Investing in global health and development requires making difficult choices about what policies to pursue and what level of resources to devote to different initiatives. Methods of economic evaluation are well established and widely used to quantify and compare the impacts of alternative investments. However, if not well conducted and clearly reported, these evaluations can lead to erroneous conclusions. Differences in analytic methods and assumptions can obscure important differences in impacts. To increase the comparability of these evaluations, improve their quality, and expand their use, this special issue includes a series of papers developed to support reference case guidance for benefit-cost analysis. In this introductory article, we discuss the background and context for this work, summarize the process we are following, describe the overall framework, and introduce the articles that follow.

The interactions of two fungal biocontrol agents, Alternaria cassiae and Pseudocercospora nigricans, and soybean planting density on sicklepod mortality and dry weight were studied in the field over 2 yr. The experimental field was divided into three equal areas: one without soybean and two where the soybean was sown in densities of 20 and 36 seeds per meter row with a 0.95-m row spacing. The fungi were sprayed alone or in a mixture at three growth stages of sicklepod plants grown at three levels of crop interference resulting from the three soybean planting densities. The fungal treatments were: an untreated control, A. cassiae (105 spores/m2), P. nigricans (3.3 g mycelium/m2), and the mixture of these two fungi. Sicklepod was at the cotyledonary leaf, two-leaf, and four-leaf stages when treated. Alternaria cassiae was most effective in reducing both sicklepod survival and dry weight. The mixture of P. nigricans and A. cassiae was generally comparable to but not better than A. cassiae alone in killing the weed (mortality) and reducing its growth (dry weight). Soybean density did not have significant effects on the mortality or the dry weight of sicklepod. Thus, there is no advantage to combining the highly effective biocontrol agent A. cassiae with the less effective P. nigricans or with soybean interference to control sicklepod. However, the results validate the efficacy of A. cassiae by itself as a bioherbicide.

Ultracompact H II regions are small, dense regions of ionised gas surrounding high-mass stars which are still embedded in their natal molecular clouds. A survey of such regions has been commenced in an attempt to improve our understanding of the processes of high-mass star formation. The initial stages of the survey have involved selection of likely candidates from the IRAS Point Source Catalogue, correlation with radio continuum emission at 4·85 GHz and subsequent observations of methanol maser emission at 6·668 GHz. Preliminary results of the methanol maser survey are given.

Summary
During the Middle Ages – the age of commentary par excellence – four distinct methods of Jewish biblical exegesis developed. These methods, formalized in the thirteenth century, were designated by the acronym PaRDeS. The four methods were peshat, the literal/grammatical/historical/contextual method of interpretation; remez, the philosophical/allegorical approach; derash, the method of rabbinic midrash; and sod, the esoteric method of the kabbalists, who read the Bible through the ten sefirot, the names of God, and letter permutations.
This chapter introduces the second of these four canonical methods of interpretation. It surveys the main philosopher-exegetes and schools of thought during the Middle Ages by their period and geographical location. These include the rise of philosophical-theological exegesis in the Islamic East; the exegetical traditions of the Islamic West, especially in al-Andalus; the Maimonidean traditions in Provence, Italy, and to a lesser extent Christian Spain; and the post-Maimonidean developments in Egypt, Iraq, and Yemen. The final section focuses on anti-philosophical and anti-Maimonidean traditions of exegesis. These traditions developed in the thirteenth and fourteenth centuries, often as a direct response to the spread of Maimonideanism, and continued into the fifteenth century, when Jews were influenced by contemporary trends of anti-Aristotelianism.

One of the most mysterious and haunting of all medieval halakhic figures must certainly be the fourteenth-century sage Rabbi Jeruham b. Meshullam. During the sixteenth century, he was known as “Tamiri”—“the concealed one”—a moniker given to him by Joseph Karo's heavenly interlocutor, the Maggid. Years later, David Azulai, the eminent eighteenth-century rabbinic bibliographer, reported that “a number of Rabbis who had composed commentaries on his work … were summoned to the heavenly academy [i.e., they died prematurely] or their work was lost.” Even today, scholars who have never opened Jeruham's books are nevertheless aware of the “curse” hanging over the work of this medieval author.

