Summary
Part II, composed of two chapters, explores institutional norms and policy outcomes as politicians begin to engage in a dialogue on race. Chapter 5 provides a comprehensive overview of how a political discourse on race can alter the policy agenda, shape policy coalitions, and influence various stages of the policy-making process. Using novel research techniques, we are able to visualize the political coalitions that are built in Congress and compare levels of racial discourse with policy support. Chapter 6 expands our understanding of the link between policy and rhetoric by comparing congressional members’ statements on racial and ethnic minority concerns with their votes on related policies. Together, these two chapters demonstrate the policy consequences of speaking about race as gleaned through the congressional law-making processes.
