At any time any person faces a possibility of suffering harm from another, and the broad criminal justice framework aims to provide a general level of protection from such harms to the whole population. However, possibilities of abuse, exploitation or neglect are conceptualised as more likely for certain people. These include those in intimate partner relationships, or those whose level of dependency on others is greater as a result of life stage or impairment. Specific legal and policy measures aim to address potential harm in such situations, and are proliferating.

Research over the last decade and more, has documented a resurgence of paid domestic and care labour (that is, work performed for pay in private households, such as household cleaning and maintenance and care for elders/disabled/children) across the Global North.1 Much of the research has revealed the increasing reliance on migrant, as opposed to home-state, domestic workers, and it has been suggested (Lutz, 2007: 4) that domestic and care work has contributed more than any other sector of the labour market to one of the key features of the ‘age of migration’ (Castles and Miller, 2009) – its feminisation. At the same time though, as Linton's (2002) research on immigrant-niche formation in the USA suggests, the availability of immigrants in itself, has probably contributed to the growth of the sector.

Addressing anti-social behaviour (ASB) has been a major policy priority of New Labour since it came to power in 1997. This is reflected in a series of legislative powers enabling a range of agencies to take legal action to tackle ASB (e.g. Crime and Disorder Act 1998; Police Reform Act 2002; Anti-Social Behaviour Act 2003; Serious Organised Crime and Police Act 2005) and in a number of national policy initiatives (e.g. the Home Office ‘Together’ Campaign, 2003; the Respect Action Plan, 2006; the Youth Task Force Action Plan, 2007). These developments are the subject of a growing body of academic analysis and critique, much of which has focused on the use of the ASB powers in the regulation of particular neighbourhoods and communities, especially social housing areas of predominantly White working-class residents (Burney, 2005; Flint, 2006), and of young people, again mostly White and working class (Squires and Stephen, 2005). Specific service or practice developments arising out of ASB policy have also been analysed, for example, Family Intervention Projects (Nixon et al., 2006, 2008), Anti-Social Behaviour Teams (Prior et al., 2006), and the use of ASBOs (Squires, 2006; Matthews et al., 2007) and Dispersal Orders (Crawford and Lister, 2007).

During the first decade of the twenty-first century, UK policy and practice has become increasingly overt in its concern with families. In January 2010, the Department for Children, Schools and Families (DCSF, 2010) launched the Support for All: The Families and Relationships Green Paper. In its Foreword, Ed Balls, the then Secretary of State for Children, Schools and Families, presented ‘Strong, stable families’ as ‘the bedrock of our society’, positioning the Green Paper as ‘supporting families to help themselves’, whilst ‘ensuring that all public services play their part in supporting strong and resilient family relationships’ (DCSF, 2010: 3). The Centre for Social Justice offered an immediate response with its own Green Paper on the Family, emphasising the role of ‘family breakdown’ as ‘the root’ of ‘pathways to poverty’ for many, as well as a barrier to appropriate childhood development and positive ‘future life outcomes’ (Centre for Social Justice, 2010: 4).

This paper suggests that current theoretical approaches to the contemporary governance of anti-social behaviour have certain limits which may be overcome by emphasis on its gendered dimensions. It argues that the paradoxical relationship that women have with the state may prove a fruitful starting point. Third way ideologies recognise and respond to the vulnerabilities of the ordinary citizen. The governance at a distance that they practice means that the responsibility for reassuring citizens falls disproportionately on women who have had a historical role in managing the anxieties provoked by proximity. Yet women's acknowledged vulnerability means that this is an incoherent strategy.

This paper explores the concepts of adversity, risk, vulnerability and resilience in the context of child protection systems with the aim of contributing to the debate about the ways in which risk of ‘harm’ and ‘abuse’ are conceptualised at different stages of the lifespan and in relation to different groups of people. The recent developments in the policy and legislative framework for state intervention on behalf of children in the UK are described and linked with an exploration of the underlying assumptions about abuse and neglect. Concepts of adversity, risk, vulnerability and resilience and the ways in which the complexity of the routes and pathways to ‘harm’ pose a challenge to the current UK state protective system are discussed.

