This contribution probes A Theory of Global Governance from a materialist perspective. I focus on three forms of materialisms that have played a significant role in social theory as well as International Relations theory: the materialisms of markets, of artefacts, and of embodied affects. Integrating these materialisms serves to unsettle the conceptualization of global governance and of the politics of authority, legitimacy, and contestation underpinning it. A materialist perspective moves the theory of global governance towards a focus on processes instead of institutions, allowing it to capture both the multiple forms of global governance and their increasingly rapidly shifting forms. The contribution is anchored in a discussion of the global governance of cyber-security.

In security studies and beyond, technological developments are associated with technocratic, rationalistic, transparent forms of security governed from a distance. In much of the advertising of tracking devices the associations made are very different not to say opposed to this. The advertising composes security anchored in sensemaking and resonance rather than calculus and reason, working from within and below rather than from a above at distance and depending on the negotiation of opaque co-presences rather than the establishment of precision and transparency. The consequence is that advertising not only extends but also deepens the grip of military/security matters: making them sticky. Moreover, the heterogeneity of the elements is such that what is composed is a shifting collage rather than a stable composition. This argument makes a threefold contribution to security studies: a theoretical reconceptualisation of what it means to compose security, an empirical intervention in the debates surrounding the politics of tracking devices and a methodological intervention in favour of collaborationist research strategies.

Ultrasensitive biosensors based on bottom gate organic field-effect transistors can be developed by depositing a functional biological (protein) interlayer directly on the silicon oxide gate dielectric and underneath the organic semiconductor film. However, the deposition methods for assembling the protein biological recognition layer can affect the biosensor analytical performances for the target analyte detection. Here, spin-coating and layer-by-layer techniques were considered as different approaches for streptavidin protein deposition. X-ray photoelectron spectroscopy (XPS) was systematically used in the non-destructive parallel angle resolved mode to characterize the multilayer device at each step of its assembly to gain information on elemental depth profiles. Scanning electron and scanning Helium ion microscopies gave information about stacked layer structure and morphology corroborating XPS results.

On 30 September 2011, the US citizen Anwar al-Awlaki was killed in Yemen in what has become the most controversial incident of US ‘targeted killing’, or, as its critics would prefer, of the US practice of ‘extrajudicial executions’. This controversy over wording expresses a profound disagreement over the legal status of the US drone program. Target killing suggests that the drone program may be legally regulated. Extrajudicial execution suggests that it falls outside the realm of legality. This article does not seek to settle which terminology is the most appropriate. Instead it analyses the legal expertise struggling to do so and its implications. More specifically, it focuses on the processes through which drones constitute the legal expertise that constitutes the drone program as one of targeted killings and of extrajudicial executions; that is, on a process of co-constitution. Drawing theoretical inspiration from and combining new materialist approaches (especially as articulated by Bruno Latour) with the sociological approach of Pierre Bourdieu, the article shows that drones have ‘agency’ in the ‘field’ of legal expertise pertaining to the drone program. Drones are redrawing the boundaries of legal expertise both by making associations to new forms of expertise and by generating technological expert roles. They are also renegotiating what is valuable to expertise. Drones are making both transparency and secrecy core to expertise. However, and contrary to what is often claimed, this agency does not inescapably lead to the normalization of targeted killings. The article therefore concludes that acknowledging the agency of drones is important for understanding how legal expertise is formed but especially for underscoring the continued potential for controversy and politics.

This article contributes to the debate over the whether or not the mainstreaming of Corporate Social Responsibility/Codes of Conduct should be welcomed. It suggests that to grapple with this question requires an engagement with the multiple and necessarily situated performativities (or jursigenerativities) of these codes. The article illustrates the argument through an analysis of two jurisgenerative processes (linked to regulation and to politics) triggered by Codes of Conduct in commercial military markets. It shows that the codes are creating both a hybrid regulatory (or constitutional) network that makes it possible to hold firms accountable and a militarization of politics. It does so by showing that the codes create first-, second- and third-order rules but also processes of misrecognition through distraction, distinction and diffusion that empower military professionals. It draws on a study of three cases involving ArmorGroup, a forerunner and advocate of regulation in military markets. This argument makes sense of the disagreements surrounding the virtues of global constitutionalism by highlighting the tensions that become apparent once it is acknowledged that Codes of Conduct are not only performative but are so in multiple ways. It can provide no easy way to dissolve the specific dilemma this multiple jurisgenerativity poses in the context of military markets specifically. But logically flowing from the argument is a suggestion that encouraging and empowering a broader, non-military/security professional involvement in the debate over the regulation of commercial military markets would be the appropriate way of handling it.

This article argues that risk is central in (re)producing the unaccountable commercial military/security markets that are a normal part of our political reality. The argument is twofold: first it is suggested that risk rationalities and the associated ‘preventive imperative’ has a depoliticising effect – accentuated by the impersonal spread of risk rationalities and the strategies of risk professionals – which lowers the eagerness to seek accountability. However, and second, depoliticisation is significant above all as a serious obstacle to the innovative thinking that is the sine qua non of effective accountability. The enmeshed, ‘hybrid’, nature of the market places it in the ‘blind spot’ of law and is as such fundamental to the current lack of accountability. Consequently, moving beyond established regulatory frameworks and technical understandings of accountability (that is, politicising the market) is a precondition for more effective accountability. Failing to do so, will leave the current rapid legal innovation impotent while reinforcing impunity as the focus on and confidence in established regulatory frameworks grows. The failure to politicise creates an ‘accountability paradox’ where the pursuit of accountability diminishes it. The article develops this argument with reference to Blackwater's (now Xe) role in the so called CIA ‘Killing Program’.

Inorganic-organic nanocomposites, with II-VI or III-V semiconductor nanocrystals (NCs) embedded in semiconducting polymer matrix, are very promising materials for photovoltaic applications.

Here, we present an effective and easy synthesis procedure to obtain a hybrid nanocomposite with CdS NCs dispersed in poly[2-methoxy-5-(2-(2’-ethyl-hexyloxy)-1,4-phenylene vinylene] (MEH-PPV) conjugated polymer. CdS NCs are synthesized directly within the matrix through the decomposition of a suitable unimolecular precursor dispersed homogeneously in the polymer.

We show that CdS NCs are formed at low annealing temperature avoiding structural damages and without affecting the functional properties of the MEH-PPV polymer. The NCs diameter ranges between 1.5nm and 4nm depending on the annealing temperature. In addition, no coalescence phenomena of CdS NCs were noticed in TEM observations even at very high particle density (40 wt %).
