A global threats overview for Numeniini populations: synthesising expert knowledge for a group of declining migratory birds

The Numeniini is a tribe of 13 wader species (Scolopacidae, Charadriiformes) of which seven are Near Threatened or globally threatened, including two Critically Endangered. To help inform conservation management and policy responses, we present the results of an expert assessment of the threats that members of this taxonomic group face across migratory flyways. Most threats are increasing in intensity, particularly in non-breeding areas, where habitat loss resulting from residential and commercial development, aquaculture, mining, transport, disturbance, problematic invasive species, pollution and climate change were regarded as having the greatest detrimental impact. Fewer threats (mining, disturbance, problematic native species and climate change) were identified as widely affecting breeding areas. Numeniini populations face the greatest number of non-breeding threats in the East Asian-Australasian Flyway, especially those associated with coastal reclamation; related threats were also identified across the Central and Atlantic Americas, and East Atlantic flyways. Threats on the breeding grounds were greatest in Central and Atlantic Americas, East Atlantic and West Asian flyways. Three priority actions were associated with monitoring and research: to monitor breeding population trends (which for species breeding in remote areas may best be achieved through surveys at key non-breeding sites), to deploy tracking technologies to identify migratory connectivity, and to monitor land-cover change across breeding and non-breeding areas. Two priority actions were focused on conservation and policy responses: to identify and effectively protect key non-breeding sites across all flyways (particularly in the East Asian- Australasian Flyway), and to implement successful conservation interventions at a sufficient scale across human-dominated landscapes for species’ recovery to be achieved. If implemented urgently, these measures in combination have the potential to alter the current population declines of many Numeniini species and provide a template for the conservation of other groups of threatened species.

In recent years there has been a trend towards market consistent valuation in those institutions for which actuaries have responsibilities. The larger United Kingdom with-profits insurance companies are now preparing realistic balance sheets, both for internal purposes and also at the request of the Financial Services Authority. International accounting standards have been moving to a fair value approach. Pension fund accounting under FRS 17 has also moved in this direction.
In this paper we examine the reasons for the adoption of market consistent valuation and discuss some of the commercial implications and corporate valuation. We consider the methods and assumptions which can be used to develop market consistent valuations of cash flows typically encountered in the liabilities of financial institutions, together with some of the problems inherent in the calibration of models used for the valuation of these cash flows. The volatility assumption is crucial to the valuation of options and guarantees, and we discuss the relationship between historical and implied volatility.
While most insurance companies initially adopted formulae to value their with-profits guarantees, several offices are now using a Monte Carlo simulation approach for their realistic balance sheets. The Monte Carlo approach enables allowance to be made for management discretion in bonus and investment policy, as well as policyholder actions. However, in many cases it is possible to develop analytical formulae for cash flows approximating those payable under insurance contracts.
The valuation formulae have implications for the hedging of embedded guarantees. The authors discuss the construction of hedges for financial risks in with-profits funds, the separate perspectives of policyholders and shareholders, possible funds in which to hold hedging instruments, limitations of capital market hedging tools and the effect of taxation on hedge effectiveness.

Fission-track dating of zircons and apatites from tuffs and bentonites has produced the first isotopic ages for the type sections of the Ordovician and Silurian Systems. In the Ordovician the following ages have been determined: lower Arenig 493 Ma, lower Llanvirn 487 Ma, lower Llandeilo 477 Ma, upper Caradoc 463 Ma and upper Ashgill 434 Ma. In the Silurian, the following: lower Llandovery 437 Ma, lower Wenlock 422 Ma, upper Wenlock 414 Ma and Ludlow 407 Ma. The Ordovician-Silurian boundary is interpreted as occurring at about 436 Ma. Three North American Rocklandian bentonites yielded zircons whose ages average 453 Ma. This is about 10 Ma younger than supposedly correlative units in the British type sections.

Richard Samuels's book Machiavelli's Children: Leaders and Their Legacies in Italy and Japan raises a number of important issues concerning political leadership and the role individual leaders can play in a nation's history. The book won the 2003 Marraro Prize from the Society for Italian Historical Studies and the 2004 Jervis-Schroeder Prize for the best book in International History and Politics, awarded by the International History and Politics section of the American Political Science Association. This is a roundtable involving four critical essays and the author's response. Discussion centers on the book, its methods, its broader applicability, and the ways in which it dovetails with other intellectual concerns, particularly as these apply to contemporary East Asia.

We have developed a technique for determining the atomic elastic constants from measurements of the Debye-Waller factors. The Debye-Waller factors are obtained by Rietveld refinement of time-of-flight neutron diffraction data and interpreted in terms of an atomic Debye-Waller temperature. The method is applicable to powders and to materials that must be encapsulated for safety or environmental reasons. We will illustrate our technique with applications to actinide metals, to metallic hydrides and to high-temperature superconductors.
