Background
Suicide is a serious and not uncommon consequence of mood disorders that occurs primarily when individuals are depressed. Understanding the neurobiology of suicidal activity (thoughts or behaviors) is likely to facilitate prevention.
MethodSeventy-nine adult depressed mood disorder patients (MDP), of which 25 had attempted suicide at least once, and 66 healthy controls (HC) participated in this study. Resting-state functional MRI was used to identify neural activity differences between suicide attempters (SA) and non-attempters (NA). Specifically, differences were examined in functional connectivity both within and between four large cognitive networks [Executive Control (ECN), Default Mode (DMN), Salience (SN), and Basal Ganglia (BGN)] and their respective associations with suicidal activity.
ResultsCompared to HCs, patients had greater posterior DMN activity, but less activity in the BGN, and less low-frequency spectral power in the dorso-medial DMN. Furthermore, increased posterior DMN activity in SA was associated with recent suicidal activity, whereas NA had reduced BGN activity and less dorso-medial DMN spectral power, the latter being associated with lifelong suicidal thinking. SA also had greater activity in midline circuitry compared to both HC and NA, and the pattern of BGN and DMN co-activity differed between SA and NA.
ConclusionsDMN engagement raises the possibility that suicidal activity in mood disorder patients may be a consequence of impaired self-referential thought processing. Furthermore, differential BGN and DMN co-activation according to suicide attempt status suggests that attempting suicide perhaps alters cognitive flexibility. These insights are potentially useful for understanding the neural basis of suicide activity.

Studies were conducted in 2003 and 2004 over seven environments evaluating rice root growth inhibition (RGI) and foliar injury from penoxsulam at 30 and 60 g ai/ha and bispyribac-sodium at 30 g ai/ha applied to four- to five-leaf rice at three flood timings, 1, 7, and 14 d after herbicide treatment (DAT), for five rice cultivars, ‘Bengal’, ‘Cypress’, ‘Wells’, ‘Cocodrie’, and ‘XP712’. Flooding at 1 and 7 DAT resulted in greater RGI compared with flood at 14 DAT when evaluated 1 wk after flood (WAF). By 2 WAF, RGI was greater with flooding at 1 DAT compared with flooding at 7 DAT for cultivars Bengal, Cypress, and Wells. Analyzing flood timing 1 DAT, bispyribac-sodium reduced root growth of Bengal and Cypress compared with penoxsulam at 30 g/ha at 1 week after treatment (WAT). At 2 WAT, RGI for Cocodrie was higher following penoxsulam at 60 g/ha when compared with bispyribac-sodium. By 3 WAT, RGI was higher following penoxsulam at 60 g/ha when compared with penoxsulam at 30 g/ha for Cocodrie and greater than bispyribac-sodium and penoxsulam at 30 g/ha for Cypress. Foliar injury following penoxsulam at both rates was less than injury following bispyribac-sodium for all cultivars except XP712 at 1 WAT. XP712 resulted in < 5% RGI and < 6% foliar injury at each evaluation. Rice grain yield was not affected by herbicide treatment for any cultivar compared with the standard treatment of propanil plus quinclorac.

Applications have been received from Dr. Peter Wheatley (proposed by UK), Prof. Harald Schuh (proposed by Austria), and Dr. Busaba Kramer (proposed by Thailand). All applications were endorsed, with the caveat that Dr. Kramer's application needs to be endorsed by at least one of the other commissions since she has not a publication record in our field.

Summary
Introduction
The UN Framework Convention on Climate Change (UNFCCC) shifted the attention of the policy community from stabilizing greenhouse gas emissions to stabilizing atmospheric greenhouse gas concentrations. While this represents a step forward, it does not go far enough. We find that, given the uncertainty in the climate system, focusing on atmospheric concentrations is likely to convey a false sense of precision. The causal chain between human activity and impacts is laden with uncertainty. From a benefit–cost perspective, it would be desirable to minimize the sum of mitigation costs and damages. Unfortunately, our ability to quantify and value impacts is limited. For the time being, we must rely on a surrogate. Focusing on temperature rather than on concentrations provides much more information on what constitutes an ample margin of safety. Concentrations mask too many uncertainties that are crucial for policymaking.
The climate debate is fraught with uncertainty. In order to better understand the link between human activities and impacts, we must first understand the causal chain between the two, i.e., the relationship between human activities, emissions, concentrations, radiative forcing, temperature, climate, and impacts. The focus of the UNFCCC is on atmospheric concentrations of greenhouse gases. Although this represents a major step forward by advancing the debate beyond emissions, it does not go far enough. In this paper, we carry the analysis beyond atmospheric concentrations to temperature change.

Background. Subjective memory impairment (SMI) is common in older populations but its aetiology and clinical significance is uncertain. Depression has been reported to be strongly associated with SMI. Associations with objective cognitive impairment are less clear cut. Other factors suggested to be associated with SMI include poor physical health and the apolipoprotein E (APOE) ε4 allele. Studies of SMI have been predominantly confined to white Caucasian populations.
Method. A community study was carried out in a UK African-Caribbean population aged 55–75, sampled from primary care lists. Twenty-three per cent were classified with SMI. Depression was defined using the 10-item Geriatric Depression Scale. Other aetiological factors investigated were education, objective cognitive function, APOE genotype, disablement and vascular disease/risk. The principal analysis was restricted to 243 participants scoring > 20 on the Mini-Mental State Examination (85%). A second analysis included all 290 participants.
Results. Depression, self-reported physical impairment and APOE ε4 were associated with SMI. The association between SMI and physical impairment was not explained by depression, vascular disease/risk, or disability/handicap. The association between ε4 and SMI increased as MMSE scores decreased and was particularly strong in those with depression. The ε4 allele was present in 69% (95% CI 41–89%) of those with depression and SMI compared with 28% (20–36%) of those with neither.
Conclusions. Depression may not be a sufficient explanation for subjective memory complaints. Memory complaints in the presence of depression are associated with high prevalence of ε4 and therefore, presumably, a raised risk of subsequent dementia.
