Community Collaboration in Disaster: The Role of Voluntary Agencies

Abstract

Although the United States has been impacted by numerous devastating disasters over the last 10 years, there have been only limited efforts between the governmental and non-profit/voluntary organizations to meet the multiple disaster health and mental health needs of the community. Too often, responding organizations compete to provide services, duplicate efforts, and frequently under-estimate the need for services.

Recent efforts have been undertaken by The American Red Cross and other groups to resolve this issue. Governmental and community-based organizations have been invited to participate in planning sessions to pre-identify roles and responsibilities, as well as to exchange key information about the services each group can and does provide.

These efforts have lead to an increased awareness of the potential problems and the development of cohesive plans to provide medical and emotional support services to impacted communities. This has led to improved care for those with serious injuries or psychological crisis, while those with less critical problems have been managed appropriately without needing to be immediately referred to overcrowded emergency departments or physician's offices.

A pesar de que los Estados Unidos ban sido afectados por numerosos y devastadores desastres durante los últimos diez años, los esfuerzos entre el gobierno e instituciones sin fines de lucro/voluntarias han sido limitados en la búsqueda por cubrir las bastas necesidades de la comunidad ante los desastres en cuanto a salud y salud mental se refiere. Con mucha frecuencia, las organizaciones compiten en la prestación de servicios, se duplican esfuerzos y comúnmente se subestiman las necesidades de servicios.

La Cruz Roja Americana y otrosgrupos han hecho esfuerzos recientes para resolver este problema. El gobierno, así como organizaciones comunitarias han sido invitadas a participar en sesiones de planeación para identificar roles y responsabilidades, asi como para intercambiar información importante acerca de los servicios que cada grupo puede y provee.

Estos esfuerzos han redundado en el incremento del conocimiento del potencial problema y el desarrollo de planes integradores para proveer servicios de ayuda médica y emocional a las comunidades impactadas. Esto ha llevado a un mejoramiento de la atención de aquellos con heridas graves o crisis psicológica, mientras que aquellos con problemas menos críticos han sido manejados adecuadamente, sin la necesidad de ser referidos inmediatamente a los servicios de urgencia o departamentos médicos.
