Objective:
To examine the association between adherence to plant-based diets and mortality.
Design:Prospective study. We calculated a plant-based diet index (PDI) by assigning positive scores to plant foods and reverse scores to animal foods. We also created a healthful PDI (hPDI) and an unhealthful PDI (uPDI) by further separating the healthy plant foods from less-healthy plant foods.
Setting:The VA Million Veteran Program.
Participants:315 919 men and women aged 19–104 years who completed a FFQ at the baseline.
Results:We documented 31 136 deaths during the follow-up. A higher PDI was significantly associated with lower total mortality (hazard ratio (HR) comparing extreme deciles = 0·75, 95 % CI: 0·71, 0·79, Ptrend < 0·001]. We observed an inverse association between hPDI and total mortality (HR comparing extreme deciles = 0·64, 95 % CI: 0·61, 0·68, Ptrend < 0·001), whereas uPDI was positively associated with total mortality (HR comparing extreme deciles = 1·41, 95 % CI: 1·33, 1·49, Ptrend < 0·001). Similar significant associations of PDI, hPDI and uPDI were also observed for CVD and cancer mortality. The associations between the PDI and total mortality were consistent among African and European American participants, and participants free from CVD and cancer and those who were diagnosed with major chronic disease at baseline.
Conclusions:A greater adherence to a plant-based diet was associated with substantially lower total mortality in this large population of veterans. These findings support recommending plant-rich dietary patterns for the prevention of major chronic diseases.

Objective:
The coronavirus disease 2019 (COVID-19) pandemic has resulted in shortages of personal protective equipment (PPE), underscoring the urgent need for simple, efficient, and inexpensive methods to decontaminate masks and respirators exposed to severe acute respiratory coronavirus virus 2 (SARS-CoV-2). We hypothesized that methylene blue (MB) photochemical treatment, which has various clinical applications, could decontaminate PPE contaminated with coronavirus.
Design:The 2 arms of the study included (1) PPE inoculation with coronaviruses followed by MB with light (MBL) decontamination treatment and (2) PPE treatment with MBL for 5 cycles of decontamination to determine maintenance of PPE performance.
Methods:MBL treatment was used to inactivate coronaviruses on 3 N95 filtering facepiece respirator (FFR) and 2 medical mask models. We inoculated FFR and medical mask materials with 3 coronaviruses, including SARS-CoV-2, and we treated them with 10 µM MB and exposed them to 50,000 lux of white light or 12,500 lux of red light for 30 minutes. In parallel, integrity was assessed after 5 cycles of decontamination using multiple US and international test methods, and the process was compared with the FDA-authorized vaporized hydrogen peroxide plus ozone (VHP+O3) decontamination method.
Results:Overall, MBL robustly and consistently inactivated all 3 coronaviruses with 99.8% to >99.9% virus inactivation across all FFRs and medical masks tested. FFR and medical mask integrity was maintained after 5 cycles of MBL treatment, whereas 1 FFR model failed after 5 cycles of VHP+O3.
Conclusions:MBL treatment decontaminated respirators and masks by inactivating 3 tested coronaviruses without compromising integrity through 5 cycles of decontamination. MBL decontamination is effective, is low cost, and does not require specialized equipment, making it applicable in low- to high-resource settings.

Late prehistoric archaeological research in Myanmar is in a phase of rapid expansion. Recent work by the Mission Archéologique Française au Myanmar aims to establish a reliable Neolithic to Iron Age culture-historical sequence, which can then be compared to surrounding regions of Southeast Asia. Excavations at Nyaung'gan and Oakaie in central Myanmar have provided 52 new AMS dates, which allow the creation of Myanmar's first reliable prehistoric radiometric chronology. They have also identified the Neolithic to Bronze Age transition in central Myanmar, which is of critical importance in understanding long-range interactions at the national, regional and inter-regional level. This research provides the first significant step towards placing late prehistoric Myanmar in its global context.

Summary
Introduction
One important strand of scholarship about street-level bureaucrats concerns those who serve as enforcement agents at the front lines of regulatory activity. These include, to name but a few, building inspectors, environmental enforcement agents, fish and game officers, health and safety inspectors, immigration and customs agents, licensing and fraud inspectors, police on the beat, and revenue agents. Given the increased role of employment and social workers in assessing compliance with work and welfare rules, social service front-line employees have also taken on important regulatory enforcement roles. As with any street-level bureaucrat, regulatory agents typically have a good deal of autonomy and discretion in how they go about enforcing regulations within broad parameters established by agency guidelines and routines. They have discretion over the thoroughness with which they conduct inspections or reviews, and latitude in the manner with which they interact with those they regulate.
Much of the literature about regulatory agents (see May and Winter, 2011) focuses on their behaviours in enforcing regulations, as typified by studies of inspectors charged with assessing compliance with rules and taking actions when non-compliance is found. Consideration of the enforcement behaviours of regulatory agents draws attention to different ways of bringing about compliance. The literature concerning this suggests that individuals and firms comply with rules because they either fear detection of violations and punishment for them, feel a civic duty to comply, or feel social pressure to comply (see Burby and Paterson, 1993; Winter and May, 2001; Nielsen and Parker, 2012). These constitute calculated, normative and social motivations for compliance. While such motivations are important for compliance, the willingness to comply is hardly enough if those who are regulated do not have the ability to do so in terms of their awareness of rules and capability to comply.
These considerations about compliance raise a basic question that is the focus of this chapter: how do the actions and behaviours of regulatory agents affect regulatees’ perceptions that non-compliance with rules will be detected? Answering this gets at the perceptions and consequences of the use of discretion by regulatory agents in choosing what to inspect, the thoroughness of inspection and the style of interactions with regulated entities.

