Locations of gamma dose rate sensors have often been chosen by administrative or geometrical criteria. Nowadays computational capacity allows for a more realistic basis. We use simulations of potential radioactive plumes based on weather data of one year to investigate the threats to regions without own nuclear power plants and to find good numbers and locations of sensors to detect such plumes. We optimise sensor locations by minimising a cost function that can take into account numbers of undetected plumes, their dose to the region in general, or on the population. Besides we assess the effect of administrative constraints, be it that sensors have to cover administrative units, or that optimisation is done for sub-regions separately. Finally we evaluate the robustness of the approach if less or other plumes are used. The main findings are that sensors at boundaries are often best, but also typical paths of plumes may be important, and that administrative constraints may necessitate much more sensors. The small numbers of sensors actually deployed in these regions seem sufficient. However, the latter may be an artefact of the low number of plumes we considered. Altogether, combined with other considerations, this approach can contribute to better decisions about gamma dose rate sensor locations.

The Søve site is a disused mining complex in Telemark County, Norway, exhibiting enhanced levels of naturally occurring radionuclides from the 238U and 232Th decay series. The nascent General Assessment Methodology Process (‘GAMP’), developed under IAEA’s EMRAS II programme, has been applied at the site. The a priori fixed screening criteria were exceeded in the scenario, precipitating the requirement to undertake a more detailed assessment. The USDOE’s RESRAD-OFFSITE code was employed to investigate potential changes in activity concentrations in various environmental compartments over time and the contribution of various exposure pathways to effective doses. Owing to problems associated with model parameterisation and results interpretation a simple leaching and groundwater migration compartmental model was also applied. This allowed activity concentrations in three waste compartments to be calculated with time. Furthermore, an existing external dose-rate model that correlates information on activity concentrations with depth in soil to dose rates in air above ground has been used to estimate prospective external dose-rates to humans and evaluate the efficacy of applying various remediation options.

From the beginning of 2002, Troyes prefecture has initiated a study about the management of a nuclear crisis caused by an accident at the Nogent-sur-Seine nuclear power plant. Several working groups were created, notably the `Decontamination of soil and food chain' group. The first results of this group, which involves the District Agricultural and Forestry Department, the Farming Chamber, the Institute for Radiological Protection and Nuclear Safety and the Veterinary Division are presented here. The scenario that had been developed for the accident considers the release of 3 radionuclides (131I, 134Cs and 137Cs) in the environment. The scale of the crisis didn't require the evacuation and the sheltering of the population during the emergency phase. The consequences on the local agricultural products (cereal, sugar beet, vine, milk, cow meat ...) have been assessed up to 50 km and different strategies of agricultural countermeasures have been studied regarding to the local constraints (soil types, surfaces and quantities concerned) and to the consequences of their implementation (waste types and quantities, costs). Then, decision-making diagrams summed up the technical results and allowed to deepen the global thought.


The aim of the study was to measure the carbon 14 activity at natural level in air samples using classical methods of radiochemistry and beta counting. Three different methods have been tested in order to minimise the detection limit. In the three methods, the first step consists in trapping the atmospheric carbon 14 into NaOH (1N) using a bubbling chamber. The atmospheric carbon dioxide reacts with NaOH to form Na2CO3. In the first method the Na2CO3 solution is mixed with a liquid scintillate and is directly analysed by liquid scintillation counting (LSC). The detection limit is approximately 0.3 Bq.m-3 of air samples. The second method consists in evaporating the carbonate solution and then counting the solid residue with a proportional gas circulation counter. The detection limit obtained is equivalent to the first method (0.36 Bq.m-3 of air samples). In the third method, Na2CO3 is precipitated into CaCO3 in presence of CaCl2. CaCO3 is then analysed by LSC. This method appears to be the most appropriate, the detection limit is 0.04 Bq.m-3 of air samples.

