Summary

Host genetic factors are known to modify the susceptibility, severity, and outcomes of COVID-19 and vary across populations. However, continental Africans are yet to be adequately represented in such studies despite the importance of genetic factors in understanding Africa’s response to the pandemic. We describe the development of a research resource for coronavirus host genomics studies in South Africa known as COVIGen-SA—a multicollaborator strategic partnership designed to provide harmonised demographic, clinical, and genetic information specific to Black South Africans with COVID-19. Over 2,000 participants have been recruited to date. Preliminary results on 1,354 SARS-CoV-2 positive participants from four participating studies showed that 64.7% were female, 333 had severe disease, and 329 were people living with HIV. Through this resource, we aim to provide insights into host genetic factors relevant to African-ancestry populations, using both genome-wide association testing and targeted sequencing of important genomic loci. This project will promote and enhance partnerships, build skills, and develop resources needed to address the COVID-19 burden and associated risk factors in South African communities.

On the U.S. Court of Appeals for the District of Columbia, then-Judge Ruth Bader Ginsburg authored an opinion with profound implications not only for the law of taxation but also for the role of courts in ending racial discrimination in education. The case, Wright v. Regan, involved the dramatic intersection of the income tax law and equal protection obligations of federal authorities under the Constitution’s Fifth and Fourteenth Amendments. The precise technical legal issue before her was procedural – whether parents of black schoolchildren had standing to challenge the grant of federal tax-exempt status to racially segregated private schools – but it was hardly arcane or narrow. In affirming that standing existed and reversing the contrary decision of the District Court below, Judge Ginsburg opined that the tax benefits of exempt status constituted significant financial assistance and that the provision of such assistance to racially segregated private schools – so-called “seg academies” – violated equal protection obligations imposed by the Constitution.
Judge Ginsburg’s decision was unfortunately reversed on appeal by a divided Supreme Court, which ruled that the plaintiffs did not have standing because they lacked a sufficiently concrete interest in the outcome of the litigation. She nevertheless provided a persuasive and coherent defense of the right of victims of racial discrimination in education to seek redress in the courts, and strong dissents from Justices Brennan and Stevens (joined by Justice Blackmun) supported her position. She thus created a benchmark that future Supreme Courts may use to revise a Supreme Court majority decision that appears, at least to this observer, as fundamentally wrong and fundamentally flawed. Her opinion in Wright also offers ways of understanding the later development of educational equal protection doctrine, including Ginsburg’s seminal decision in the Virginia Military Institute case.

As we have noted before, the WG-IR was created following a Joint Commission Meeting at the IAU General Assembly in Baltimore in 1988, a meeting that provided both diagnosis and prescription for the perceived ailments of infrared photometry at the time. The results were summarized in Milone (1989). The challenges involve how to explain the failure to systematically achieve the milli-magnitude precision expected of infrared photometry and an apparent 3% limit on system transformability. The proposed solution was to re-define the broadband Johnson system, the passbands of which had proven so unsatisfactory that over time effectively different systems proliferated although bearing the same JHKLMNQ designations; the new system needed to be better positioned and centered in the atmospheric windows of the Earth's atmosphere, and the variable water vapour content of the atmosphere needed to be measured in real time to better correct for atmospheric extinction.

The level of parliament depends on whether it does not merely discuss great issues, but decisively influences them; in other words, its quality depends on whether what happens there matters, or whether parliament is nothing but the unwillingly tolerated rubber stamp of a ruling bureaucracy.
Max WeberIn the United States, with its government of separated powers and functions, it is the executive branch, and in particular the Department of State, that bears responsibility for implementing legislation on foreign relations. The success of implementation will depend on political decisions, involving competing national interests, as well as on institutional and personal considerations of the officials concerned. Inevitably, there is a gap between legislation and execution, especially when the Executive is not wholly sympathetic to the law. The gap may even devour legislated policies as the Executive refuses "to take Care that the Laws be faithfully executed," and bureaucratic and personal considerations distort judgments, exploit the generality and uncertainty of language, and lead to abuse of discretion. A notable instance of this problem has been executive implementation of legislation on international human rights.
