* [The Letter was provided to International Legal Materials by the United States Department of State. To date, there have been two cases in which determination letters have been sent. In July 1996, the first determination letter was sent to Sherritt International of Canada. The second determination letter was sent to Grupo Domos of Mexico in August 1996. This is an ongoing process under Title IV of the U.S. Helms - Burton Act. The Cuban Liberty and Democratic Solidarity (Libertad) Act of 1996 (Helms-Burton Act), March 12, 1996, appears at 35 I.L.M. 362 (1997).[The European Union has submitted two demarches to the U.S. Department of State protesting the Act; they appear at 35 I.L.M. 397 (1996). Canada, Mexico, Russia and other countries have also submitted protests. The OAS Inter-American Juridical Committee Opinion Examining the U.S. Cuban Liberty and Democratic Solidarity (Libertad) Act (Helms-Burton Act), August 27, 1996, appears at 35 I.L.M. 1322 (1996).[The Joint Statement between Cuba and the United States on Normalization of Migration, of May 2, 1995, appears at 35 I.L.M. 327 (1996); the Cuban Foreign Investment Act of 1995 appears at 35 I.L.M. 331 (1996); UN General Assembly Resolution 50/10 on Ending the U.S. Embargo against Cuba, of November 2, 1995, appears at 35 I.L.M. 483 (1996); and UN Security Council Statement on the Shooting Down by the Cuban Air Force of Two Civil Aircraft, of February 27, 1996, appears at 35 I.L.M. 493 (1996).]
