The Argentine (Peronist) Justicialista Party (PJ) underwent a far-reaching coalitional transformation during the 1980s and 1990s. Party reformers dismantled Peronism's traditional mechanisms of labor participation, and clientelist networks replaced unions as the primary linkage to the working and lower classes. By the early 1990s, the PJ had transformed from a labor-dominated party into a machine party in which unions were relatively marginal actors. This process of de-unionization was critical to the PJ's electoral and policy success during the presidency of Carlos Menem (1989–99). The erosion of union influence facilitated efforts to attract middle-class votes and eliminated a key source of internal opposition to the government's economic reforms. At the same time, the consolidation of clientelist networks helped the PJ maintain its traditional working- and lower-class base in a context of economic crisis and neoliberal reform. This article argues that Peronism's radical de-unionization was facilitated by the weakly institutionalized nature of its traditional party-union linkage. Although unions dominated the PJ in the early 1980s, the rules of the game governing their participation were always informal, fluid, and contested, leaving them vulnerable to internal changes in the distribution of power. Such a change occurred during the 1980s, when office-holding politicians used patronage resources to challenge labor's privileged position in the party. When these politicians gained control of the party in 1987, Peronism's weakly institutionalized mechanisms of union participation collapsed, paving the way for the consolidation of machine politics—and a steep decline in union influence—during the 1990s.

This essay seeks to expand our understanding of state formation in Venezuela by examining the business enterprises established by Juan Vicente Gómez and his political allies to exploit the agrarian economy, especially the cattle trade. It argues that these enterprises were critical both in cementing the allegiance of officials to Gómez, and in establishing the regime's authority over society. Venezuelans engaged in a variety of forms of protest against officials' profiteering and occasionally won concessions from the regime, signaling that corruption constituted an issue around which the terms of state control were negotiated. Relying on Gómez's correspondence, as well as British and U.S. diplomatic records, this essay argues that business networks among members of the regime fundamentally shaped not only the internal dynamics of the state, but also its relationship to society, a topic usually neglected in studies of Venezuelan state formation.

Brought to the New World by the first Portuguese colonists and, with time, increasingly associated with the Northeast's vast, dry interior, the pamphlet stories in verse known as folhetos or as literatura de cordel have continued to change along with Brazil. Long associated with semi-literate poets who composed for the Northeastern masses, these “stories on a string” have become increasingly popular among middle-class writers and consumers. Today, contemporary compositions by educated authors who rely on the Internet mingle with folheto classics—love and adventure tales with names such as The Mysterious Peacock, Lampião in Hell, and Green Coconut and Watermelon. This article explores one cordel author's vision of the September 11 attack on the World Trade Center and the subsequent U.S. bombing of Afghanistan. Terror in the Twin Towers (Terror nas Torres Gêmeas) by Azulão—the nickname of Rio-based author João José dos Santos—is noteworthy not just for its immediate subject matter but also for its clear mingling of time-honored cordel elements with other features foreign to most earlier stories. These less traditional aspects of the folheto reflect both the particularities of the events about which the poet is writing and a number of larger changes that have taken place since the late 1950s in Brazilian folk and popular culture.

Much of the literature on Latin American women's movements finds that movements have grown weaker since transitions to democracy in part because of the institutionalization of gender policy within states. This article advances an alternative argument drawing on evidence from the Chilean case. Using a historical institutionalist approach and the framework of state feminism, I outline the way Chile's Servicio Nacional de la Mujer (SERNAM) has altered the institutional context in which women's movements act. I show that SERNAM has affected both the shape of the movement (most notably the power relations among its various segments) and the strategies that different segments employ to pursue their interests. I argue that instead of weakening the women's movement, SERNAM actually provides the movement with important resources, most notably a discourse of women's equality and a set of objectives around which to mobilize. There is evidence that Chilean women's organizations are responding to this new institutional context by linking up previously dispersed groups, using SERNAM's own discourse to pressure the state to fulfill its commitments to women and, most importantly, to ensure that, in addition to gender, class and ethnicity are also addressed as sources of women's marginalization.

When citizens lack stable political attitudes, leaders cannot easily be held accountable for their record in office, party system consolidation becomes more difficult, and public opinion is unable to offer much substantive guidance about policy-making. Ultimately, democratic governance is likely to suffer. In this article, we analyze a recent four-wave panel survey to assess the stability of political attitudes in Mexico. We find that the degree of attitude stability in Mexico varies across different types of dispositions. Although citizens hold reasonably firm views about the country's main political actors, preferences over issues are less consistent. These findings suggest both possibilities and constraints for democratic governance.

