Comparative transcriptomics can be used to translate an understanding of gene regulatory networks from model systems to less studied species. Here, we use RNA-Seq to determine and compare gene expression dynamics through the floral transition in the model species Arabidopsis thaliana and the closely related crop Brassica rapa. We find that different curve registration functions are required for different genes, indicating that there is no single common ‘developmental time’ between Arabidopsis and B. rapa. A detailed comparison between Arabidopsis and B. rapa and between two B. rapa accessions reveals different modes of regulation of the key floral integrator SOC1, and that the floral transition in the B. rapa accessions is triggered by different pathways. Our study adds to the mechanistic understanding of the regulatory network of flowering time in rapid cycling B. rapa and highlights the importance of registration methods for the comparison of developmental gene expression data.

A national need is to prepare for and respond to accidental or intentional disasters categorized as chemical, biological, radiological, nuclear, or explosive (CBRNE). These incidents require specific subject-matter expertise, yet have commonalities. We identify 7 core elements comprising CBRNE science that require integration for effective preparedness planning and public health and medical response and recovery. These core elements are (1) basic and clinical sciences, (2) modeling and systems management, (3) planning, (4) response and incident management, (5) recovery and resilience, (6) lessons learned, and (7) continuous improvement. A key feature is the ability of relevant subject matter experts to integrate information into response operations. We propose the CBRNE medical operations science support expert as a professional who (1) understands that CBRNE incidents require an integrated systems approach, (2) understands the key functions and contributions of CBRNE science practitioners, (3) helps direct strategic and tactical CBRNE planning and responses through first-hand experience, and (4) provides advice to senior decision-makers managing response activities. Recognition of both CBRNE science as a distinct competency and the establishment of the CBRNE medical operations science support expert informs the public of the enormous progress made, broadcasts opportunities for new talent, and enhances the sophistication and analytic expertise of senior managers planning for and responding to CBRNE incidents.

The hallmark of a successful response to a nuclear detonation will be the resilience of the community, region, and nation. An incident of this magnitude will rapidly become a national incident; however, the initial critical steps to reduce lives lost, save the lives that can be saved with the resources available, and understand and apply resources available to a complex and dynamic situation will be the responsibility of the local and regional responders and planners. Expectations of the public health and health care systems will be met to the extent possible by coordination, cooperation, and an effort to produce as consistent a response as possible for the victims. Responders will face extraordinarily stressful situations, and their own physical and psychological health is of great importance to optimizing the response. This article illustrates through vignettes and supporting text how the incident may unfold for the various components of the health and medical systems and provides additional context for the discipline-related actions outlined in the state and local planners’ playbook.

For efficient and effective medical responses to mass casualty events, detailed advanced planning is required. For federal responders, this is an ongoing responsibility. The US Department of Health and Human Services (DHHS) prepares playbooks with formal, written plans that are reviewed, updated, and exercised regularly. Recognizing that state and local responders with fewer resources may be helped in creating their own event-specific response plans, subject matter experts from the range of sectors comprising the Scarce Resources for a Nuclear Detonation Project, provided for this first time a state and local planner's playbook template for responding to a nuclear detonation. The playbook elements are adapted from DHHS playbooks with appropriate modification for state and local planners. Individualization by venue is expected, reflecting specific assets, populations, geography, preferences, and expertise. This playbook template is designed to be a practical tool with sufficient background information and options for step-by-step individualized planning and response.

We perform the first observational test of dark matter in the form of cold (3 K) fractal clouds, as described by Pfenniger et al. (1994) and Pfenniger & Combes (1994). This is accomplished by probing for HI absorption in the halo of NGC 3079 against the background quasar, Q 0957+561, which is separated from the centre of NGC 3079 by 64 kpc, in projection. No absorption is detected to a limit of 3ΔTb/(–Tc) = 0·01. We have considered models for HI + H2 clouds characterised by the cloud radius and fractal dimension. Using the upper limit on absorption, we have ruled out a limited but interesting region of this parameter space. The observations do not rule out the possibility that all the dark matter could be hidden in the form of cold fractal clouds. By contrast, if the gas is diffuse with unity filling factors, then HI cannot constitute more than ∼ 10−5, by mass, of the galaxy's dark matter.

We present preliminary GMRT maps of M 82 and NGC 3079 at 327 MHz and 610 MHz.

There is now abundant evidence for high latitude gas in the Milky Way and external edge-on galaxies. The halo gas is seen in various ISM tracers, including HI, Hα, and radio continuum, and shows considerable structure, including discrete features which span the disk-halo interface. While some correlation with underlying star formation activity has been observed, several energy discrepancies are outlined which suggest that conventional processes related to massive star formation are not sufficient to account for the observed emission. Indeed, new sensitive data are showing that high latitude gas may be a common characteristic of all galaxies, not just those with high star formation rates.

There is now overwhelming evidence that spiral galaxies can experience nuclear outflows, from radio lobes perpendicular to the disks of edge-on galaxies (Hummel et al. 1983), to optical ionization cones (see list in Wilson and Tsvetanov 1994), to spectacular X-ray emission extending many kpc beyond the disk (e.g. Dahlem et al. 1996). These observations indicate that hot and/or energetic components of the ISM can escape away from the plane of the galaxy from their origin in the nuclear vicinity.