Radionuclides released to the environment may be present in different physico-chemical forms, ranging from ionic species to colloids, particles and fragments. Following releases during nuclear events such as nuclear weapon tests or use of depleted uranium munitions, and from nuclear accidents associated with explosions or fires, radionuclides such as uranium and plutonium are predominantly present as particles, mainly fuel particles. Similarly, radioactive particles are present in effluents from reprocessing facilities, and radioactive particles are observed in sediments in the close vicinity of radioactive waste dumped at sea. Thus, releases of radioactive particles occur far more often than earlier anticipated. Soils and sediments can act as a sink for colloids, particles and fragments, while contaminated soils and sediments may also act as a potential diffuse source, depending on particle characteristics and processes influencing particle weathering and remobilisation of associated radionuclides. To assess long-term impact from radioactive particle contamination, information on the source term is essential, i.e. activity concentrations and isotopic ratios as well as the particle size distribution, crystallographic structures and oxidation states influencing particle weathering rates and the subsequent mobilisation and biological uptake of associated radionuclides. The activity concentrations and the isotopic ratios will be source dependant, while particle characteristics will also reflect the release scenario, dispersion processes and deposition conditions. The present paper will summarise information on various nuclear sources summarise having released radioactive particles in the past


The ability to predict the consequences of an accidental release of radionuclides relies mainly on the level of understanding of the mechanisms involved in radionuclides interactions with different components of agricultural and natural ecosystems and their formalisation into predictive models. Numerous studies and databases about contaminated agricultural and natural areas have been obtained but their use to enhance our prediction ability has been largely limited by their unresolved variability. Such variability seems to stem from incomplete knowledge about radionuclide interactions with the soil matrix, soil moisture, biological elements in the soil and additional pollutants, which may be found in such soils. In this project, we investigated mainly the role of the biological elements (plants, mycorrhiza, microbes) in: radionuclide sorption/desorption in soils and radionuclide uptake/release by plants. Because of their chemical nature importance, the bioavailability of three radionuclides: caesium, strontium, and technetium have been followed. The role of one additional non-radioactive pollutant (copper) has been scrutinised. Role of microorganisms (Kd for caesium and strontium in organic soils is much greater in the presence of microorganisms than in their absence), plant physiology (changes in plant physiology affect radionuclide uptake by plants), the presence of mycorrhizal fungi (interferes with the uptake of radionuclides by plants), have been demonstrated. Knowledge acquired from these experiments has been incorporated into two mechanistic models CHEMFAST and BIORUR specifically modelling radionuclide sorption/desorption from soil matrices and radionuclide uptake by/release from plants. These mechanistic models have been incorporated into an assessment model to enhance its prediction ability. 


A recent review of radiation effects data highlighted that information on the effects of low-dose, chronic exposure was, at best, fragmentary. These data are required to define the dose effect relationships, which must underpin assessments of the impact of ionising radiation on biota. In response, four Good Practice Guides (GPGs) have been produced as part of a protocol development framework that aims to harmonise experimental approaches, with a view to ensuring that appropriate endpoint data are collected and reliable dose effect relationships determined. The GPGs cover test species selection, endpoint selection, radiation exposure and experimental design considerations. A key guides researchers through the GPGs and the decisions made are recorded on a pro-forma, which is the basis of the experimental protocol. This paper describes the first application of the framework to a radiation effects study. The framework has been adopted by the UK Environment Agency as a document upon which future Agency-funded experimental work in this field will be based. It is hoped that the framework will gain acceptance in the wider scientific community and enable knowledge gaps to be addressed, in order that successful protection of non-human biota can be demonstrated.


There is much current interest in managing and manipulating radionuclide transfer from soils to plants, either for `safe' crops or for phytoextraction of radionuclide contaminated soils. Potentially there is biodiversity in plant uptake that might aid these efforts. We have established the effects of phylogeny (evolutionary history) on the uptake of numerous heavy metal and nutrient elements. Here, using the same Residual Maximum Likelihood techniques, we report phylogenetic effects on radionuclide uptake by plants derived from databases of several hundred species of plants we have collated over recent years. There are differences of at least two orders of magnitude in the concentration to which plants take up isotopes of Cs, Sr, Cl, Ru, S, and I. When analysed using hierarchical Analysis of Variance coded using a recent molecular phylogeny of flowering plants it is clear that for no radionuclide is all the variation inter-specific. Rather, for all radionuclides some of the inter-taxa variation is associated with higher taxonomic levels. In general, therefore, groups of plants with high and low uptake of radionuclides, and that might be useful for managing or manipulating radionuclide uptake, can be delineated. Here we discuss some of these groups and how they might be useful.

