Ampe Akelyernemane Meke Mekarle ‘Little Children are Sacred’: Report of the Northern Territory Board of Inquiry into the Protection of Aboriginal Children from Sexual Abuse, which has come to be known as the ‘Little Children are Sacred’ Report, was released in late June 2007 (Wild & Anderson 2007). The Report has received little analysis. Rather it is the response by the Commonwealth Government to the Report's findings that has dominated debate. Despite repeated accounts of child neglect provided to the inquiry, these accounts seemed to be viewed as the landscape in which child sexual abuse occurs, rather than a significant and urgent issue in their own right. The relegation of child neglect to background mirrors what research elsewhere tells us about what happens to child neglect referrals; lacking the sense of immediacy and danger of child sexual abuse, they are frequently minimised or overlooked.

This paper is an attempt to refocus attention on the Report itself through a lens of child neglect, and suggests that in limiting the terms of reference to child sexual abuse, the Report missed the opportunity to engage with the significant issue of child neglect and the practice of child protection work in cases of child neglect.

This is the first of a two-part discussion of the place of residential care services in Australia, which highlights the issues that are likely to influence the development of these services into the future. This paper explores service trends over the past few decades, the current place and focus of residential care services, the nature of the young people being placed into such services, and the imperative for developing a more needs-based approach to service delivery. It concludes with a review of recent calls for the development of therapeutic or treatment-orientated models and the initial steps in this direction that have been taken around the country.

As governments increasingly search globally for strategies to improve child welfare outcomes, it is vital to consider how policies and programs developed in other countries are likely to suit local conditions. Routinely collected child welfare administrative data can provide contextual information for cross-national comparisons. This article examines out-of-home care in Australia compared to other developed countries, and explores possible explanations for differences in patterns and trends. In doing so, it also examines the similarities and differences between NSW, Victoria and Queensland. It is argued that a sound understanding of how out-of-home care is used, the profile of children in care and the influences on data can assist policy makers to match proposed solutions to clearly understood current problems. The imperative is to plan and implement policies and programs that locate out-of-home care within a range of child welfare services that meet the diverse needs of children and families within local contexts.

This paper argues that Australia is lagging behind in recognising the important role social workers and other human services workers can play in schools to improve social and educational outcomes for students. It reports on a small, school-based, human services program, the Schools as Communities program, located in the Australian Capital Territory, and outlines key themes that emerged in interviews with principals and other school staff about the program's effectiveness. The program's outreach workers, who were mostly social workers, had a dual role working with individual families and facilitating community development initiatives of benefit to the school community. Case studies demonstrate how their presence contributed to earlier involvement and support of vulnerable families. They also illustrate that the school setting enabled social workers to work more effectively to build social inclusion in local communities. The paper argues the case for using a wider range of human services professionals from the school base and calls upon education and human services systems to create more effective governance arrangements to make this possible. An expansion of the traditional disciplinary base of education to incorporate social workers and other human services professionals who are skilled at working across multiple domains is essential if schools are to maximise the impact of early intervention and prevention in working towards a more socially inclusive society.

This is the second of a two-part discussion about the development of residential care services in Australia. It contains a review of some of the recent literature on residential care from Australia, the UK, Canada and the USA. It concludes with a look at the major themes and issues that emerge from this literature as well as the service trends and developments canvassed in Part I.

In Australia the number of children removed from birth parents and admitted to State care, i.e. foster care, kinship care, other home-based care, group homes or residential care, continues to rise. Because the number of foster carers (the preferred care option after kinship care) has fallen and the recruitment of new carers has become more difficult, this rise in admissions to care is a critical issue. This paper explores those factors that drive the increase in the number of children that are taken into State care and makes suggestions about how this trend might be reversed. New South Wales is used as the example for this purpose although the points made are applicable in other States and Territories.

This article deals with various implications arising from evidence of slavery experienced by children placed in orphanages and children's homes between 1910 and 1974. Slavery was an integral part of the day-to-day realities of many of these children who also experienced forms of sexual, physical and emotional abuse in institutions that were supposedly responsible for their care. It is argued that slave labour in care settings contravened various provisions contained in welfare legislation of the period and was used to supplement the incomes of care institutions. The end result was that children were often compelled to work rather than receive the education to which they were entitled, rendering them ill-prepared to deal with various challenges in later life. This largely hidden story of slavery among the ‘Forgotten Australians’ is one of crude exercise of self-serving authority over children – authority aimed at serving the interests of institutions rather than the children they were meant to help.

There is rising interest in children's activity levels and the relationship between health, physical activity and their environments – in particular, their ‘obesogenic’ environments. This paper presents the results of a qualitative study of 71 school children in Dunedin, New Zealand, the purpose of which was to discover whether they liked walking. The study found that, whilst many children do like walking, they are not permitted to walk much, nor to many places. Some walk to school, but their overall levels of walking are low due to a combination of factors relating to concerns for their safety and to the need for children to fit in with increasingly complex, car-dependent family lives.

While there has been a plethora of international and Australian research and inquiries into child protection and, to a lesser extent, foster care, there is a paucity of Australian research undertaken with the parents of children in care. While these parents are stakeholders in a system that has had a profound effect on their lives, their views are not generally canvassed. This paper discusses key findings of a community welfare Honours study which explored the experiences of six women whose children had been removed into foster care. The paper focuses on two core themes: firstly, the mothers' sense of betrayal when their pleas for help ultimately led to them losing their children, and, secondly, despite the resultant loss, grief and anger, their compulsion to do whatever it takes to have contact with, and to be reunited with, their children. The paper concludes with key messages and recommendations for practice.

In this article we use qualitative data drawn from a sample of child protection cases to demonstrate how the process of attributing blame to parents and carers for child maltreatment is a significant influence on decisionmaking, sometimes to the detriment of assessing the future safety of children. We focus on two cases which both demonstrate how the process of apportioning blame can lead to decisions which might not be considered to be in the best interests of the children concerned. We conceptualise blame as an ‘ideology’ with its roots in the discourse of the ‘risk society’, perpetuated and sustained by the technology of risk assessment. The concept of blame ideology is offered as an addition to theory which seeks to explain the influences on decision making in child protection practice.
