Introduction
The number of patient preference studies in health has increased dramatically. There is growing use of patient preferences in a wide variety of contexts, including health technology assessment. Patient preference studies can help inform decision makers on the needs and priorities of patients and the tradeoffs they are willing to make about health technologies.
MethodsThis International Society for Pharmacoeconomics and Outcomes Research (ISPOR) Task Force included international experts, health preference researchers and others from diverse backgrounds, including regulatory, health technology assessment, medicine, patient advocacy, and the pharmaceutical industry. The report underwent two rounds of written reviews by ISPOR Preferences Special Interest Group members until a final consensus was reached. The Task Force focused on developing a roadmap that would: (i) apply to the wide variety of preference methods, (ii) identify key domains to guide researchers and other stakeholders in making patient preference studies more useful to decision makers, and (iii) detail important questions to guide researchers conducting preference studies and those critically appraising them.
ResultsThis Task Force report provides a novel roadmap that invites patient-preference researchers to work with decision makers, patients and other stakeholders to do even more to ensure that studies are useful and impactful. The ISPOR Roadmap consists of five key elements: (i) Context; (ii) Purpose; (iii) Population; (iv) Method; and (v) Impact. In this report, we define these five elements and provide good practices on how patient-preference researchers can actively contribute to increasing the usefulness and impact of patient preference studies in decision-making. We also present a set of key questions that can support researchers and other stakeholders in assessing efforts that promote preference studies’ intended and unintended impact.
ConclusionsThis roadmap can help increase the usefulness and impact of patient preference studies in decision-making by challenging researchers to engage and partner with decision makers, patients and others, and together consider the intended and unintended impacts of patient preference studies on decision-making while actively fostering positive impact.

In the current era, many of the military threats that state leaders face come from domestic and transnational nonstate actors. Military alliances are recognized as an important policy strategy to counter military threats, but existing research has primarily been focused on threats from other states and has difficulty uncovering a consistent relationship between external threat and alliance formation. We argue that this discrepancy arises from the failure to recognize that many threats are not external to the state. We contend that alliance formation is motivated both by external threats from other states and by internal threats that make civil conflict more likely. Moreover, we argue that leaders design alliance obligations differently when faced with internal threats. An empirical analysis of alliance formation from 1946 to 2009 shows that while external threats motivate the formation of defense pacts, internal threats encourage the formation of consultation pacts. Internal threats with the greatest potential for internationalization also encourage the formation of neutrality/nonaggression pacts. This research deepens our understanding of how states design security policies to deal with the threats posed by nonstate actors, a salient concern of leaders in the twenty-first century, and helps us to understand the variety of alliance obligations that we observe.

Creating institutions that effectively manage interstate conflict is a priority for policy-makers. In this article we demonstrate that military allies are well positioned to influence the crisis-bargaining behavior of both challengers and targets in ways that often lead to peace. Through a three-player game-theoretic model, we demonstrate that a target's alliances not only have an effect on the demand that the challenger makes, but also on the behavior of the target. When a target values an alliance highly, an ally's recommendation for settlement can encourage the target to concede to demands without further escalation. Our statistical analysis provides evidence in support of the theoretical finding. Allies can both deter challengers and restrain partners, and as a result, can encourage peaceful behavior not only from adversaries, but from member states as well. Our study thus sheds new light on the role of military alliances as potential conflict management devices.

The formation of nickel germanide has been examined over a range of low temperatures (200-400 °C) in an attempt to minimize the thermal budget for the process. Cross-sectional Transmission Electron Microscopy (TEM) was used to determine the texture of the germanide layer and the morphology and constituent composition of the Ge/NiGe interface. The onset and completion of reaction between Ni and Ge were identified by means of a heated stage in combination with in-situ x-ray diffraction (XRD) measurements. The stages of reaction were also monitored using measurements of sheet resistance of the germanides by the Van der Pauw technique. The results have shown that the minimum temperature for the initiation of reaction of Ni and Ge to form NiGe was 225 °C. However, an annealing temperature > 275 °C was necessary for the extensive (and practical) formation of NiGe. Between 200 and 300 °C, the duration of annealing required for the formation of NiGe was significantly longer than at higher temperatures. The stoichiometry of the germanide was very close to NiGe (1:1) as determined using energy dispersive spectroscopy (EDS).

The kinetics of intrinsic and dopant-enhanced solid phase epitaxy (SPE) are studied in thick amorphous germanium (a-Ge) layers formed by ion implantation on <100> Ge substrates. The SPE rates for H-free Ge were measured with a time-resolved reflectivity (TRR) system in the temperature range 300 – 540 °C and found to have an activation energy of (2.15 ± 0.04) eV. Dopant enhanced SPE was measured in a-Ge layers containing a uniform concentration profile of implanted As spanning the concentration regime 1 – 10 × 1019 cm3. The generalized Fermi level shifting model shows excellent fits to the data.

Boron enhanced H diffusion in amorphous Si (a-Si) layers formed by ion implantation is observed using secondary ion mass spectroscopy (SIMS). Constant concentrations of B were achieved using multiple energy B implantations into thick a-Si layers. The evolution of single H implanted profiles centered on the uniformly B-implanted regions was studied for partial anneals at temperatures in the range 380 – 640 °C. Boron enhanced diffusion is observed and the enhanced diffusion coefficient shows trends with temperature typically associated with a Fermi level shifting dependence. A modified form of the generalized Fermi level shifting model is considered in light of these results.
