INTRODUCTION
The idea of debt-for-nature exchanges was first proposed in 1984, following the groundwork laid by debt–equity schemes. In the words of one market participant, ‘The ideas for debt-for-nature didn't really get off the ground until debt–equity programs had been launched.… Really these programs can be viewed as son-of-debt-equity’.
In October 1984 Dr Thomas Lovejoy, then Executive Vice President of the World Wildlife Fund (WWF), wrote an opinion piece for the New York Times that is generally credited with having provided the first public formulation of the debt-for-nature idea.
Lovejoy proposed that a developing country's external debt be reduced in return for its taking steps to address issues of environmental concern and that governments provide tax relief to commercial creditor banks for participating in these transactions. Lovejoy emphasised the correlation between developing country indebtedness and environmental degradation and encouraged environmental nongovernmental organisations (NGOs) to investigate using the developing country secondary debt market to finance conservation projects. He noted that discounted developing country debt could potentially leverage ‘conservation dollars to preserve some of the world's most biologically valuable natural areas while helping countries reduce their external debt’.
This type of debt-exchange transaction is based on the simple notion of a reduction in external debt in return for domestic conservation activities. In the 1980s most developing country foreign debt was denominated in US dollars (or other hard currencies). Many developing nations employed short-term, often indiscriminate strategies to produce exports to generate foreign exchange for debt repayment.

Summary
The development of debt-for-nature exchanges and broader forms of debt exchanges has been encouraged partly by various US congressional initiatives, which have highlighted the relationship between debt and the environmental and developmental problems of developing countries. The motivation for these enactments has, perhaps not unexpectedly, arisen largely from self-interest. The United States has significant bilateral trade, investment and strategic relationships with a number of countries struggling under severe debt burdens, particularly in Latin America – the region that ever since the Monroe Doctrine the United States has considered its backyard and over which it claims an entitlement to exercise a special oversight. Efforts to address their development needs, and the sustainability of their economies, were designed to promote strategic interests in the region. Stronger Latin American economies expand the potential market for US goods, services and investment capital. Consequently, the United States has encouraged its lenders to participate in debt-exchange transactions in the region by way of the legislative initiatives. Debt-for-nature exchanges have since the 1980s been conducted by the United States by way of three legislative initiatives.
1989 GLOBAL ENVIRONMENTAL PROTECTION ASSISTANCE ACT (US)
In April 1988 the United States Agency for International Development (USAID) issued debt-for-development guidelines that proposed funding of nongovernmental organisation (NGO) intermediaries for approved debt exchanges. The NGOs would then be responsible for negotiating with qualifying developing countries and for managing the use of the resources acquired through the exchange.

We use data from large surveys of the local universe (SDSS+Galaxy Zoo) to show that the galaxy–black hole connection is linked to host morphology at a fundamental level. The fraction of early-type galaxies with actively growing black holes, and therefore the AGN duty cycle, declines significantly with increasing black hole mass. Late-type galaxies exhibit the opposite trend: the fraction of actively growing black holes increases with black hole mass.

This paper briefly describes the principle of operation and science goals of the AMANDA high energy neutrino telescope located at the South Pole, Antarctica. Results from an earlier phase of the telescope, called AMANDA-BIO, demonstrate both reliable operation and the broad astrophysical reach of this device, which includes searches for a variety of sources of ultrahigh energy neutrinos: generic point sources, Gamma-Ray Bursts and diffuse sources. The predicted sensitivity and angular resolution of the telescope were confirmed by studies of atmospheric muon and neutrino backgrounds. We also report on the status of the analysis from AMANDA-II, a larger version with far greater capabilities. At this stage of analysis, details of the ice properties and other systematic uncertainties of the AMANDA-II telescope are under study, but we have made progress toward critical science objectives. In particular, we present the first preliminary flux limits from AMANDA-II on the search for continuous emission from astrophysical point sources, and report on the search for correlated neutrino emission from Gamma Ray Bursts detected by BATSE before decommissioning in May 2000. During the next two years, we expect to exploit the full potential of AMANDA-II with the installation of a new data acquisition system that records full waveforms from the in-ice optical sensors.
Placebo run-in period in studies of depressive disorders: Clinical, heuristic and research implications

Background
In spite of the virtually ubiquitous nature of the initial 10-day placebo run-in period (IPR) in drug trials, there is little empirical data establishing its relevance.
MethodData from 593 subjects were examined retrospectively to determine whether or not the prognosis of subjects minimally improved during the IPR was different to those who were unimproved. The IPR period was single-blind and was followed by a six-week double-blind phase in all studies.
ResultsTwenty-six per cent of the subjects were minimally improved and 74% were unimproved. Approximately 10% of the subjects who were much improved were not followed systematically. Across a range of diagnosis, severity and chronicity subjects minimally improved (versus unimproved) after IPR had a more favourable prognosis whether assigned to drug or placebo.
ConclusionsChange during IPR appears to be a meaningful predictor. Stratification should be considered in future antidepressant studies.

The southern Lowland Maya hilltop center of Kinal is shown to be a human-modified watershed. The broad paved surfaces of the elevated central precinct acted as runoff-catchment areas directing precipitation into gravity-fed channels and reservoirs. In a geographical zone affected by an extended dry season and away from permanent water sources, Kinal demonstrates the components of a rainfall-dependent water-management system characteristic of other large sites in the region.
