On the validity of the CNI model of moral decision-making: Reply to Baron and Goodwin (2020)

The CNI model of moral decision-making is a formal model that quantifies (1) sensitivity to consequences, (2) sensitivity to moral norms, and (3) general preference for inaction versus action in responses to moral dilemmas. Based on a critique of the CNI model’s conceptual assumptions, properties of the moral dilemmas for research using the CNI model, and the robustness of findings obtained with the CNI model against changes in model specifications, Baron and Goodwin (2020) dismissed the CNI model as a valid approach to study moral dilemma judgments. Here, we respond to their critique, showing that Baron and Goodwin’s dismissal of the CNI model is based on: (1) misunderstandings of key aspects of the model; (2) a conceptually problematic conflation of behavioral effects and explanatory mental constructs; (3) arguments that are inconsistent with empirical evidence; and (4) reanalyses that supposedly show inconsistent findings resulting from changes in model specifications, although the reported reanalyses did not actually use the CNI model and proper analyses with the CNI model yield consistent findings across model specifications. Although Baron and Goodwin’s critique reveals a need for greater precision in the description of the three model parameters and for greater attention to properties of individual dilemmas, the available evidence indicates that the CNI model is a valid, robust, and empirically sound approach to gaining deeper insights into the determinants of moral dilemma judgments, overcoming major limitations of the traditional approach that pits moral norms against consequences for the greater good (e.g., trolley dilemma).
The Healthy Crew, Clean Vessel, and Set Departure Date Triad: Successful Control of Outbreaks of COVID-19 On Board Four Cargo Vessels

Background:
A variety of infectious diseases can cause outbreaks on board vessels, with both health and economic effects. Internationally, Coronavirus Disease 2019 (COVID-19) outbreaks have occurred on numerous cruise and cargo vessels and the containment measures, travel restrictions, and border closures continue to make it increasingly difficult for ship operators world-wide to be granted pratique, effect crew changes, and conduct trade. An effective outbreak management strategy is essential to achieve the outcome triad – healthy crew, clean vessel, and set departure date – while maintaining the safety of the on-shore workers and broader community and minimizing disruption to trade. This report describes the principles of COVID-19 outbreak responses on four cargo vessels, including the successful use of one vessel as a quarantine facility.
Methods:Established principles of management and the experiences of COVID-19 outbreaks on cruise ships elsewhere informed a health-lead, multi-agency, strict 14-day quarantine (Q) regime based on: population density reduction on board; crew segregation; vessel cleaning and sanitation; infection risk zones, access, and control measures; health monitoring; case identification and management; food preparation and delivery; waste management control; communication; and welfare and security.
Findings:Sixty-five crew were diagnosed with Severe Acute Respiratory Syndrome Coronavirus-2 (SARS-CoV-2) infection (range 2-25; attack rate 10%-81%; 15 asymptomatic). No deaths were recorded, and only one crew was hospitalized for COVID-19-related symptoms but did not require intensive care support. Catering crew were among the cases on three vessels. All non-essential crew (n-EC) and most of the cases were disembarked. During the vessel’s Q period, no further cases were diagnosed on board, and no crew became symptomatic after completion of Q. The outbreak response duration was 15-17 days from initial decision.
No serious health issues were reported, no response staff became infected, and only two Q protocol breaches occurred among crew.
Interpretation:Despite increasing risk of outbreaks on cargo vessels, maritime trade and crew exchanges must continue. The potential consequences of COVID-19 outbreaks to human life and to trade necessitate a balanced response. The principles described can offer health, financial, operational, and safety advantages.

Since the World Health Organization’s (WHO’s) pandemic declaration on March 11, 2020, coronavirus disease 2019 (COVID-19) outbreaks have occurred on numerous maritime vessels and the containment measures, travel restrictions, and border closures continue to make it increasingly difficult for ship operators world-wide to be granted pratique, conduct trade, and conduct crew changes.
Knowledge of Severe Acute Respiratory Syndrome Coronavirus-2 (SARS-CoV-2) circulating on-board a ship prior to its arrival has significant implications for the protection of shore-based maritime workers (ie, pilots, stevedores, and surveyors), the broader community, and trade. A useful approach is a graded assessment of the public health risk. The Western Australia (WA) experience and associated observed pitfalls in implementing the prediction equation for the potential presence of SARS-CoV-2 on-board based on five COVID-19 outbreaks on commercial and cruise vessels during 2020 is described.
Despite best efforts, the qualitative and quantitative predictors of SARS-CoV-2 circulating on-board commercial vessels are failing to deliver the required certainty, and to date, the only accepted method of ascertaining the presence of SARS-CoV-2 remains the real-time reverse transcription polymerase chain reaction (rRT-PCR) testing reported by an accredited laboratory.
Based on legal or regulatory requirements, germane processes, underpinned by robust and auditable processes and procedures, must be put in place to inform the risk assessment of SARS-CoV-2 circulating on-board vessels.
The Reliability of the “Absent Cistern Sign” in Assessing LP Shunt Function

