Throughout most of the nineteenth century, British imperial policy developed from two antithetical and mutually exclusive concepts. It aimed simultaneously at extending British trade and culture under the paternal authoritarianism of crown-colony rule, and it sought the progressive realization of colonial self-government through the spread and adaptation of British institutions. The first concept sprang from the utilitarian criterion of “the greatest happiness for the greatest number,” and emphasized law rather than liberty as the great instrument of human improvement. The second derived from the utilitarian doctrine of liberty, the claim for a sphere of activity within which the individual was sovereign and free from external interference. In practice, the first was deemed appropriate for the tropical parts of Britain's mercantile empire, the second for colonies of British settlers overseas. With the outbreak of war in South Africa in 1899 these two concepts came into signal opposition, and the Fabians, intellectual heirs of utilitarianism, encountered difficulty in reconciling them. One faction, led by Ramsay MacDonald, held the issue to be one of freedom and maintained that good government was no substitute for self-government. The majority, under the influence of Sidney Webb and George Bernard Shaw, rejected the idea that Britain must educate subject peoples towards self-government and advanced an intellectual justification for autocratic control in the dependent empire. So far as the empire was concerned, Webb and Shaw aimed less at reconstructing political institutions than at making existing institutions work more effectively. In its Fabian metamorphosis, the utilitarian idea of empire thus displayed a zeal for order and centralization, and its dominant theme was greater efficiency.

Houndsditch, near Bishopsgate, was once the daily scene of traffic and bustle as dealers in second-hand clothing assembled after their daily rounds to pick up what they might sell for a few pence or a shilling. In 1901, Sidney Webb praised Lord Rosebery for his “escape” from Houndsditch—his casting off of his “Gladstonian old clothes” and especially such features of the Liberal program as Irish Home Rule—and provided him with a richly embroidered collectivist cloak to hide his political nakedness. In 1918, partly at Webb's urging, the Labour party adopted a socialist platform. Thereafter, in defining their attitude towards the Empire, a few class warriors within the labor movement advocated an alliance between British workers and the colonial proletariat. The majority, however, returned to Houndsditch: they borrowed their imperial ideas from liberalism, including a variant of the Gladstonian solution for the Irish question.

The first quarter of the twentieth century saw the emergence within the British Empire of a commonwealth of autonomous dominions, each completely self governing in its internal affairs, each asserting its economic independence by assessing a tariff on British goods, and each aspiring towards a position of constitutional equality with the United Kingdom. Since 1945, a new commonwealth has emerged, including in its membership not only British nations beyond the seas but also nations of Asia, with cultures of their own and with a history reaching farther into the past than that of Britain, and to which are being added new communities in Africa. The appearance of this new commonwealth has raised the question of the relations between these non-European nations and the older members. It has also raised the question, once British control has been removed, how deeply the superimposed British political, legal, and social institutions have penetrated into non-British communities. The new commonwealth is thus an experiment in a unique, multi-national association of peoples, and upon the success of the experiment depends its future existence.
The Habit of Deference: The Imperial Factor and the “University Question“ in Upper Canada*

“Imperialism,” like “empire,” is a word with many connotations; briefly, it describes an attitude of mind to the possession and use of dependent territories by the metropolitan power and the effect of colonization on the society and polity of the colonized. Despite attempts to discover a common basis to imperialist thinking at all times in history, most historians perceive differences, both in degree and kind, between different empires and at various times in the history of a single empire. They approach their task either with a definition of “imperialism” or a theory about the phenomenon it is meant to describe, and are concerned primarily with the effects of policies rather than how and why they were made; or they ask why something happened when it did, in the way it did, and are concerned primarily with the making of policy and the motives of the policy-makers.
Following the second approach, this paper explores one of the most crucial and continuous questions that imperial administrators had to resolve: the problem of self-government in colonies of European settlement, leading to the ultimate transfer of power; and by looking at the “University Question” in Upper Canada during the half-century after 1791, it examines how the perpetual adjustment that was “policy-making” actually happened. More specifically, in answering the question, “Who ran the British Empire?”, it is concerned not so much with the effects of Britain's control over subject peoples as with the method by which it exercised that control.
