Summary

I conducted this research over many visits to India (Delhi, Mumbai), Geneva, and Washington, DC. Research trips were conducted to India during (1) December 2002, (2) July 1, 2003-August 2004, (3) July 15, 2006–August 20, 2006, and (4) January 2009–June 2009. I visited Geneva in November of 2002. Interviews at Washington, DC, were conducted during 2004–2005. Many respondents requested anonymity, and their identities have not been revealed.