The phenomenon of migrant workers finding domestic and care work in the homes and institutions of countries wealthier than their own uncovers much about social change in the twenty-first century. First, it reveals the consequences of women taking on more responsibilities to earn income but without a significant rebalancing of their care responsibilities either with male partners or through state support. In the poorer regions of the world, unemployment, violence, poverty and aspirations for a better life push some women into emigrating to earn for their families. This also exposes an asymmetrical geopolitical solution to the so-called ‘care deficit’ pursued by richer states, accentuated by the demographics of ageing societies and restructured welfare regimes on the one side, and the care crises in the poorer regions on the other. The transnational movement of (mainly) women into care and domestic work, as well as nurses, pharmacists and doctors into health care saves social expenditure costs while intensifying the lack of care resources in the countries of origin of those migrant workers.

‘Whole family’ approaches to intervention and prevention have raised the profile of ‘family’ within social policy, where the family is constructed as a site of child care and protection, neglect and disadvantage. However, ‘family’ is a taken-for-granted and narrowly defined concept within policy documentation, and often used interchangeably with ‘parents’. This paper uses Sevenhuijsen's (2003) ‘Trace’ approach to explore the use of the concept of ‘family’ across a number of interrelated social policy streams. The efficacy of familial approaches is considered through a feminist ethic of care approach that questions both gendered and generational assumptions about families in practice.

This paper explores the ways in which parents, who have been the recipients of Parenting Orders, perform identity work through their accounts of their experiences in court. Discourse analysis is used to identify five key ‘strategies of resistance’ through which parents manage their parental identity and argues that such discursive practices highlight the fragility of such parents' claims to a positive parental identity in light of hegemonic gendered and classed conceptions of ‘responsible parenting’. The paper concludes by reflecting on what such practices might mean for parents who find themselves at once both regulated and resistant.

The role of migrant women as domestic and care workers is a main characteristic of the feminisation of migration to southern Europe. This article aims to understand how and why current patterns of female migration to Portugal are a key element, driving increased flows of domestic workers. The article focuses first on the path followed by Portugal in the fields of immigration, employment, welfare-state developments and care arrangements, and then presents results of a qualitative study on Brazilian immigrant women. Findings show that the new plurality of female migration trajectories is an important factor in explaining the rapid integration of immigrant women in the domestic sector. This does not mean, however, that a predominant ‘migrant in the family’ care model has emerged in Portugal. In contrast with other southern European countries, different policy perspectives and outcomes over the last three decades have made for a more diversified care model. National contexts in southern European countries must therefore be taken into account, since they provide particular conditions for the main forms and features of migrant domestic work.

Based on qualitative research completed in the United States on pathways into and out of commercial sexual exploitation of children (CSEC), this article focuses on themes of harm, resilience and survival-focused coping by prostituted teens and makes recommendations for policy and practice. The research on which it is based takes a life-course perspective on pathways into and out of CSEC. Analyses of the narratives of homeless, runaway and sexually victimised (prostituted and trafficked) teens suggest the need for a more nuanced understanding of both harm and survival that has important implications for practice and policy communities responding to human trafficking within and across borders.

A review of models and approaches to family-based policy and service provision for those at risk of social exclusion suggests three distinct categories. In the first category, approaches seek to strengthen the ability of family members to offer support to a primary service user within that family. In the second category, family members are recognised as having their own specific and independent needs arising out of their relationship with the primary service user. The third category includes ‘whole family approaches’ focused on shared needs and strengths that could not be dealt with through a focus on family members as individuals.

This article describes the contested and underdeveloped backdrop to ‘“whole family” approaches’, whereby families with care and protection needs are caught in a conflicting set of policy and practice expectations concerning responsibility to care whilst being positioned as families that fail. Questions are raised about how supported families are to navigate their way through these permissive and punitive policies and practices. We suggest that there is an urgent need for more ‘bottom–up’ research informed by the ethic of care to develop the kinds of policies and practices that might make it more possible for them to do so.

