The rise of neurotechnologies, especially in combination with artificial intelligence (AI)-based methods for brain data analytics, has given rise to concerns around the protection of mental privacy, mental integrity and cognitive liberty – often framed as “neurorights” in ethical, legal, and policy discussions. Several states are now looking at including neurorights into their constitutional legal frameworks, and international institutions and organizations, such as UNESCO and the Council of Europe, are taking an active interest in developing international policy and governance guidelines on this issue. However, in many discussions of neurorights the philosophical assumptions, ethical frames of reference and legal interpretation are either not made explicit or conflict with each other. The aim of this multidisciplinary work is to provide conceptual, ethical, and legal foundations that allow for facilitating a common minimalist conceptual understanding of mental privacy, mental integrity, and cognitive liberty to facilitate scholarly, legal, and policy discussions.

This article deals with the symmetry breaking of azimuthal thermoacoustic modes in annular combustors. Using a nominally symmetric annular combustor, we present experimental evidence of a predicted spontaneous reflectional symmetry breaking, and also an unexpected explicit rotational symmetry breaking in the neighbourhood of the Hopf bifurcation which separates linearly stable azimuthal thermoacoustic modes from self-oscillating modes. We derive and solve a multidimensional Fokker–Planck equation to unravel a unified picture of the phase space topology. We demonstrate that symmetric probability density functions of the thermoacoustic state vector are elusive, because the effect of asymmetries, even imperceptible ones, is magnified close to the bifurcation. This conclusion implies that the thermoacoustic oscillations of azimuthal modes in real combustors will systematically exhibit a statistically dominant orientation of the mode in the vicinity of the Hopf bifurcation.

In jet engines and gas turbines, the annular shape of the combustion chamber allows the appearance of self-oscillating azimuthal thermoacoustic modes. We report experimental evidence of a new type of modal dynamics characterised by periodic switching of the spinning direction and develop a theoretical model that fully reproduces this phenomenon and explains the underlying mechanisms. It is shown that tiny asymmetries of the geometry, the mean temperature field, the thermoacoustic response of the flames or the acoustic impedance of the walls, present in any real systems, can induce these heteroclinic orbits. The model also explains experimental observations showing a statistically dominant spinning direction despite the absence of swirling flow, or pairs of preferred nodal line directions.

Many previous studies have shown that the turbulent mixing layer under periodic forcing tends to adopt a lock-on state, where the major portion of the fluctuations in the flow are synchronized at the forcing frequency. The goal of this experimental study is to apply closed-loop control in order to provoke the lock-on state, using information from the flow itself. We aim to determine the range of frequencies for which the closed-loop control can establish the lock-on, and what mechanisms are contributing to the selection of a feedback frequency. In order to expand the solution space for optimal closed-loop control laws, we use the genetic programming control (GPC) framework. The best closed-loop control laws obtained by GPC are analysed along with the associated physical mechanisms in the mixing layer flow. The resulting closed-loop control significantly outperforms open-loop forcing in terms of robustness to changes in the free-stream velocities. In addition, the selection of feedback frequencies is not locked to the most amplified local mode, but rather a range of frequencies around it.

The implementation of porous low-k and ultra-low k dielectrics to reduce RC delay in integrated circuit interconnect wiring has been fraught with numerous challenges. The obvious challenges of materials design and preservation of the desired electrical and mechanical properties upon subsequent processing have been significant. The vulnerability of these films to damage from fast ion and radiation damage will be discussed in the context of post-deposition processing (including low-k cure and plasma processing damage). This paper attempts to review the challenges associated with destructive and non-destructive measurement of low k dielectric films with respect to underlying physical principles of the metrology. Metrology techniques, assumed to be non-destructive based on experience with dense silicon dioxide, will be discussed with regards to newer and more fragile low-k dielectric films.

29Si magic angle spinning nuclear magnetic resonance (MAS NMR) spectroscopy was employed to characterize short-range atomic structure modifications to low k dielectric films that were subjected to post-deposition plasma exposure or UV curing. Comparison of spectra from single thick depositions of a CVD low k film (k∼3.0) with sequential thin depositions of the same film revealed ∼3% increase in Si-O crosslinking that was attributed to interfacial plasma damage. Comparison of a second CVD low k film (k∼3.0) before and after UV curing revealed ∼11% increase in Si-O crosslinking with commensurate losses of Si-OH and Si-CH3 groups. UV curing was believed to result in bulk modification. This crosslinking was found to increase the Young's modulus of the film from 11 to 16 GPa as measured on 700 nm films by nanoindentation. NMR analysis was found to provide significant information beyond that provided by FTIR but required special sample preparation and extensive data collection.

ALD WNC nucleation and growth was observed strongly affected by differentsubstrate materials and surface chemistries. Nucleation was inhibited onmost pristine low k surfaces, which is attributed to low concentrations ofchemisorption sites (Si-OH). Plasma treatments were used to alter thesurface chemistry to improve nucleation. Surface closure and surfaceroughness of the WNC layer were found to strongly correlate with startingsurface condition. Resistivities of the resulting films were also founddependent on starting surface treatment. But the relationship between Wcontent of the films, surface treatment and resistivity was not fullycomprehended.

Recent concerns regarding within-crop transgene flow stimulated this research to update natural cross-pollination rates in conventional sowings of modern soybean [Glycine max (L.) Merr.] in the Mississippi Delta. Two experiments were conducted in 2001 and 2002 using two soybean cultivars, “Pace” (white-flowered) and “DP3588” (purple-flowered), selected for their equivalent flowering dates. The experiments utilized the dominance of purple flower color over white flower color to identify natural cross-pollinations. In the first experiment, 12 rows of Pace (white-flowered) flanked on each side by four rows of DP3588 (purple flowered) were sown on 10 May 2001. Seed were harvested by row from each of the Pace rows and examined for natural cross-pollinations in the next generation. In total, 73 512 potential hybrid plants were examined and natural cross-pollination rates ranged from 0.41% at 0.9 m from the pollen source to 0.03% at 5.4 m from the pollen source. These values were consistent with values previously reported in the literature. In the second experiment, seed of Pace and DP3588 were alternately sown 15.2 cm apart within a row in 2001. At maturity, 167 Pace plants (white-flowered) were harvested and a total of 19 151 progeny were evaluated for natural cross-pollinations in the next generation. The progeny of 56 (33.5%) of the 167 parent plants showed no evidence of natural cross-pollination. The progeny of the remaining 111 plants exhibited natural cross-pollination rates ranging from 0.65 to 6.32% and averaged 1.8%. The maximum rates reported here are considerably higher than most previously reported rates. The results of these two experiments highlight the potential for within-crop transgene flow in soybean.

The drive for improved performance of microelectronic devices has led to the prevalence of copper metallization and the aggressive development of low-permittivity (low-κ) dielectric materials for use as interlayer dielectrics in BEOL interconnect structures. Progressive scaling of metal line widths coupled with the need to incorporate ultra low-κ (ULK) dielectrics, with κ<2.2, presents numerous challenges for integration and reliability. Perhaps the most significant challenge for the 90nm technology node and beyond is successful planarization of Cuinterconnect structures by chemical mechanical polishing (CMP). The present paper will discuss the general integration challenges and key structural reliability issues for chemical mechanical polishing of Cu-interconnects incorporating ULK dielectric materials.