Three hundred one patients were examined for suicidal plans during the acute hospital period following stroke and at 3, 6, 12, and 24 months' follow-up. It was found that 6.6% of patients developed suicidal plans during the initial in-hospital evaluation (acute-onset suicidal plans) and 11.3% of patients developed suicidal plans at 3, 6, 12, or 24 months' follow-up (delayed-onset suicidal plans). The development of both acute and delayed-onset suicidal plans was strongly related to the existence of depressive disorders, especially major depression, and to a prior history of stroke. Acute-onset suicidal plans were also related to premorbid alcohol abuse. Acute-onset suicidal patients had more anterior lesion location and delayed-onset suicidal patients had more posterior stroke lesions. Delayed-onset suicidal plans were not related to alcohol abuse but tended to be associated with greater physical impairment and poorer social support during the acute poststroke period. These data suggest that the etiology of these two types of suicidal plans may be different with acute onset related to biological mechanisms and delayed onset related to psychological mechanisms.

If quantity is any measure of importance, then Isaac Abarbanel/Abravanel—the fascinating statesman and financier, polemicist and messianic theorist, exegete and philosopher-theologian—has certainly risen very high indeed in the study of medieval Jewish thought. Although never an obscure figure in modern scholarship, having already been the subject of several monographs and dozens of articles, the publication of three books in as many years moves him closer to his more respected predecessors: Maimonides, Gersonides, and Crescas. That there is little overlap in these new books, moreover, which approach the extensive and diverse corpus of Abarbanel's writing in very different ways, shows that this interest in his writings is more than a passing fad. Lawee and Feldman, in particular, not only introduce the reader to various aspects of Abarbanel's life and thought, but point to new areas of research that deserve further investigation. Like any good scholarship, not only do they summarize and synthesize, connecting particular details to larger themes and concerns, but they also challenge conventional views, forcing the reader to return to the sources themselves to look afresh at the writings of this medieval master.

Summary
INTRODUCTION: FOURTEENTH-CENTURY PHYSICS
The fourteenth century saw the emergence of a new trend in medieval philosophy and science. While continuing to adhere generally to an Aristotelian understanding of nature, Christian scholars began to question and modify certain premises of Aristotelian physics and to suggest non-Aristotelian alternatives, reviving pre-Socratic or Hellenistic views and developing original ideas based on observation and experience. Such remarkable figures as Thomas Bradwardine and his successors in Oxford, and Jean Buridan and his students in Paris challenged basic Aristotelian tenets about infinity, place, vacuum, motion, and material substance, suggesting the possibility of an infinite cosmos filled by multiple worlds. Although motivated largely by Christian doctrine and the condemnations of Aristotle, this move towards critical inquiry led to a new conception of the universe, which anticipated and contributed to the scientific revolution of the sixteenth and seventeenth centuries.
The outstanding Jewish representative of this critical trend in European philosophy was Hasdai Crescas (c. 1340–1410/11), legal scholar, communal leader, and courtier in Barcelona and Saragossa. Perhaps influenced by the Paris physicists, and motivated by similar theological interests, Crescas in his Light of the Lord subjected Maimonides’ summary of Aristotelian physics to a searching attack. Unlike his Christian counterparts, however, Crescas was not content merely to speculate about problem areas within a generally coherent natural science.

The linear polarization of the Crab pulsar as a function of pulse phase was observed by the High Speed Photometer on the Hubble Space Telescope in March, 1993. Observations were obtained in a bandpass centered on 2770 A using a 0.25 ms sample time, corresponding to a time resolution of 0.0075 in pulse phase. The UV polarization of the pulsar [Fig. 1] is strikingly similar to that observed in the visible (cf. Smith et al. 1988). The same values of polarization and the same swing of position angle occur through the main and secondary pulses. The polarization pulse profile must be essentially wavelength independent at frequencies above the infrared.
