I investigate why some countries were more successful in containing the death toll than others during the COVID-19 pandemic. I focus on the role of socialism and on the existence of long-term regime-driven legacies that may have had an impact on the containment of COVID-related deaths. I claim that countries that went through successful socialist revolutions have specific features that equip them with better resources to cope with public challenges such as pandemics. Furthermore, these features remain even after the demise of the socialist regime. I find a positive effect of socialist revolutions over COVID-19 containment at the country level. I investigate three possible causal mechanisms for this relationship: authoritarianism, state capacity, and mass mobilization. Through mediation analysis, I find the socialist legacy seems to be channeled through higher levels of mobilization and also more authoritarian institutions.

The conversion of Malawi vermiculite into K-vermiculite by treatment with bi-ionic K-Mg solutions of 1 N total ion concentration (KCl and MgCl2 mixed solutions of ionic strength equal to 0.5) was studied by following the 00l X-ray powder diffraction (XRD) reflections. Flakes of Mg-saturated samples were treated at 160°C during 24 hr with bi-ionic solutions, with the K concentration varying from zero to pure 1 N KCl solution. The K-Mg interlayer exchange began at a critical value xK = .0196 (K/Mg = 1/100) of the molar fraction of K in the solution. Above the critical concentration and extending to pure 1 N KCl, the XRD diagrams were characteristic of a 10-Å/14-Å interstratification that had a marked tendency towards regularity. Experiments with KCl and MgCl2 mixed solutions of ionic strength equal to 0.75 and 1.0 showed that the exchange began at the same critical value xK as the experiments with ionic strength equal to 0.5, if the K added was equivalent. X-ray fluorescence analysis further showed that the amount of K adsorbed was proportional to the molar fraction xK and to the proportion of K-saturated layers (10 Å) in the interstratification. To explain the mechanism of this quasi-regular interstratification, a crystallochemical rather than a thermodynamic mechanism is proposed.

This article studies the legacy of local dynamics of the War of Independence in local state building in Mexico. The analysis shows that municipalities where local militias were organized have a higher number of public servants and a larger budget per capita in the early 1900s than municipalities with an insurgent legacy, relative to those with no conflict. The results hold when restricting the sample to neighbors and controlling for geographic and economic factors. Historical evidence supports existing theories of intra-elite conflict while highlighting the role of local fiscal councils in municipalities with a legacy of local militias. Decentralization during and after the war strengthened local elites, while the negotiated war termination added a political-elite layer of insurgent leaders, born in conflict with colonial-era economic elites. These findings suggest that the local dynamics of civil warfare can have long-lasting effects on state building, boosting local state capacity in some regions and not in others.
