Murphy's Anselmian theism and the problem of evil

Mark Murphy has recently defended a novel account of divine agency on which God would have very minimal requiring reasons and a wide range of merely justified reasons. This account grounds his response to the problem of evil. If God would not have requiring reasons to promote the well-being of creatures, Murphy argues, then the evil we observe would not count as evidence against theism. I argue that Murphy's conclusion, if successful in undermining the problem of evil, also undermines probabilistic arguments for theism. However, there is good reason to resist his conclusion. Even if God does not have requiring reasons, but merely has justifying reasons, to promote creaturely well-being, God may nevertheless have most motivating reason to do so, and this would be enough to predict divine action, at least given Murphy's further assumption that God is perfectly free. It does not follow from the rational permissibility of God's Φ-ing that it is possible for God to Φ.

OBJECTIVES/GOALS: The rates of computational phenotyping algorithm reuse across health systems are low, leading to a proliferation of algorithms for the same trait. We propose a framework for reusing computational phenotyping algorithms and describe the real-world deployment of this framework for the development of the Colorado Diabetes EHR Research Repository. METHODS/STUDY POPULATION: The novel phenotype reuse framework consists of 4 steps: select algorithms that are appropriate for reuse by assessing whether they are fit for purpose; extend the algorithm to account for changes in data and care practice standards; localize the algorithm to use local database standards and terminologies; optimize the algorithm by applying a data driven approach to achieve the desired local performance. To identify individuals with type 1 diabetes (T1D) or type 2 diabetes (T2D), we selected and implemented T2D algorithms in a cohort of adults with any diabetes or pre-diabetes related diagnosis code, medication, or abnormal glucose-related laboratory test in the clinical data warehouse for UCHealth and the University of Colorado. RESULTS/ANTICIPATED RESULTS: We included a total of 926,290 patients who were identified by initial filters. Patients were more likely to be female (53%), identify as non-Hispanic white (69%) and had a median age of 58 years (IQR: 41, 70). Implementation, extension, localization, & optimization through iterative chart review prioritized high sensitivity for all-cause diabetes and high specificity for T1D and T2D. Of the original cohort, 252,946 (27%) were identified by the all-cause diabetes algorithm. Of these 11,688 were identified as T1D and 135,588 as T2D. After optimization the all-cause diabetes algorithm had 88% sensitivity, 90% specificity, 74% positive predictive value (PPV), and 96% negative predictive value (NPV). Our algorithms for T1D and T2D had high specificity (100% and 99%, respectively) and PPV (100 and 96% respectively). DISCUSSION/SIGNIFICANCE: Developing computational phenotyping algorithms is expensive and time consuming, yet algorithm reuse is low due to a lack of practical approaches for reusing algorithms. We demonstrate application of a novel framework for algorithm reuse, yielding good alignment of algorithm performance with study goals for identifying individuals with diabetes.

The evil-god challenge holds that theism is highly symmetrical to the evil-god hypothesis and thus it is not more reasonable to accept one rather than the other. But, since it is not reasonable to accept the evil-god hypothesis, it is not reasonable to accept theism. This article will primarily focus on defending the challenge from two recent objections which hold that it follows from the nature of moral motivation that theism is intrinsically much more likely to be true than the evil-god hypothesis. However, I will also argue that there is a different intrinsic asymmetry between the hypotheses which favours theism.

Summary
Better knowledge of national-, county- and municipal- level laws and institutional regimes will improve the process of collaboration and the development of agreements governing shared waters, thereby leading to greater cooperation in the regional and international management of shared waters. In other words, laws—their substance and enforcement across domestic jurisdictions—and the structure of governance at the national- level and lower are enabling conditions for effective cross- border water negotiation and management. These laws and institutions also represent innovation labs.
The Challenges We Face
There Is Not Enough Water to Quench Our Thirst
Water is essential to our lives and livelihoods. Yet, the Organization for Economic Co- operation and Development (OECD) estimates that four billion people could be living in water scarce regions by 2050.1 Without a clear vision delineating how growing water needs will be met and how deleterious impacts to waterways will be minimized, our limited water resources could be depleted and our populations put at risk. This vision is typically established through laws which set forth standards and rules that account for competing needs, equitably allocate waters, prohibit or limit pollution and plan for floods and droughts. Laws and cross- jurisdictional agreements are essential to effectively managing these limited waters in a fair, equitable and longterm manner.
Law- Making Authorities at Different Jurisdictional Levels Make It More Difficult to Cooperate
Multiple jurisdictions often exist along a shared river. Each jurisdiction typically has their own unique, independent approach and set of rules to govern their part of the river. These rules and institutions within each jurisdiction are likely to inform their thinking when designing and negotiating an agreement that will govern more than just their own jurisdiction. Their perspective will be enhanced or clouded by those prior institutional experiences and structures. Such experiences can lead to inertia and parochialism or a point of reference that leads to innovation.
Cooperation is further complicated by multiple levels of authorities within a state, both vertical (national to local) and horizontal (among organs within a single jurisdiction). Authorities over water are frequently spread across multiple organs within one jurisdiction and at the national, county and municipal levels.
Fundamentality and the prior probability of theism

