Large organisations are designing complex technology-based tools for their staff to use. In busy workplace environments, it can be difficult to get user input about a design. This paper describes the designer and user interactions in one such organisation, gaining insights that could be useful in other similar settings. The findings are based on a set of interviews with designers and researchers within the organisation. The paper identifies the current practices and constraints involved in understanding and capturing users' needs and discusses potential solutions.

Digital inclusion is becoming more important as many consumer products and engineered systems adopt increasingly digital interfaces. The designers of such services often assume that users have a certain level of digital interface competence, but this is not the case for many users. In this paper, we present a set of personas that could help designers to better understand and consider the range of digital expertise across the population. The personas are based on survey data from 338 people across England and Wales in 2019. The survey examined various factors that affect ability to use digital interfaces, including technology experience, attitudes towards technology and competence with basic interface operations. Twelve clusters were identified using K-means cluster analysis, and twelve personas were developed based on these. The personas help to bring to life the range of digital expertise and highlight people at risk of digital exclusion. In addition, the cluster sizes indicate the proportion of the population represented by each persona and thus the scale of potential digital exclusion.

Insufficient design often causes challenges to users on a cognitive level, hindering them from interacting with products smoothly. There is a lack of effective design tools and supporting materials that can help designers to understand human cognition and how it affects the way that users experience and use products and services. This paper aims to identify current approaches that can be applied to address this issue, and to examine their strengths and weaknesses. This helps to identify future directions for developing and improving cognitive design supports. A literature review was conducted of research publications in the fields of both design and cognition. Four key approaches are identified: cognitive design principles/guidelines, the demand-capability approach, cognitive walkthrough and cognitive modelling. Their strengths and weaknesses are analyzed from a design standpoint. The paper also analyses the underlying causes of the insufficient uptake of cognitive design approaches by designers.

Summary
In this chapter, we explore the nature of the demand for cognitive diagnostic assessment (CDA) in K–12 education and suggest that the demand originates from two sources: assessment developers who are arguing for radical shifts in the way assessments are designed, and the intended users of large-scale assessments who want more instructionally relevant results from these assessments. We first highlight various themes from the literature on CDA that illustrate the demand for CDA among assessment developers. We then outline current demands for diagnostic information from educators in the United States by reviewing results from a recent national survey we conducted on this topic. Finally, we discuss some ways that assessment developers have responded to these demands and outline some issues that, based on the demands discussed here, warrant further attention.
THE DEMAND FOR COGNITIVE DIAGNOSTIC ASSESSMENT FROM ASSESSMENT DEVELOPERS
To provide the context for assessment developers' call for a revision of contemporary assessment practices that, on the whole, do not operate within a cognitive framework, we offer a perspective on existing CDA literature, and we outline the differences between psychometric and cognitive approaches to assessment design. The phrases working within a cognitive framework, cognitively principled assessment design, and cognitive diagnostic assessment are used interchangeably throughout this chapter. They can be generally defined as the joint practice of using cognitive models of learning as the basis for principled assessment design and reporting assessment results with direct regard to informing learning and instruction.
