Summary

society’s activities in the legal scientific and practical aspects. The Palestinian NGOs in Israel are active in the process of institution-building and group organization and take upon themselves responsibility for providing cultural, economic, social, and political services. These services can supplement or be an alternative to those provided by the state—especially when state institutions fall short in providing the necessary services to Palestinians in Israel. Some within the Israeli establishment and among Palestinians view the development of nongovernmental organizations in Palestinian society as part and parcel of the process of institution-building and autonomy, without dependence on the state.
