This chapter lays the theoretical foundation for the book by disentangling the myriad discourses and interpretations of digital sovereignty from the perspective of the Global South and emerging power alliances. It argues that BRICS countries symbolize the “rise of the rest” in an increasingly multipolar world, their digital policies critical to the future shape of global internet, and digital governance. In this book, the idea of digital sovereignty itself is viewed as a site of power contestation and knowledge production. Specifically, the chapter identify seven major perspectives on digital sovereignty in a complex discursive field: state digital sovereignty, supranational digital sovereignty, network digital sovereignty, corporate digital sovereignty, personal digital sovereignty, postcolonial digital sovereignty, and commons digital sovereignty. The chapter highlights the affinities and overlaps as well as tensions and contradictions between these perspectives on digital sovereignty with brief illustrative examples from BRICS countries and beyond. While a state-centric perspective on digital sovereignty is traditionally more salient especially in BRICS contexts, increasing public concern over user privacy, state surveillance, corporate abuse, and digital colonialism has given ascendance to an array of alternative perspectives on digital sovereignty that emphasize individual autonomy, indigenous rights, community well-being, and sustainability.
Digital sovereignty is a fluid and complex concept. This chapter highlights the necessity to consider digital sovereignty strategies, policies, and governance mechanisms from a holistic and long-term perspective. Digital sovereignty plays a pivotal role in fostering self-determination, while remaining critical to cybersecurity and the control capabilities of the “digital sovereign.” The “sovereign” can be an individual, a community, a corporation, a state, or a group of states. Taking an agnostic approach to digital sovereignty, the authors explore diverse practices and provide insight into what this concept means in practical terms. Digital technologies can facilitate enormous advancements to be put at the service of people, but can also be weaponized against individuals, corporations, and nation-states. BRICS countries’ approaches offer telling examples of not only how and why the need for digital sovereignty can emerge but also how dysfunctional the implementation of digital sovereignty policies may become without a coherent and long-term vision. Ultimately BRICS experiences illustrate that enhancing a digital sovereign’s self-determination, cybersecurity, and control is likely to reduce the undue influence of other digital actors. However, the success of a digital sovereignty strategy largely depends on the understanding, consistency, resourcefulness, and, ultimately, organizational capabilities of aspiring digital sovereigns.
In a world where digital development and policymaking are dominated by Silicon Valley tech giants, the BRICS countries - Brazil, Russia, India, China, and South Africa - play an increasingly important role. With forty percent of the world's population and twenty-five percent of global GDP, these nations possess vast troves of personal data. Yet, their conceptions, narratives, and initiatives of digital sovereignty remain understudied. This volume is the first to explore digital sovereignty from a Global South perspective and offers a forward-looking take on what a world less dependent on Silicon Valley might look like. It brings together excellent analyses of BRICS digital sovereignty issues, from historical imaginaries to up-to-date conceptualizations, e-payment to smart cities, legal analysis to geopolitical assessment. By offering neglected perspectives from the Global South, this book makes important contributions to the digital sovereignty debate. This title is also available as Open Access on Cambridge Core.
Artificial sweeteners are generally used and recommended to alternate added sugar for health promotion. However, the health effects of artificial sweeteners remain unclear. In this study, we included 6371 participants from the National Health and Nutrition Examination Survey with artificial sweetener intake records. Logistic regression and Cox regression were applied to explore the associations between artificial sweeteners and risks of cardiometabolic disorders and mortality. Mendelian randomisation was performed to verify the causal associations. We observed that participants with higher consumption of artificial sweeteners were more likely to be female and older and have above medium socio-economic status. After multivariable adjustment, frequent consumers presented the OR (95 % CI) for hypertension (1·52 (1·29, 1·80)), hypercholesterolaemia (1·28 (1·10, 1·50)), diabetes (3·74 (3·06, 4·57)), obesity (1·52 (1·29, 1·80)), congestive heart failure (1·89 (1·35, 2·62)) and heart attack (1·51 (1·10, 2·04)). Mendelian randomisation confirmed the increased risks of hypertension and type 2 diabetes. Moreover, an increased risk of diabetic mortality was identified in participants who had artificial sweeteners ≥ 1 daily (HR = 2·62 (1·46, 4·69), P = 0·001). Higher consumption of artificial sweeteners is associated with increased risks of cardiometabolic disorders and diabetic mortality. These results suggest that using artificial sweeteners as sugar substitutes may not be beneficial.
Based on 30 high-resolution U-Th dating controls, we reconstruct stalagmite δ18O records from 45 to 15 thousand years ago (ka B.P., before AD 1950) from the Shizhu Cave, which is located in southwestern China under the influence of both the Indian Summer Monsoon (ISM) and the East Asian Summer Monsoon (EASM). By integrating with the other stalagmite δ18O records in Asia during the middle to late last glacial, our results reveal two main moisture trajectories: one from the Indian Ocean, through the Shizhu Cave towards central China, and the other from the Pacific Ocean to central and northern China. The systematic decrease of the average values of stalagmite δ18O records from oceans to inland China reveals a spatial pattern of water vapour fractionation and moisture trajectory during the middle to late last glacial. In contrast, the variation amplitude, which is defined as the departures apart from the background δ18O records during Heinrich stadials 1 to 4 (HS1–HS4), show an increasing trend from the coastal oceans to mid-latitude inland China, presenting a ‘coastal-inland’ pattern, which can be interpreted by the enhanced East Asian Winter Monsoon (EAWM) and the weakened EASM. More specifically, the enriched stalagmite δ18O records in the EASM region during HS1 to HS4 are caused by the decreased summer rainfall amount or/and the increased proportion of summer moisture resources from the Pacific Ocean. These new observations deepen our understanding of the complicated stalagmite δ18O records in the EASM region.
To analyse the comparative clinical outcomes and clinicopathological significance of vocal fold leukoplakia lesions treated by appearance classification and traditional methods.
Method
A total of 1442 vocal fold leukoplakia patients were enrolled. Group A patients were treated according to appearance classification and Group B patients were treated according to traditional methods.
Results
In Group A, 24.4, 14.9 and 60.6 per cent of patients had grade I, II and III dysplasia, respectively. Grade I dysplasia (63.4 per cent) was more than twice as frequent in Group B patients than in Group A patients, while grade II dysplasia (20.4 per cent) and grade III dysplasia (16.2 per cent) were significantly less frequent in Group B patients than in Group A patients (p = 0.000). There was a significant correlation between vocal fold leukoplakia appearance and the degree of dysplasia (p = 0.000). The recurrence and malignant transformation rates (17.6 and 31 per cent, respectively) in Group B were significantly greater than those in Group A (10.8 and 25.9 per cent, respectively) (p = 0.000).
Conclusion
Vocal fold leukoplakia appearance classification is useful for guiding treatment decision-making and could help to improve therapeutic accuracy.
