Intercomparison of Models of 14C in the Biosphere for Solid Radioactive Waste Disposal

Radiocarbon is present in solid radioactive wastes arising from the nuclear power industry, in reactor operating wastes, and in graphite and activated metals that will arise from reactor decommissioning. Its half-life of 5730 yr, among other factors, means that 14C may be released to the biosphere from radioactive waste repositories. These releases may occur as 14C-bearing gases, especially methane, or as aqueous species, and enter the biosphere from below via natural processes or via groundwater pumped from wells. Assessment of radiation doses to humans due to such releases must take account of the major role of carbon in biological processes, requiring specific 14C assessment models to be developed. Therefore, an intercomparison of 5 14C assessment models was organized by the international collaborative forum, BIOPROTA. The intercomparison identified significantly different results for the activity concentrations in the soil, atmosphere, and plant compartments, based upon the different modeling approaches. The major source of uncertainty was related to the identification of conditions under which mixing occurs and isotopic equilibrium is established. Furthermore, while the assumed release area plays a role in determining the calculated atmospheric 14C concentrations, the openness of the plant canopy and the wind profile in and above the canopy are the key drivers. The intercomparison has aided understanding of the processes involved and helped to identify areas where further research is required to address some of the uncertainties.

This paper describes a solid state laser concept that scales to MW levels of burst power and MJ of burst energy and burst durations measured in seconds. During lasing action, waste heat is purposely stored in the heat capacity of the active medium. The paper outlines the principal scaling laws of key operational features and arrives at a conceptual design example of the laser head as well as a mobile laser system.

When a large piece of space debris forced a change of flight plan for arecent U.S. Space Shuttle mission, the concept that we are trashing space as well as Earth finally attained broad public awareness. Almost a million pieces of debris have been generated by 35 years of spaceflight, and now threaten long-term space missions. The most economical solution to this problem is to cause space debris items to reenter and burn up in the atmosphere. For safe handling of large objects, it is desired to do this on a precomputed trajectory. Due to the number, speed, and spacial distribution of the objects, a highly agile source of mechanical impulse, as well as a quantum leap in detection capability are required. For reasons we will discuss, we believe that the best means of accomplishing these goals is the system we propose here, which uses a ground-based laser system and active beam phase error correcting beam director to provide the impulse, together with a new, computer-intensive, very high-resolution optical detection system to locate objects as small as 1 cm at 500-km range. Illumination of the objects by the repetitively pulsed laser produces a laser-ablation jet that gives the impulse to de-orbit the object. A laser of just 20-kW average power and state-of-the-art detection capabilities could clear near-Earth space below 100-km altitude of all space debris larger than 1 cm but less massive than 100 kg in about 4 years, and all debris in the threatening 1–20-cm size range in about 2 years of continuous operation. The ORION laser would be sited near the Equator at a high altitude location (e.g., the Uhuru site on Kilimanjaro), minimizing turbulence correction, conversion by stimulated Raman scattering, and absorption of the 530-nm wavelength laser beam. ORION is a special case of Laser Impulse Space Propulsion (LISP), studied extensively by Los Alamos and others over the past 4 years.

PLANET-B is an ISAS spacecraft which will investigate the upper atmosphere and the surroundings of Mars between 1999 and 2001 To clarify the presence and characteristics of the Martian dust ring/torus, an impact ionization dust detector will be on board PLANET-B The detector (PLANET B Mars Dust Counter), which is an improved version of the Munich Dust Counters of HITEN and BREMSAT, will weigh only 630g with an aperture area 140cm2. The detectable mass range will be between 10-16g and more than 10-6g and the velocity range will be from 1km/s to more than 70km/s. Since PLANET-B executes retrograde elliptic orbits close to the zodiacal plane, our detector can investigate the spatial distribution of prograde dust particles from Phobos and Deimos with relative encounter velocity as large as or higher than 1km/s. PLANET-B MDC shall also measure the dust environment around the Earth and interplanetary and possibly interstellar dust particles.

Summary
Introduction
In recent years there has been an evolution in interest in semiconductor laser technology from exploring the performance limits of single devices of inherently low power to exploiting the potential of large arrays of devices of much higher power. While the low-power semiconductor devices are a proven component in many commercial systems, it is clear that a number of applications also exist for high-power arrays and that semiconductor-laser researchers are now poised to tackle them.
The manufacture of large volumes of semiconductor laser arrays with high yield has enabled the fabrication of larger and larger arrays. Rather than mounting single devices on copper submounts, and thus limiting the modest amount of steady state waste heat which can be dissipated, the laser designer is now faced with the challenging task of fabricating increasing numbers of devices in increasingly smaller volumes and operating these units at increased duty cycle or average power. We are faced with the same evolution of technology which IC chip manufacturers have faced for years; however, the semiconductor lasers are far more temperature sensitive than silicon-based electronic circuits and the task is ever more challenging.
Depending on the application, the utility of any laser is governed by its ability to deliver photons to a remote location, which in turn depends on the beam quality.
