Summary
The relationship between existential precarity, moment to moment, and the long processes of a ‘structure-in-crisis’, is a question for empirical study of exactly how the effects of an improbable structural condition are generated, perpetuated and inserted into ongoing life. The diagnosis of longevity then opens up a wide and long force-field that demands empirical study.
(Jane Guyer 2016a)This chapter engages with three broad themes addressed in Jane Guyer's (2007, 2016a, 2016b) recent work: temporalities and near futures (and especially the temporalities of immediate precarity and deep or structural time), modernity's aporias (the doctrines of the religious and the secular in relation to the contradictions and failures of modern secular national development) and the figure of the pauper or more properly the relations of violence and poverty. Much of Jane's work has of course built upon her hugely influential exploration of the cultural and political economy of Nigeria, a part of the world that has struggled throughout its postcolonial history with the failures of secular development, with the challenges of building a democratic future in a pluri-ethnic federal system, and with stark realities of political violence that surfaced almost immediately after independence with the descent into the Biafran civil war. Nigeria will be my crucible too in this chapter but I want to view the trio of concerns through the lens of the two insurgencies that have arisen since the return to civilian rule in 1999.
Boko Haram and the Movement for the Emancipation of the Niger Delta (MEND) arose in different parts of the country and appear to share few family resemblances. They are of course very different. One is draped in the language of true Islam, the full implementation of shari'a law, a rhetoric of restoration and purity, and a hostility to any sense of multi-religious tolerance linked to Boko Haram's deepening affiliations with global jihadist networks. The other is resolutely secular and modern; it appears to resemble a militant civic nationalism calling for ‘resource control’ and constitutional reform (including of fiscal federalism).
Climate Change and the Potential Global Distribution of Serrated Tussock (Nassella trichotoma)

We used the process-oriented niche model CLIMEX to estimate the potential global distribution of serrated tussock under projected future climates. Serrated tussock is a drought-tolerant, wind- and human-dispersed grass of South American origin that has invaded pastures in Australia, Europe, New Zealand, and South Africa. The likely effect of climate change on its potential global distribution was assessed by applying six climate-change scenarios to a previously developed model. The projections of climatic suitability under the current climate revealed considerable scope for spread, with the most suitable areas occurring adjacent to existing naturalized populations in Australia, New Zealand, and Western Europe. Under future climates, projected to the 2080s, the land area suitable for serrated tussock contracts globally between 20 and 27%. Changes in projected potential area under the six scenarios were very similar in all geographical regions apart from North America and New Zealand, where the projections range from little change or contraction under the National Center for Atmospheric Research (NCAR) and Centre for Climate Research (MIROC) global climate models (GCMs) to expansion under the Commonwealth Scientific and Industrial Research Organisation (CSIRO) GCM. Elsewhere, contractions occur in Australia, Asia, South America, and Africa under all six future climate scenarios. By contrast, for Europe, the area climatically suitable for serrated tussock increases under all six scenarios (average increase 47%) through expansions into eastern European countries that are currently unsuitable and through increases in the suitable area in England, Ireland, and Denmark. Since pastoralism is a dominant land use in these regions of Europe, a prudent biosecurity strategy would be to contain the nascent foci of serrated tussock in southern France, along the west coast of Italy, and in the United Kingdom. This strategy could consist of a set of policies to limit human-assisted dispersal of the species' seeds and to reduce wind-borne spread through cultural control of the plant.
The Potential Global Distribution of Tall Buttercup (Ranunculus acris ssp. acris): Opposing Effects of Irrigation and Climate Change

Tall buttercup, a native of central and northern Europe, has become naturalized in the United States and Canada, and in South Africa, Tasmania and New Zealand. In Canada and New Zealand it has become an economically significant weed in cattle-grazed pastures. In this study we develop a CLIMEX model for tall buttercup and use it to project the weed's potential distribution under current and future climates and in the presence and absence of irrigation. There was close concordance between the model's projection of suitable climate and recorded observations of the species. The projection was highly sensitive to irrigation; the area of potentially suitable land globally increasing by 30% (from 34 to 45 million km2) under current climate when a “top-up” irrigation regime (rainfall topped up 4 mm d−1 on irrigable land), was included in the model. Most of the area that becomes suitable under irrigation is located in central Asia and central North America. By contrast, climate change is projected to have the opposite effect; the potential global distribution diminishing by 18% (from 34 to 28 million km2). This range contraction was the net result of a northward expansion in the northern limit for the species in Canada and the Russian Federation, and a relatively larger increase in the land area becoming unsuitable mainly in central Asia and south eastern United States.

The notion of a general crisis in African agriculture has entered the current African development lexicon with great rapidity. In spite of the questionable quality of some of the most basic agricultural production statistics (see Berry, 1984), critics of quite different political and theoretical persuasion have promoted the view of widespread structural stagnation (World Bank, 1981; Eicher, 1982; Lofchie and Commins, 1982). Sustained by the realities of starving peasants in the Horn of Africa, of a meteoric growth in food imports during the 1970s, and the persistence of high fertility regimes across the continent, this identification of an agricultural collapse in more than twenty African states raises the spectre of a Malthusian crisis of terrifying proportions (Africa News, Feb. 6, 1984). The plausibility of a widespread agrarian crisis is lent further credence when it is painted on the much larger canvas of national economic performance. The quadrupling of oil prices, stagnant or falling primary commodity prices, high interest rates and debilitating debt repayments, and periodic recession in the world economy have all contributed to the unfavorable current account balance and the economic austerity across the continent as a whole.

Changing land use has a major impact on lichen diversity. This study attempts to identify patterns or trends of lichen functional groups along a land use gradient, ranging from natural forests to open agricultural landscape. In eight countries, covering six main European biogeographic regions, lichen vegetation was assessed according to a standardized scheme. Data on reproductive, vegetative and ecological traits was compiled and relative species richness for all classes of all traits calculated. Relationships between the land use gradient and relative species richness of trait classes were analysed. Open and intensively managed landscapes harbour more fertile species while sterile species are relatively more important in forests. This finding is also supported by analyses of different classes of dispersal propagules. The importance of species with the principal photobiont Trebouxia s.l. increases linearly with intensification of land use. A converse pattern is revealed by species with Trentepohlia. Concerning substratum specialization only generalists show an effect along the land use intensity gradient. Their relative species richness decreases from landscapes dominated by forests to open agricultural landscape. A considerable decline in the rare lichen species richness as a result of land intensification is predicted.
