Optical components such as lenses, glass windows, and prisms are subject to Fresnel reflection due to the mismatch between the refractive indices of the air and glass. An optical interface layer, i.e., antireflection (AR) layer, is needed to eliminate this unwanted reflection at the air/glass interface. Nanostructured broadband and wide-angle AR structures have been developed using a scalable self-assembly process. Ultra-high performance of the nanostructured AR coatings has been demonstrated on various substrates such as quartz, sapphire, polymer, and other materials typically employed in optical lenses. AR coatings on polycarbonate lead to optical transmittance enhancement from approximately 90% to almost 100% for the entire visible, and part of the near-infrared (NIR), band. The AR coatings have also been demonstrated on curved surfaces. AR coatings on n-BK7 lenses enable ultra-high light transmittance for the entire visible, and most of the NIR, spectrum. Nanostructured oxide layers with step-graded index profiles, deposited onto the optical elements of an optical system, can significantly increase sensitivity, and hence improve the overall performance of the system.

The impact of nanostructured broadband antireflection (AR) coatings on solar panel performance has been projected for a broad range of panel tilt angles at various locations. AR coated films have been integrated on test panels and the short-circuit current has been measured for the entire range of panel tilts. The integration of the AR coatings resulted in an increase in short-circuit current of the panels by eliminating front sheet reflection loss for a broad spectrum of light and wide angle of light incidence. The short-circuit current enhancement is 5% for normal light incidence and approximately 20% for off-angle light incidence. The National Renewable Energy Laboratory (NREL) System Advisor Model (SAM) predicts that this AR coating can yield at least 6.5% improvement in solar panel annual power output. The greatest enhancement, approximately 14%, is predicted for vertical panels. The AR coating’s contributions to vertical mount panels and building-integrated solar panels are significant. This nanostructured broadband AR coating thus has the potential to lower the cost per watt of photovoltaic solar energy.

Flexible copper indium gallium diselenide (CIGS) solar cells on lightweight substrates can deliver high specific powers. Flexible lightweight CIGS solar cells are also primary candidates for building-integrated panels. In all applications, CIGS cells can greatly benefit from the application of broadband and wide-angle AR coating technology. The AR coatings can significantly improve the transmittance of light over the entire CIGS absorption band spectrum. Increased short-circuit current has been observed after integrating AR coated films onto baseline solar panels. NREL’s System Advisor Model (SAM) has predicted up to 14% higher annual power output on AR integrated vertical or building-integrated panels. The combination of lightweight flexible substrates and advanced device designs employing nanostructured optical coatings together have the potential to achieve flexible CIGS modules with enhanced efficiencies and specific power.

Objective.
To determine relative rates of blood culture contamination for 3 skin antisepsis interventions—10% povidone iodine aqueous solution (PI), 2% iodine tincture (IT), and 2% chlorhexidine gluconate in 70% isopropyl alcohol (CHG)—when used by dedicated phlebotomy teams to obtain peripheral blood cultures.
Design.Randomized crossover trial with hospital floor as the unit of randomization.
Setting.Teaching hospital with 885 beds.
Patients.All adult patients undergoing peripheral blood culture collection on 3 medical-surgical floors from May 2009 through September 2009.
Intervention.Each antisepsis intervention was used for 5 months on each study floor, with random crossover after a 1-month washout period. Phlebotomy teams collected all peripheral blood cultures. Each positive blood culture was adjudicated by physicians blinded to the intervention and scored as a true positive or contaminated blood culture. The primary outcome was the rate of blood culture contamination for each antisepsis agent.
Results.In total, 12,904 peripheral blood culture sets were evaluated, of which 735 (5.7%) were positive. There were 98 contaminated cultures, representing 13.3% of all positive cultures. The overall blood culture contamination rate for the study population was 0.76%. Intent-to-treat rates of contaminated blood cultures were not significantly different among the 3 antiseptics (P = .18), yielding 0.58% with PI (95% confidence interval [CI], 0.38%-0.86%), 0.76% with IT (95% CI, 0.52%-1.07%), and 0.93% with CHG (95% CI, 0.67%-1.27%).
Conclusion.Choice of antiseptic agent does not impact contamination rates when blood cultures are obtained by a phlebotomy team and should, therefore, be based on costs or preference.

Summary
The Singapore Internet Research Centre (SiRC) has championed the cause of ICT for Development (ICTD) research with Strengthening ICTD Research Capacity in Asia (SIRCA), a pioneer capacity-building programme that aims to develop the research skills of emerging researchers in the Asia Pacific region. Under SIRCA, a number of experienced scholars served as mentors to principal investigators from all over Asia. Their collaboration has resulted in a range of research findings and lessons learnt which are compiled in this volume. It is divided into three sections, or perspectives: (1) Management Perspectives; (2) Research Perspectives; and (3) Research Outputs.
The first section discusses the inception of the SIRCA programme; opportunities, issues and concerns arising from the implementation, management and evaluation of both the process and the outcomes. The section primarily underscores the need for ICTD research to be more analytical and empirical as opposed to descriptive and anecdotal. It also highlights the importance of rigour and sophistication in ICTD research methodology. The narratives on the management level highlight the relationship of the mentors and PIs, the lessons learnt, and how the programme inspired the PIs to engage in ICT research and practice. The evaluation of the programme describes SIRCA's success in achieving its objectives, as well as recommendations for improvement.
The second section reflects the range of academic traditions represented in the programme through the lens of the research mentors. The section highlights the importance and complexity of key links; that between ICTD theory and praxis, and the links between research, instruction and professional development. However, the practice of ICTD has not yet yielded a straight pathway to theorising either. We often aim to conduct ICTD research inside a “clean room” of research methods — structured, organised, and systematic — yet the reality is one of messy encounters with data gathering and analysis.

Information and communication technologies have long promised to provide quality education, improve healthcare, allow open government, and solve environmental issues. To realize this potential and influence policy-making and programme design, the Singapore Internet Research Centre, supported by the IDRC, created an innovative research capacity-building programme, SIRCA. The programme supports interdisciplinary ICTD research through the nurturing of research relationships. By bringing together experienced mentors with deserving early-career Asian researchers in an intellectually stimulating environment, SIRCA has fostered a cohort of talent capable of generating the rigorous scientific evidence needed. Their stories, and reflections upon the programme, are told here. If ever it needed demonstrating that ICTs are an indispensable tool for developing an information society rather than a reward for achieving it, then the SIRCA programme has achieved that.