Paul Draper has recently developed an account of intrinsic probability according to which a theory's intrinsic probability is determined by its modesty and coherence. He employs this account in an argument that Source Physicalism (SP) and Source Idealism (SI) are equally intrinsically probable. Since SP and SI are not exhaustive, and Theism is one very specific version of SI, it follows that the intrinsic probability of Theism is very low. I argue here that considerations of fundamentality show that more work needs to be done to defend the claim that P(SP) = P(SI).

Research was conducted to evaluate the residual effect of burning and mechanical removal of sugarcane crop residue on weed control and sugarcane growth and yield. In one study, crop residue was removed in December or January within 3 wk after sugarcane harvest. Mechanical removal of residue from the row top and placement in the row middle using a Sunco Trash Tiger® was compared with burning and a no removal control. Superimposed on each residue removal treatment was tillage of row sides and middles in March and in May and a no-tillage program. Tillage efficiency in March when sugarcane was emerging from the winter dormant period was not negatively affected when residue was removed mechanically. Crop residue on the soil surface did not completely suppress winter weed emergence and growth. Based on sugarcane and sugar yield averaged across locations and tillage programs, mechanical removal of residue was as effective as burning. Sugar yield was reduced 7.9% when residue was not removed from the row top compared with burning or mechanical removal. In another study, crop residue of sugarcane harvested in early December was burned or removed mechanically from the row top 4 d after harvest and also mechanically in January, February, or March. Crop residue ground cover of 79% in March on the row top where residue was not removed provided some suppression of winter weeds. Sugarcane shoot population in April was reduced 16.1% when residue removal was delayed until March compared with December. Averaged across tillage and no-tillage treatments in March, sugarcane yield did not differ when residue was removed by burning in December compared with mechanical removal in December or January. Delaying mechanical removal of residue until February or March compared with residue removal in December decreased sugar yield an average of 13.1%.
Using a Grower Survey to Assess the Benefits and Challenges of Glyphosate-Resistant Cropping Systems for Weed Management in U.S. Corn, Cotton, and Soybean

Over 175 growers in each of six states (Illinois, Indiana, Iowa, Mississippi, Nebraska, and North Carolina) were surveyed by telephone to assess their perceptions of the benefits of utilizing the glyphosate-resistant (GR) crop trait in corn, cotton, and soybean. The survey was also used to determine the weed management challenges growers were facing after using this trait for a minimum of 4 yr. This survey allowed the development of baseline information on how weed management and crop production practices have changed since the introduction of the trait. It provided useful information on common weed management issues that should be addressed through applied research and extension efforts. The survey also allowed an assessment of the perceived levels of concern among growers about glyphosate resistance in weeds and whether they believed they had experienced glyphosate resistance on their farms. Across the six states surveyed, producers reported 38, 97, and 96% of their corn, cotton, and soybean hectarage planted in a GR cultivar. The most widely adopted GR cropping system was a GR soybean/non-GR crop rotation system; second most common was a GR soybean/GR corn crop rotation system. The non-GR crop component varied widely, with the most common crops being non-GR corn or rice. A large range in farm size for the respondents was observed, with North Carolina having the smallest farms in all three crops. A large majority of corn and soybean growers reported using some type of crop rotation system, whereas very few cotton growers rotated out of cotton. Overall, rotations were much more common in Midwestern states than in Southern states. This is important information as weed scientists assist growers in developing and using best management practices to minimize the development of glyphosate resistance.

