10 In 1885 Bismarck asked Leo XIII to arbitrate the dispute between Germany and Spain over the Caroline Islands (Principles for Peace, pp. 31 ff.); in 1891 Leo XIII settled a frontier dispute between Belgium and Portugal concerning the Congo Free State, and in 1895 a similar dispute between the Republics of Haiti and Santo Domingo. Two Nuncios of Pius X presided over the negotiations which resulted in an arbitration treaty between Brazil and Bolivia (1905–06 and 1908–09). and in 1905 the Pope was named permanent arbiter in all future controversies that should arise between Colombia and Peru (op. cit., pp. 111 ff, and 120).