This article proposes a framework for the analysis of social classes in Latin America and presents evidence on the composition of the class structure in the region and its evolution during the last two decades, corresponding to the years of implementation of a new economic model in most countries. The paper is an update of an earlier article on the same topic published in this journal at the end of the period of import substitution industrialization. Relative to that earlier period, the present era registers a visible increase in income inequality, a persistent concentration of wealth in the top decile of the population, a rapid expansion of the class of micro-entrepreneurs, and a stagnation or increase of the informal proletariat. The contraction of public sector employment and the stagnation of formal sector labor demand in most countries have led to a series of adaptive solutions by the middle and lower classes. The rise of informal self-employment and micro-entrepreneurialism throughout the region can be interpreted as a direct result of the new adjustment policies. We explore other, less orthodox adaptive strategies, including the rise of violent crime in the cities and migration abroad by an increasingly diversified cross-section of the population. The impact that changes in the class structure have had on party politics and other forms of popular political mobilization in Latin American countries is discussed.

Uno de los libros más comprensivos (y comprensibles) acerca de la revolución mexicana, el de Lorenzo Meyer y Héctor Aguilar Camín (A la sombra de la revolución mexicana) comienza con esta frase enigmática: “No esperaban que llegara” (11). Lo que llega es obviamente la revolución. ¿Pero quiénes son los que quedan sobrecogidos por ese advenimiento? La respuesta es obvia: aquéllos que ejercen la tarea de ver y por lo tanto de preveer, esperar e incluso alumbrar lo nuevo: los intelectuales. La revolución mexicana, por el contrario, se caracteriza por la espontaneidad y por la prescindencia de idearios generales de dirección los cuales (a pesar de los múltiples programas y “planes”) sólo cristalizan y se encarnan en las masas revolucionarias a posteriori y actúan, por lo tanto, retrospectivamente.

Through a case study of small-scale Kaqchikel Maya farmers involved in non-traditional export agriculture (NTAX) in the Central Guatemalan highlands, this article examines the tensions between the mostly positive perceptions of farmers and the negative assessments of many who study NTAX production. In a context of severe political-economic structural inequalities and potentially high social and cultural costs, quantitative household survey results demonstrate a modest decrease in concentration of land in favour of Maya smallholders; more gender-egalitarian relations of production than expected; and largely positive local perceptions of economic and social change. Qualitative analysis interprets these findings in light of Maya-affective ties to land, preferences for continuity in traditional labor organization and subsistence maize production, perceptions of risk, and the transfer of traditional marketing skills. We find that Kaqchikeles are shaping alternative modernities as they deal with new sets of political-economic and social constraints.

This article analyzes the effects on employment, wages, and labor standards of the growth of non-traditional, export-oriented, high-value crops in the PetrolinaJuazeiro region in Northeast Brazil. It focuses on understanding why these crops were accompanied by job creation, upskilling of labor, and improvements in wages and labor standards among rural wage workers. These labor effects can be explained by: (1) the type of crops involved and their high demand for skilled workers to meet high quality demands from consumers; (2) the limited supply of skilled workers in the region involved; (3) the consumer concerns for the labor conditions of production; (4) the characteristics of labor institutions, including laws and regulations, government agencies, and rural workers' unions; and (5) how labor institutions, crop and technology characteristics, and consumer concerns affected the balance of power between growers and rural wage workers and their respective organizations.

This article examines gender struggles surrounding two women's collectives in a Sandinista village as a way to illuminate microprocesses of gender transformation during the Sandinista period and its aftermath. It argues for an analytical approach sensitive to the specificity of gender relations in particular contexts and the ways these were affected by state policies. It demonstrates that men's opposition to women's participation was enabled by ambiguities in Sandinista gender ideology that allowed men to interpret the meanings of revolutionary masculinity in their own terms. By examining these ambiguities, the article shows that, while the revolution failed to dismantle structures of gender inequality, as critics have pointed out, its incorporation of women as class and national subjects into the nation-building project could destabilize local patriarchies.

In contrast to the rest of Latin America, where most forests belong to the state, in Mexico, village communities legally possess most of the country's remaining forests. Despite this, Mexican forest-management policies frequently empowered business interests and the state at the expense of rural communities. These policies marginalized campesinos and squandered opportunities for environmentally sound development. Nevertheless, following a fitful process of land reform, sporadic support for village communities from reformers in the agrarian reform and forestry departments, and the organized demands of villagers, Mexico now has the most advanced community forestry sector in Latin America. Today, hundreds of villages own and operate their own forest management businesses. They generate rural economic benefits while conserving forests, and they represent an important model for sustainable development in Latin America. In the 1990s, neoliberalism brought changes to agrarian and forestry law that initially benefited business interests while abandoning the forest communities best situated to integrate forest conservation and rural development. Campesino groups and their supporters, however, struggled to maintain and extend community forestry in Mexico, with some recent policy victories. Community forestry remains an important part of Mexican forest policy. Mexican forest conservation and the well-being of the ampesinos who inhabit those forests depend on strengthening and extending the model, which has implications for forest policy elsewhere in Latin America.