TRANSMER hydrodynamic model simulates dispersion of dissolved substances in seawater at the scale of the English Channel and the south of the North Sea with a mesh size of one kilometre and a time step of 30 minutes. This model evaluates the medium- and long-term consequences of releases of soluble pollutants in the marine ecosystem under normal or accidental conditions, at a very low computation cost (it takes less than one hour to simulate one year). It has been qualitatively and quantitatively validated by 1400 measurements of 125Sb in seawater in the English Channel and the North Sea. Budgets of measured and simulated radionuclide quantities are balanced for theses seas. The correlation factor between individual measurements in seawater and calculation results is 0.88 with an average error of ± 54%, the error attributable to the measurement process being 15% on average. TRANSMER appears as a robust tool for modelling medium- and long-term consequences of releases of soluble pollutants in the marine ecosystem under normal or accidental conditions.

The metal bioaccumulation levels in target-organs associated with microlocalisation approaches at the subcellular level provide information for the understanding of the metabolic metal cycle. These findings could be used to select relevant biomarkers of exposure and to focus on specific contaminated organelles to study potential biological effects. Moreover, the metal accumulated in the cytosol fraction can be bound to macromolecules in order to be eliminated and/or to induce a potential cellular effect. Tissular distribution, transfer efficiency from water and subcellular fractionation were investigated on the freshwater bivalve, Corbicula fluminea after uranium aqueous exposure. The subcellular fractionation was performed while measuring associated uranium to each cellular different fraction as follows: cellular debris and nuclei, mitochondria and lysosomes, membranes, microsomes and cytosol. In our experimental conditions, the accumulation in the cytosol fraction was low and more than 80 % of the total uranium in gills and visceral mass was accumulated in the insoluble fraction. Main results presented in this paper come from light and electron microscope observations of subcellular fractions (nuclei/debris and lysosomes/mitochondria) in order to validate the efficiency of the fractionation technique. An adaptation of the fractionation technique is proposed. This set of data confirms high differences of fractionation efficiency as a function of used fractionation technique and organs/biological model.

There are many existing models describing the behaviour of carbon 14 and tritium in the environment. There are all quite difficult to handle and data consuming because they are based on the precise description of the different and complex mechanisms of the carbon and hydrogen cycles. A simplified model of transfer in the environment of tritium and carbon 14 is presented. It is based on the following assumptions: (a) the modelled radionuclides have an homogeneous repartition inside the biological compartments considered; (b) transfer flows of such radionuclides are proportional to the biomass changes in all the biological compartments; (c) time evolution of radionuclides isotopic equilibrium is discrete. Such a dynamic approach is based on the use of growth models of biological systems (plants, animals, etc..). From the proposed conceptual model, 2 mathematical models are proposed: a one-pool model (organic carbon for carbon 14) and a two-pool model (organic tritium and tritiated water for tritium).

In the radiobiological studies of aquatic organisms, fish eggs are a favorite subject for experimental work because of easy availability of embryos and the possibility of observing the development of embryos within eggs. Data from Russian/FSU publications concerning the effects of ionizing radiation on the survival and development of fish eggs were compiled within the framework of the EC Project EPIC “Environmental Protection from Ionizing Contaminants in the Arctic" (2000-2003). Comparative analysis was performed for effects on roe of two representative fish species: cold-water fish salmon (Salmo salar), and pike (Esox lucius), which is widespread predatory fish from the temperate climatic zone.