Tillage is used in sugarcane to control weeds, eliminate ruts caused by harvest, destroy residue from the previous crop, and incorporate fertilizer. The effect of weed control and tillage programs on sugarcane growth and yield and on economics was evaluated over two growing seasons. In the first study, weeds were effectively controlled with a March application of hexazinone at 0.59 kg ai/ha plus diuron at 2.10 kg ai/ha either banded or broadcast. When tillage of row shoulders and middles in March was eliminated, soil temperature in the sugarcane drill early in the season was equal to that where March tillage was performed. Sugarcane early and late season stalk population and sugarcane and sugar yield were each equivalent for the full season tillage (tillage of row shoulders and middles in March and in May) and the no-till programs. Elimination of a single tillage operation reduced cost $16.28/ha, and herbicide applied as a band rather than broadcast reduced cost $30.49/ ha. For the no-till program, with herbicide banded in March, net return was increased $32.56/ha. In a subsequent study conducted at five locations, weed control was excellent when either pendimethalin at 2.77 kg ai/ha plus metribuzin at 1.26 kg ai/ha or hexazinone plus diuron at 0.59 kg/ha and 2.10 kg/ha was used. When the March tillage was eliminated, sugar yield was increased 8.6% (620 kg/ ha), and net return was increased $152.68/ha compared with March tillage. When the May tillage was eliminated sugar yield was increased 8% (580 kg/ha), and net return was increased $143.88/ha compared with May tillage. A reduction in tillage cost accounted for only $16.28 of the increase in net return per hectare, with the remainder due to increased yield with the elimination of the tillage operation.

We assessed seedling dynamics and understorey light before and after a hurricane in five randomly selected 5 × 5-m subplots, within 30 permanent sample plots covering a total area of 3750 m2 in a lower montane wet tropical forest, Jamaica over a period of 3 y. Understorey light increased (≈ 60%) following the passage of Hurricane Dean in 2007 but decreased in 2009. Overall, seedling density was positively related to light and survivorship was positively related to both light and density. Mortality was significantly lower and most species recorded their highest growth when the canopy was open (2007–2008). However, lower diversity during this period coincided with higher (average) mortality of uncommon species. The hurricane altered the relative importance of interactions between light, seedling density and dynamics. Consequently, interactions were significant before or 2 y after but not 1 y after the hurricane and their significance varied among the years and species. Periodic changes in the importance of these interactions and the effects of the hurricane were used to separate 12 common species along a continuum of responses, which ranged from positive (lower mortality), neutral to negative (lower growth). Our results indicate that hurricanes have positive and negative effects on seedling dynamics; therefore an increase in the intensity and frequency of hurricanes will likely alter seedling composition, and hence forest structure.

This study examined dimensions of callous behaviors in early childhood and the role of these behaviors in the development of conduct problems, as well as responsiveness to a family-centered preventative intervention. Caregiver reports of callous behaviors were examined using exploratory and confirmatory factor analysis. Problem behavior was examined using within- and cross-informant reports of these behaviors. Parenting was measured using observational methods within the context of a randomized control trial of the Family Check-Up with a sample of 731 ethnically diverse boys and girls (followed from ages 2 to 4) at high risk for later conduct problems. Results demonstrated that a measure of deceitful–callous (DC) behaviors had acceptable factor loadings and internal consistency at ages 3 and 4. DC behaviors at age 3 predicted problem behavior concurrently and longitudinally within and across informant. However, DC behaviors did not reduce the effectiveness of the family preventative intervention. These findings have implications for our understanding of behaviors that may precede later callous–unemotional traits and for our understanding of the development and prevention of early starting conduct problems.

Guidelines for good medical practice do not reflect the complex reality of the ethical problems that arise in prison. Perhaps the best a doctor working in prison can do is realise that there are ethical dilemmas everywhere, try to recognise them and feel the tension.

Organic semiconductors are under investigation for radiation sensors at Sandia National Laboratories. The wide band gaps, high resistivities, low dielectric constants, and high dielectric strengths of conjugated polymers suggest these materials may be suitable for solid-state particle counting detectors. A range of solution cast materials have been evaluated for this application, including polythiophenes and poly(p-phenylene vinylene)s, or PPVs.
Films were prepared by novel solution casting and mechanical stretching methods. Device structures including interdigital metal electrodes on glass and thin film transistors on SiO2 on silicon were fabricated by drop casting from solution and lamination of solid films. Transient and DC responses were recorded and analyzed. Experiments include laser stimulus for photoconductive pulse response, and field effect transistor testing. Mechanical stretching was shown to dramatically alter electrical properties of polymer films.
Future work will analyze the feasibility of single particle detection and analyze various geometries for optimization. The effects of traps and methods for reduction of trapping effects will be analyzed.