Two recent studies of elder abuse in the UK are located in current policy contexts of adult safeguarding. After describing the studies, the discussion draws out their central messages and identifies the challenges that the studies present to recent policy debates and innovations. These relate to the need to properly integrate both wider older people's issues and issues of racism and ethnicity within developments in adult safeguarding policy as well as social care services as the personalisation agenda advances.

This article focuses on the use of anti-social behavior powers in relation to a group of vulnerable women – street sex workers. It illustrates how the use of legal tools – anti-social behavior orders and public nuisance injunctions – against sex workers has been both misplaced and ineffective. The article also considers the use of anti-social powers in light of the government's leaning towards the coercive (or some might argue the compulsory) rehabilitation of sex workers. In doing so, it draws attention to the lack of research on the impact of both exclusion orders and rehabilitation orders for sex workers. Whilst it is important to fill this knowledge gap, it is argued that future investigations in this area would benefit from social network research approaches.

This paper explores the increasing significance of domestic workers in Spain, a country that has the highest figures of registered household employees in the EU, many of them female migrant workers. The paper focuses on how the domestic sector has grown in recent years along with mass migration flows. The growth of the household sector in Spain is situated within the context of the welfare and migration regimes. The household sector in Spain is currently absorbing a large part of the demand for childcare and elderly care provision. Although the domestic sector in Spain is more regulated than in many other countries, greater efforts to formalise and improve the labour and employment rights of household employees are needed to counterbalance occupational segregation and social inequality.

In this article, we deal with contradictions and paradoxes of the German policies on migration and domestic care work. Although the demand for care workers in private homes is increasing, the German government has turned a blind eye to the topic of migrant care workers. As a result of the mismatch between demand and restrictive policies, a large sector of undeclared care work has come into being. This veritable ‘twilight zone’ can be coined an ‘open secret’ as it is the topic of extensive discussions among the populace and in the media. We will address various discrepancies in the debate on migrant domestic work in Germany by providing a view from multiple actors’ perspectives. Examining the intersections of gendered migration and care regimes, we assert that undeclared care migration is an integral part of German welfare state policies, which can be characterised as compliance and complicity.

Social housing is at the intersection of two policy agendas, namely anti-social behaviour and community care. This means that tenants with mental ill-health might at once be defined as vulnerable and in need of support to enable them to live independently, but simultaneously their behaviour may be viewed as a threat to the safety of others serving to legitimatise disciplinary and punitive forms of intervention on the grounds of ‘difference’. This paper focuses on the role of housing professionals in the management of cases of ASB involving people with mental ill-health. It argues that housing practitioners are not adequately equipped to make judgements on the culpability of ‘perpetrators’ who have mental ill-health and ensure their response is appropriate. This raises questions about the training housing officers recieve, and more broadly, whether the competing policy aims of community care and ASB can be reconciled.

Disabled parents can experience difficulties when trying to access services to support their parenting role, and this is exacerbated wherever disability continues to be articulated as if it were impairment and associated with a need for ‘care’. Disabled parents and their families experiences of services demonstrate that, for a family approach to be positively developed within social policy, individuals should be kept in sharp focus by policy makers, practitioners and researchers. Failure to do so can result in the problematisation of parents who have support requirements, itself a barrier to the development of appropriate services for parents and families.

This paper reports on a study in which unique access to three locked psycho-geriatric wards of a hospital allowed ethnographic exploration into everyday social worlds of fourteen people with dementia. Findings indicate abusive practice in the wards and show that participants in receipt of such practice responded with self-defence and resistance, but ultimately were defeated. In a development of Sabat's (2001) Selfs 1–3 framework, I identify how abusive practice arose due to staffs' inability to recognise different aspects of patients' self. Recommendations for practice include integrating a developed Selfs 1–3 framework into staff training and evaluating its impact on practice.
