles and abstracts from 27,690 publications in eight major political science journals from their inception, we demonstrate that, historically, political scientists concentrated their studies on a limited number of countries situated in North America and Western Europe. While a strong focus on Western countries remains today, we detail how this picture has changed somewhat over recent decades, with political science research becoming increasingly “globalized.” Still, several countries have received almost no attention, and geographical citation patterns differ by subfield. For example, we find indications of a greater focus on the United States and large Western European countries in international relations than in comparative politics publications. We also analyze several correlates of a country being the focus of political science research, including the country’s predominant languages, income, population size, democracy level, and conflict experience, and show systematic variation in the geographical focus of research. This unequal focus, we argue, has important implications regarding the applicability of extant descriptive and causal claims, as well as the development of theories in political science.

Background: As of July 1, 2019, ~18% of all cases in the Ebola virus disease (EVD) outbreak in the Democratic Republic of Congo (DRC) were healthcare-associated (ie, nosocomial) infections (HAIs) and healthcare worker (HCW) infections. Although progress has been achieved, gaps remained in infection prevention and control (IPC), specifically, a need to reinforce standardized, evidence-based IPC practices to effectively address HAIs. The Ministry of Health (MOH), in collaboration with partners, developed an IPC tool kit consisting of >70 documents (ie, terms of reference, standard operating procedures, training modules, etc) to improve HCW IPC knowledge and practices at healthcare facilities among staff. The tool kit incorporated international IPC standards, DRC-specific experiences, and best practices. Thus, it serves as a technical and operational package, covering general guidance (standard precautions) and EVD specific issues. Methods: A decentralized rollout approach was used to disseminate the tool kit content at the various health-system levels over several months. Initially, national-level training of trainers was held, followed by subnational-level training of IPC supervisors and key IPC implementers, and lastly, training of healthcare facility (HCF) IPC focal persons. The 5-day training adhered to the MOH standard of 60% theory and 40% practice. Participants completed evaluations before and after training; changes in knowledge between the pre- and posttraining tests were analyzed and the results of the statistical tests were reported (P < .05 was considered statistically significant). Results: In total, 294 IPC supervisors were trained across 7 subnational commissions. Data were analyzed for 138 participants. Participants were 60.9% IPC supervisors, 8% WASH supervisors, and 31% others. MOH representation was 52.9% The average results before the test were 66% (19.8 of 30), the average posttest results were 72% (21.6 of 30)—a significant improvement. The worst-performing pretest IPC domain was IPC approach, and facility closure was the worst performing for posttest. As of November 11, 15.7% of all cases were HAIs. Conclusions: The IPC training program initiated during an outbreak can increase knowledge and potentially improve practices and confidence. An association with the downward HAI trend is yet to be validated. The MOH anticipates that this tool kit will be the go-to resource for future Ebola outbreaks and that it will be incorporated into the preservice medical curriculum to ensure a resilient heath system.

This article illustrates major trends in political science research and frames the progress of research agendas in comparative politics. Drawing on the titles and abstracts of every article published in eight major political science journals between 1906 and 2015, the study tracks the frequency of references to specific keywords over time. The analysis corresponds to and complements extant descriptions of how the field has developed, providing evidence of three ‘revolutions’ that shaped comparative politics—the divorce of political science from history during its early years, a behavioral revolution that lasted until the late 1960s, and a second scientific revolution after 1989 characterized by greater empiricism. Understanding the development of the subdiscipline, and viewing it through the research published in political science over the last 100 years, provides useful context for teaching future comparativists and encourages scholars to think more broadly about the research traditions to which they are contributing.

An important question for international investors concerns the relationship between political institutions and property rights. Yet a debate remains over whether authoritarian institutions promote favorable investment climates. Using data on oil nationalization in a sample of autocracies, this study finds that legislatures are correlated with lower expropriation risk in non-personalist dictatorships, but a higher risk of nationalization in personalist regimes. The results show a consistent pattern between authoritarian institutions and property protections, for which context matters.
