In this paper we discuss laboratory experiments that address the problem of self-governance in an asymmetric commons dilemma. Small-scale irrigation systems that provide food for hundreds of millions of people around the world are probably the most common example of such dilemmas. Here, we formulate an abstract dilemma in which subjects make both a decision about investment in the provision of infrastructure associated with the use of a resource and about how much to extract from the common-pool resource made available by this infrastructure. The impact of inherent asymmetry in irrigation systems on the provision of a resource and the impact of communication on the capacity of the group to solve the two-level commons dilemma of cooperation and coordination based on the analysis of the experimental data are discussed.

Individual organisms on land and in the ocean sequester massive amounts of the carbon emitted into the atmosphere by humans. Yet the role of ecosystems as a whole in modulating this uptake of carbon is less clear. Here, we study several different mechanisms by which climate change and ecosystems could interact. We show that climate change could cause changes in ecosystems that reduce their capacity to take up carbon, further accelerating climate change. More research on – and better governance of – interactions between climate change and ecosystems is urgently required.

Elinor Ostrom was a leader in using multiple methods to perform institutional analysis. In this paper, we discuss how a multi-method approach she pioneered may be used to study the robustness of social–ecological systems. We synthesize lessons learned from a series of studies on small-scale irrigation systems in which we use case-study analysis, experimental methods in laboratory and field settings, and mathematical models. The accumulated insights show the importance of creating institutional arrangements that fit the human ecology within the biophysical constraints of the system. The examples of work based on multiple methods approaches presented here highlight several lessons. For example, experimental work helps us better understand the details of how the ability to maintain trust relationships, low levels of inequality, and low transaction costs of coordination are critical for success. Likewise, the integration of case-study analysis and modeling helps us better understand how systems that can leverage biophysical characteristics to help address challenges of monitoring, sanctioning, and coordination may be able to increase their chances of success.

Societies frequently generate public infrastructure and institutional arrangements in order to mediate short-term environmental fluctuations. However, the social and ecological consequences of activities dealing with short-term disturbances may increase the vulnerability of the system to infrequent events or to long-term change in patterns of short-term variability. Exploring this possibility requires the study of long-term, transformational change. The archaeological record provides many examples of long-term change, such as the Hohokam who occupied the Phoenix Basin for over a thousand years and developed a complex irrigation society. In the eleventh and fourteenth centuries, the Hohokam society experienced reductions in complexity and scale possibly associated with regional climatic events. We apply a framework designed to explore robustness in coupled social-ecological systems to the Hohokam Cultural Sequence. Based on this analysis, a stylized formal model is developed to explore the possibility that the success of the Hohokam irrigation system and associated social structure may have increased their vulnerability to rare climactic shocks.

Many developing economies are faced with growing populations and deteriorating natural resources. It is often argued that economic growth will arrest these trends via cleaner technology and social change accompanied by reduced birth rates. Two questions arise: (1) What general economic, demographic, and ecological conditions favor this scenario? and (2) What adjustments, technological, demographic, or ecological, are more important in realizing this scenario? I address these questions using a two-sector growth model which includes human demographics and a renewable resource base. Using powerful numerical bifurcation techniques and rescaling arguments, I obtain the following general results. If the regeneration rate of the renewable resource base is slow relative to the rate of economic growth, population overshoot and resource collapse is more likely. Demographic adjustments are more important than technological adjustments in avoiding renewable resource degradation. Several related results are presented that support these general findings.