Objective:
One of the difficulties with lumboperitoneal (LP) shunts has been non-invasively ascertaining shunt function. It has been previously reported that in the presence of a functioning LP shunt the perimesencephalic cisterns become obliterated – the “absent cistern sign”. In order to more rigorously test this association we performed a retrospective analysis of LP shunt patients at the Hospital for Sick Children, Toronto.
Methods:The CT scans of all patients undergoing LP shunting over a 17 year period were reviewed. The “absent cistern sign” and ventricular size were compared against the results of either an isotope shunt study or surgical findings performed within 2 days of the CT.
Results:There were 38 CT scans (27 patients) performed within 2 days of an isotope shunt study and 15 CT scans (14 patients) performed within 2 days of a surgical intervention. These results give the absent cistern sign a sensitivity of 75% and a specificity of 57% when compared to the shunt isotope findings and a sensitivity of 100% and a specificity of 50% when compared to the surgical findings. Over 30% of the CT scans showed ventriculomegaly in the presence of a functioning shunt and, conversely, nearly 45% of the CT scans had normal or small lateral ventricles in the presence of a malfunctioning shunt.
Conclusions:The “absent cistern sign” appears to reliably rule out a completely blocked shunt, but is less reliable in detecting a normal or partially obstructed shunt. Ventricular size correlates poorly with LP shunt function.
Near-infrared spectroscopy used to predict soybean seed germination and vigour

Rapid, non-destructive methods for measuring seed germination and vigour are valuable. Standard germination and seed vigour were determined using 81 soybean seed lots. From these data, seed lots were separated into high and low germinating seed lots as well as high, medium and low vigour seed lots. Near-infrared spectra (950–1650 nm) were collected for training and validation samples for each seed category and used to create partial least squares (PLS) prediction models. For both germination and vigour, qualitative models provided better discrimination of high and low performing seed lots compared with quantitative models. The qualitative germination prediction models correctly identified low and high germination seed lots with an accuracy between 85.7 and 89.7%. For seed vigour, qualitative predictions for the 3-category (low, medium and high vigour) models could not adequately separate high and medium vigour seeds. However, the 2-category (low, medium plus high vigour) prediction models could correctly identify low vigour seed lots between 80 and 100% and the medium plus high vigour seed lots between 96.3 and 96.6%. To our knowledge, the current study is the first to provide near-infrared spectroscopy (NIRS)-based predictive models using agronomically meaningful cut-offs for standard germination and vigour on a commercial scale using over 80 seed lots.
Conversion of Agricultural Waste Streams into Value Added Products

Much of the global agricultural by products go waste, especially in developing nations where much of their revenues depend on the exports of raw agricultural products. Such waste streams, if converted to “value added” products could serve as additional source of revenue while simultaneously having a positive impact on the socio-economic well being of the people. We present a preliminary investigation on utilizing chemical activation technique and ball milling to convert agricultural waste streams such as cocoa pod, coconut husk, palm midrib and calabash commonly found in Ghana into ultra-high surface area activated carbon. Such activated carbons are suitable for myriads of applications in environmental remediation, climate management, energy storage and conversion systems (batteries and supercapacitors), and improving crop productivity. We achieved BET surface area as high as ∼ 3000 m2/g.