The Andean khipu was a medium of colored knotted cords used to record different types of information in the pre-Columbian and colonial periods. Although currently there is no way to read the khipu that have survived, numerous texts written in the colonial period claim to have relied on khipu as sources of information. A comparison between two khipu transcriptions of Inca biographies on the one hand and the European biographical genre on the other reveal a distinctly Andean poetics—in the sense of a structural format—with very suggestive links to semiotic conventions of the khipu.

It has often been suggested that there are two reasons for the particular vitality of the ethnohistory of colonial Mesoamerica. John Kicza eloquently articulated these reasons not long ago (1995, 240) as first, the integrity and vigor of native civilizations from pre-Conquest to modern times, and secondly, the richness and variety of relevant colonial documentation. Without taking issue with this rationale at allindeed, working from the assumption that we may take for granted these two factorsI would like to suggest that a third factor is equally pertinent; to wit, the concatenation of activity by a wide variety of scholars in such a way as to create a collective vision of method and interpretation and a constructive momentum that realizes and further develops that vision.

The recent release of over four hundred telephone conversations recorded in the Lyndon Baines Johnson White House from April to December 1965 provide historians with exciting new evidence on the U.S. intervention in the Dominican Republic. The role of the president in that civil conflict has been up to now mysterious since Johnson rarely committed himself to paper. Critics and scholars since have somewhat exonerated him as simply another decision maker misled by a panicky country team spreading rumors of an imminent communist takeover. The tapes suggest, however, that Johnson was both aware that evidence of a takeover was insufficient and perhaps more concerned with domestic politics than with the situation in Santo Domingo. Repeatedly, close advisors attempted to dissuade him from overplaying an anti-communist rationale. But everywhere he looked in Washington Johnson saw enemies who would exploit any hesitation on his part. Soon after committing 23,000 troops, he admitted his lapses in judgment while he simultaneously sought scapegoats for them. The tapes place Johnson once and for all at the center of one of the most serious crises in the history of U.S.-Latin American relations and reveal the darker side of his foreign policy instincts.

Desde hace más de quince años, el debate sobre la gobernabilidad democrática latinoamericana gira en torno al problema de la “pugna de poderes”, enfatizando el potencial desestabilizador de los conflictos entre el Ejecutivo y el Legislativo. Este ensayo se basa en el análisis histórico de cuarenta y cinco disputas constitucionales en dieciocho países latinoamericanos entre 1950 y 2000. En la primera parte se propone el concepto de crisis presidencial como categoría analítica para estudiar este problema. Las secciones segunda y tercera exploran los efectos de estas crisis sobre la estabilidad del régimen político y su impacto sobre el equilibrio de poderes a lo largo de las últimas cinco décadas. En las conclusiones se sugiere que los efectos desestabilizadores atribuidos al presidencialismo son históricamente contingentes y se exploran los parámetros bajo los cuales ha operado el nuevo presidencialismo latinoamericano a partir de la década de los noventa.

Despite the increasing sensitivity of researchers to historical and contemporary landscape manipulations in the Amazon basin, there is still a powerful consensus in both popular and scholarly literatures that, with the exception of predatory deforestation, the physical environment of the region is largely unmodified by human intervention. An emerging body of scholarship has challenged this view by describing ways that Amazonian populations have managed terrestrial ecosystems on a variety of spatial and temporal scales. In this research report, we present both new and previously published data showing that Amazonians also intervene in fluvial systems, manipulating rivers and streams to modify the landscape. We argue that these practices, occurring in many different forms, are widespread and commonplace throughout the region, and that, taken together with the emerging evidence for terrestrial manipulation, provide compelling reason for a fundamental reassessment of conventional views of Amazonian nature.

As one moves from the social science literature of religion and politics to the literature of women's movements in Latin America, the silence is deafening regarding the phenomenon of Pentecostalism, a movement primarily made up of women. This article argues that Pentecostalism does fit into the newer analyses of feminism and women's movements in the region in a much-needed interdisciplinary approach. The research is a literature review reinforced by field study in Central America. Pentecostalism provides an arena where women help each other and can learn civic skills to participate in fledgling democracies in Latin America.
