The Convention was adopted by the Conference on April 17, 1991, by a vote of 31 in favor to none against, with 7 abstentions (Belgium, Indonesia, Libya, the Netherlands, Saudi Arabia, Turkey and the United Kingdom). The Convention was opened to signature April 19, 1991, with Mexico, the Philippines and Spain signing. On October 15, 1991, France also signed the Convention.
