  • A succession of weak Japanese Prime Ministers, the drama of the war in Iraq and Afghanistan, and the current global financial crisis once again have returned the subject of Japanese security policy to a position of relative political marginality. [*] Throughout the Cold War, the analysis of Japanese security was a topic largely overlooked by both American students of Japan and by students of national security. Japan, after all, was the country that had adopted a Peace Constitution with its famous Article 9 interpreted as legally banning the use of armed force in the defense of national objectives. Its professional military had little public standing and was under the thumb of civilians. And Japan's grand strategy aimed at gaining power and prestige and sought to leverage its economic prowess to a position of regional and perhaps global leadership that would complement rather than rival that of the United States. At the same time Japan relied on the continued protection by the U.S. military. To be sure, since the late 1970s the U.S. government persistently pressed Japan to play a larger regional role in Asia and to spend more of its rapidly growing GDP on national defense. But Japan made no more than marginal concessions. On security issues it kept a low regional profile, and since the late 1980s Japanese defense spending consistently stayed below one percent of GDP. Writing on problems of Japanese national security, thus, was left to policy specialists issuing regular conference reports on the ups and downs of the U.S.-Japan bilateral defense relationship. Theoretically informed scholarship was conspicuous by its absence.

  • Summary

    Expressing the predictable and controlled and the unpredictable and uncontrollable as unavoidably linked aspects of human experience in the real world, gardens and forests (or jungles) serve here as metaphors grounded in different fields of human endeavor. Section 10.1 of this chapter explores some of these. Section 10.2 explores the garden of experiments and the forest of experimentation as different ways of operating under conditions of putatively controllable risk and acknowledged uncertainty. Section 10.3 concludes by considering parks as a hybrid of garden and forest, a terrain where Newtonianism and Post-Newtonianism can overlap. It also discusses the role of values in worldviews and discusses science and religion as the two reigning worldviews that help us understand and navigate an uncertain world.

  • Worldviews are the unexamined, pre-theoretical foundations of the approaches with which we understand and navigate the world, and this volume provides the first major study of worldviews in international relations. Advances in twentieth century physics and cosmology questioning anthropocentrism have fostered the articulation of alternative worldviews, rivalling conventional Newtonian humanism and its assumption that the world is constituted by controllable risks. This matters for accepting uncertainties that are an indelible part of many spheres of life including public health, the environment, finance, security and politics – uncertainties that are concealed by the conventional presumption that the world is governed only by risk. The confluence of risk and uncertainty requires an awareness of alternative worldviews, alerts us to possible intersections between humanist Newtonianism and hyper-humanist Post-Newtonianism, and reminds us of the relevance of science, religion and moral values in world politics.     You know Hollywood, you are likely familiar with India’s Bollywood, and you may have heard of Nigeria’s Nollywood. There is also Chollywood in China, Wellywood in New Zealand, Lollywood in both Pakistan and Liberia, and several more in Africa. Such labeling of regional film industries reveals more than an attempt at a catchy gimmick. The reference to Hollywood in all these cases is clear, but so is the alternative desire to produce films that the Los Angeles-based studios are unable or unlikely to offer. Similar reinvention efforts have rebalancing consequences for the film industry, often beyond what their initiators intended. Each of the many “woods” caters to diverse tastes, some more and some less specific than those of Hollywood’s traditional target viewers. Most importantly, non-Hollywood film production undermines the pretense of control over cultural templates and meanings that move global audiences and even pushes traditionally powerful actors to abandon the assumptions of calculability.