A linked chain of 1D river model RIVTOX and 3D estuary model THREETOX was used to assess impact of the previous and potential releases from the nuclear installations in the basins of Ob' and Yenisey rivers on radioactive contamination of the rivers and the Kara Sea. The RIVTOX includes the model of river hydraulics, suspended sediment and radionuclide transport in river channels. THREETOX includes a set of sub-models: a hydrodynamics sub-model, ice dynamics-thermodynamics sub-model, suspended sediment transport and radionuclide transport sub-models. The radionuclide transport model simulates processes in the water, suspended sediments and in bottom sediments. The simulations of the flux of 90Sr and 137Cs through the Ob' River and estuary from activities at the Mayak Production Association for the period 1949-1994 and through the Yenisey River and estuary from activities at the Mining, Chemical Combine for the period 1959-1994 were carried out. Based on scenarios, simulations have been performed in order to assess the potential risk of contamination from existing and potential sources of radionuclides into the Kara Sea through the Ob' and Yenisey rivers.

During the Chernobyl accident, large areas in Europe, particularly forests, were contaminated by radiocaesium. Soil-plant transfer is often the first step by which 137Cs enters to food chains by incorporating the forest biogeochemical cycle. The present work is devoted to assess the soil-plant transfer of radiocaesium in weakly contaminated forest area, in the Franche-Comté region (16 202 km2) in North Eastern France. This region has been markely contaminated after the Chernobyl accident. Twelve sites, with various functional features and high diversity of ecological contexts were selected to sample forests trees. Two species (Picea abies and Fagus sylvatica) and two organs, (leaves or needles and young branches) were sampled for radioactivity measurements. Radiocaesium activities in soils varied between 61 to 280 Bq.kg-1DW at 0-5 cm depth and between 14 to 224 Bq.kg-1DW at 10-15 cm. Radiocaesium activities in leaves, needles and branches displayed high variability. We reported a large variability of Aggregated Transfer Factors (Tag) values with respect to vegetation type, organ type and soil features. The activity concentration in the leaves and needles were generally higher than those measured in the branches. The Tag values could be explained by the radiocaesium bioavailability variability in relation to soil type, soil features and environmental parameters.

The management of high level radioactive waste is nowadays recognised as a complex decision-making where no solution can be reached solely on the basis of technical considerations. While this issue is acknowledged as a problem for the community as a whole, waste management remains a global problem looking for a local solution. Starting from this view, COWAM network (Community Waste Management), developed under the Fifth Framework Programme of the European Commission, addressed the following objectives: 1) To empower local actors through a networking process; 2) To gather and discuss the available experiences of decision-making processes at the local level within their national context in Europe; 3) To set up an arena for balanced exchanges between local actors, NGOs, regulators and implementers; 4) To promote new approaches to decision-making in national contexts in Europe. COWAM network comprises 230 delegates from 10 European countries, involving in priority local communities and NGOs. The emphasis put on the local participation enabled members of COWAM network to overcome distrust and to build common lessons and views beyond usual stakeholder positions. Through the analysis of case studies different issues were identified, among them two relate more specifically to expertise and environmental quality in the long term and sustainable development.

Uranium ore tailings and radioactive waste have been stored during four decades at the Mexican Storage Centre for Radioactive Waste (SCRW). An estimation of effective doses from sources of natural and artificial origin in the general population and workers is presented. The sampling points are located at the SCRW at a 200 m neighbouring zone of the site and at distant communities around SCRW (regional background). The effective gamma dose rates were estimated from measurements of radionuclide concentration in soil samples from 1991 to 2002. Doses from the outdoor and indoor inhalation of radon were also determined. Transfer factors for 226Ra, 210Pb, 137Cs and 40K from soil to wild edible species have been used to estimate the contribution of wild local foods to the dietary intake and to assess the supplementary doses received due to internal irradiation. The effective dose via the different exposure pathways estimated in the population that would live at the future in the immediate SCRW vicinity was two times higher than for the regional background.

