10. Their inclusion into the scope of the 1963 Decree implies a prohibition on export, except with the permission of the Minister of Economic Affairs. The prohibition does not apply to: (1) export to Belgium and Luxembourg (1971 Benelux Exemption Decree for non-agricultural goods, Stc. 1971 No. 19), nor to (2) other EEC member States, under an according adaptation of the 1981 EEC Exemption Decree for non-agricultural goods (Stc. 1980 No. 253).