On 16–18 June 2008 the US National Snow and Ice Data Center held a GLIMS workshop in Boulder, CO, USA, focusing on formulating procedures and best practices for operational glacier mapping using satellite imagery. Despite the progress made in recent years, there still remain many cases where automatic delineation of glacier boundaries in satellite imagery is difficult, error prone or time-consuming. This workshop identified six themes for consideration by focus groups: (1) mapping clean ice and lakes; (2) mapping ice divides; (3) mapping debris-covered glaciers; (4) assessing changes in glacier area and elevation through comparisons with older data; (5) digital elevation model (DEM) generation from satellite stereo pairs; and (6) accuracy and error analysis. Talks presented examples and work in progress for each of these topics, and focus groups worked on compiling a summary of available algorithms and procedures to address and avoid identified hurdles. Special emphasis was given to establishing standard protocols for glacier delineation and analysis, creating illustrated tutorials and providing source code for available methods. This paper summarizes the major results of the 2008 GLIMS workshop, with an emphasis on definitions, methods and recommendations for satellite data processing. While the list of proposed methods and recommendations is not comprehensive and is still a work in progress, our goal here is to provide a starting point for the GLIMS regional centers as well as for the wider glaciological community in terms of documentation on possible pitfalls along with potential solutions.

There is a need for coordinated research for the sustainable management of tropical peatland. Malaysia has 6% of global tropical peat by area and peatlands there are subject to land use change at an unprecedented rate. This paper describes a stakeholder engagement exercise that identified 95 priority research questions for peatland in Malaysia, organized into nine themes. Analysis revealed the need for fundamental scientific research, with strong representation across the themes of environmental change, ecosystem services, and conversion, disturbance and degradation. Considerable uncertainty remains about Malaysia's baseline conditions for peatland, including questions over total remaining area of peatland, water table depths, soil characteristics, hydrological function, biogeochemical processes and ecology. More applied and multidisciplinary studies involving researchers from the social sciences are required. The future sustainability of Malaysian peatland relies on coordinating research agendas via a ‘knowledge hub’ of researchers, strengthening the role of peatlands in land-use planning and development processes, stricter policy enforcement, and bridging the divide between national and provincial governance. Integration of the economic value of peatlands into existing planning regimes is also a stakeholder priority. Finally, current research needs to be better communicated for the benefit of the research community, for improved societal understanding and to inform policy processes.
Production of High Surface Area Activated Carbon from Coconut Husk

We present preliminary results on a processing protocol by chemical activation that transforms organic waste product such as coconut husk into high surface area activated carbon. Dried raw materials of the coconut husk were carbonized anaerobically into char. The char was impregnated with KOH of different ratios and were activated at 800°C and 900°C. The transmission electron microscope was used to acquire structural and morphological information of the activated carbon, and the surface area and porosity analysis were performed using Micromeritics ASAP 2020 analyzer. The activated carbons show both micropores and mesopores with specific surface area as high as 2900m2/g.

Background
Sexual health in Northern Ireland (NI) is poor compared with the rest of Europe with increasing incidences of sexually transmitted infections and one of the highest rates of teenage pregnancy. Traditionally, sexual health services have been provided in a fragmented way by a wide range of different providers but recent sexual health strategies have flagged sexual health as a key activity within the primary care setting.
AimThe main aim of the study was to assess the sexual health promotion activities within the primary care setting across one Health and Social Services Board in NI.
MethodsA series of semi-structured interviews with both general practitioners (GPs) and practice nurses (PNs) was conducted to assess their views on the key issues in relation to sexual health in primary care. A questionnaire survey was also conducted with these health professionals to elicit information about sexual health promotion activities within the primary care setting.
FindingsThe results have shown that promoting sexual health within the primary care setting is often ad hoc and often does not target the ‘at-risk’ population. As such, GPs and PNs tend not to discuss sexual health with non-heterosexual clients or those with learning disabilities due to lack of awareness and training. Health professionals feel inadequately trained to engage in effective sexual health promotion and to provide enhanced sexual health services. Personal embarrassment and lack of time were also identified as barriers for providing effective sexual health care.
ConclusionHealth professionals within the primary care setting require additional training to deal with the sensitive and complex issues inherent in the area of sexual health.

Back Gate Effects in N-Channel Monocrystalline Silicon Devices-on-Glass and their Suppression by Boron Ion Implantation

Initial N-channel self aligned polycrystalline silicon gate transistors fabricated on 1.5μm -2μm single crystal Silicon-O-Glass(SOG) layers exhibited poor transfer characteristics. Measured threshold voltages and On/Off current ratios were in the order of -8V and 10 respectively. This is due to the presence of fixed charge at the bond interface introducing back gate effects which degrade and distort device performance. These back gate effects were suppressed by implantation of boron into the silicon substrate prior to oxidation and bonding, with energy 40keV and dose 7.4×1012cm−2. This resulted in an improvement in device performance with a threshold voltage of-0.54V. On/Off current ratio increased to 1840 and field effect mobility increased from 274cm2/Vs to 357cm2 Vs