Environmental radiation levels are modified in regions where the oil industrial activity is more aggressive, such as in the Zulia State and the Orinoco's Oil Belt. In these regions Venezuela is producing 1750 thousand barrels of oil from the near-to-the-surface or deep oil drilling, being its 2003 total OPEC market share 2932 thousand barrels of oil per day [1]. Petroleum constitutes an important source of energy and as the majority of natural sources it contains radionuclides and their disintegration products. The combustion of oil concentrates in the ashes those radioelements, which later enters the environment by different pathways producing adverse effects on the quality of man life. The concentration of radioelements varies greatly between oil fields, and then still requiring local survey studies in this area. Moreover due to the recent national interest in recycling processes, it becomes important to take care in the selection of materials that may contain by-products of industrial origin. In fact the oil ashes and other mining by-products are employable in the building industry. The concentration of radioactivity and heavy metals in crude oil, fuel oil N$^{\circ}$ 6 and the ashes from power plants were determined. The analysis includes the two major thermoelectric power plants in Venezuela, Ricardo Zuluaga on the northern seaside of Caracas and Planta Centro on the littoral of Carabobo State. The study covers different samples: fuel oil N° 6, heavy and medium petroleum as well as fuel Oil N°6 ashes. Gamma spectrometry was used for measuring 226Ra, 214Pb, 214Bi, 228Ac, 212Pb, 212Bi, 208Tl and 40K, and heavy metallic cations were determined by ICP-MS, which also allows the direct determination of 232Th and 238U. In this material (oil ashes) the total activity concentration is above 300 Bq.kg-1. Some criteria from the literature have been compared and used to investigate the applicability of oil ashes as an additive for building materials. The combustion concentrate also heavy metal cations, as is the case of Pb, Ni, Mn, V, Zn among others. The found high metal concentrations can represent an important environmental risk since the high amount of sulfates in the Venezuelan oil and ashes contributes to their dissolution and bioavailability.

In surface soils, the native physical and chemical properties of the abiotic components control most of the sorption-desorption processes. Moreover, micro-organisms may significantly modify the speciation of trace elements and/or radionuclides and subsequently determine their fate, to a large extent. Micro-organisms, mainly bacteria and fungi, develop many strategies that may affect indirectly or directly the behaviour of trace elements. Due to their activity, changes in the pore-water composition, e.g. pH, redox-potential, may occur in relation with organic acid production or solid phase alteration, reduction or oxidation of metallic oxi-hydroxides, and mineralization of organo-metallic complexes. Micro-organisms may also directly modify the speciation of radionuclides as a result of bio-accumulation in living cells, biosorption on cellular components, direct reduction or oxidation, biomethylation, etc. Each one of these microbial processes may either increase or decrease radionuclide mobility, depending on the element, the soil reactivity and the environmental conditions. The resulting effect of these processes is still poorly known. This literature review intends to present a comprehensive overview of the role of micro-organisms on radionuclide mobility. It aims at classifying these elements, regarding to their potential sensitivity to these microbial processes. It summarizes the theoretical effect of these mechanisms, resulting in a potential increase or decrease of the solid-liquid distribution. The environmental significance of such processes for various biogeochemical radionuclides cycles still remains to be confirmed by experiments. In aquatic ecosystems, sediments constitute a reservoir for many of the most persistent chemicals that are introduced into surface waters. Sediments provide a habitat for various benthic macroinvertebrates, which could be exposed to sediment-associated chemicals both directly and via food intake. These organisms play an important role on the structure and the functioning of aquatic ecosystems. Among the non-biologically essential metals, data concerning uranium (U) fate and effects on freshwater benthic macroinvertebrates are sparse. The present study aimed at estimating effects of a chronic U exposure on Chironomus riparius larvae. To achieve this goal, a 10-d laboratory bioassay was performed exposing, via the sediment, first instar larvae to a gradient of U concentrations (0, 2.97, 6.07, 11.44, 23.84 μg U/g dry wt). Significant negative effects on mortality, development time and growth were detected at 6.07, 6.07 and 2.97 μg U/g dry wt, respectively. The results underlined a possible impact of U at the population level at environmentally occurring U concentrations. This study confirmed the need for more research on the role of U on benthic macroinvertebrate.

As part of its functions, the IAEA periodically reviews the status and continued relevance of the safety standards to the needs of its Member States. Recent work is described on the development of standards for the radioactive discharge control including the development of practical guidance for setting discharge limits, the elaboration of a methodology for the radiation protection of non-human species, and the preparation of guidance on environmental modeling and monitoring for radiation protection purposes. The development of the IAEA safety documents is influenced both by the new ICRP recommendations and feedback from practical experience of application of existing standards. Recent international and regional tendencies, to reduce radioactive discharges below levels justified by radiological criteria are discussed.