In considering issue expertise in policymaking, we unpack differences in the supply and types of expertise with attention to the presumed privileged role of the bureaucracy. Our empirical investigation is based on witness testimonies of congressional hearings for a policy area involving various forms of expertise – critical infrastructure protection policymaking. Three sets of findings stand out. One set substantiates the role of the bureaucracy as an important information conduit while also showing it is not a primary source of issue expertise. A second set shows how differences in issue maturity and salience affect the demand for and supply of expertise. A third set illustrates the influence of a small cadre of hyper-expertise in drawing attention to problems and solutions across different venues. These findings challenge the conventional view of the bureaucracy in policymaking while expanding the understanding of different sources of information and types of issue expertise in policymaking.

One of the emerging areas in the public policy literature concerns new modes of thought about the construction and analysis of public policy. This article extends notions about politics within the ‘policy design’ literature by considering the implications of different political environments for policy design and implementation. Two different political environments – policies with and without publics – that form ends of a continuum of policy publics are discussed. A contrast is drawn between these two polar political environments with respect to differing policy design and implementation challenges, as well as with respect to differing opportunities for policy learning.

Multiple knowledges are available for utilisation in policy choice. The rank ordering of knowledges for use in decisionmaking is thus a fundamental predecision. This article shows how this predecision necessarily constrains the processes associated with a politics of ideas, using cases from American international commodity policy. Even when the supposed preconditions of this sort of politics are present, policy change did not occur when the proposed ideas arose from a knowledge accorded secondary status in policymaking circles. Several implications are discussed for the influence and the study of ideational politics. Ultimately, the politics of ideas, so often portrayed through cases of innovation, may be quite conservative, contained by knowledge hierarchies which reflect prior politicaxl circumstances.

We report the results of experiments that attempt to deposit n-type CVD diamond in a standard hot filament reactor using 1%CH4/H2 gas mixtures, using (i) AsH3 as a gas phase source of arsenic, and (ii) evaporated Sb or Sb(Ph)3 as a source of antimony. SIMS measurements revealed that under these conditions, neither Sb nor As is incorporated into the diamond film, and the Raman spectra, electrical conductivity and crystallite morphology remain unchanged from that of undoped diamond. These experiments confirm the predicted low incorporation efficiency for As and Sb, and we conclude that doping CVD diamond with these elements cannot readily be achieved in this manner.

We present data showing how the electrical conductivity and Raman spectra of boron doped ‘cauliflower’-type nanocrystalline (c-NCD) CVD diamond films vary as a function of B content. The conductivity is roughly linear as a function of B content between an onset threshold of ∼5×1020 cm−3 up to ∼6×1021 cm−3, with the higher concentrations giving near metallic conductivity values. The onset threshold may be due to compensating donors due to the large number of impurities and defects in these films. The position of the Lorentzian contribution to the 500 cm−1 Raman feature was used to estimate the B content and compared to the value measured using SIMS. We found that the Raman method overestimated the concentration of B by a factor of ∼5 for these c-NCD films. The shortfall may be explained if only a small fraction of the B found in the small-grained films is being incorporated into substitutional sites. We conclude that in diamond films with a high concentration of grain boundaries, the majority of the B (80% in some cases) must be present at or in the grain boundaries.

This research addresses affirmative and negative motivations for compliance with social and environmental regulations. Affirmative motivations emanate from good intentions and a sense of obligation to comply. Negative motivations arise from fears of the consequences of being found in violation of regulatory requirements. The relevance of these is examined for data concerning the motivations of homebuilders to comply with requirements of building codes. The findings highlight the importance of affirmative motivations for situations such as homebuilding for which regulation is better characterized as fulfillment of a social contract than solely as compliance with enforced directives.

I am struck by how similar the process of constructing a prospectus is to developing plans for a new house. One starts with a desired plot of land and an uncertain vision of an eventual home. The plot of land is terrain to exploit. The vision is of something to be comfortable with and, ideally, something of which to be proud. Getting there, however, is a very bewildering process. An architectural plan and specifications serve as the blueprint—the prospectus—that provides the basis for approval for moving ahead. The chief concerns on the part of the permit reviewers is whether “it will stand up” and whether it meets appropriate planning and construction criteria. The chief concerns of the prospective owner are: “How much will it cost?” “Can it be built within a reasonable amount of time?” and, “Will it look good enough when done?”
