The Failure of a Grand Design: Mitterrand's European Confederation, 1989–1991

Abstract

On 31 December 1989, a few weeks after the fall of the Berlin Wall, President François Mitterrand of France called for the creation of ‘a European confederation’ designed to ‘associate all states of [the] continent in a common and permanent organisation for exchanges, peace and security’. Yet less than eighteen months later the Confederation project, a major initiative for post-Yalta Europe, had collapsed. What were Mitterrand's objectives? What were the modalities of the project, and how was it conducted? And why did it fail in the end, after having raised much hope?

L'échec d'une grande idee: la confédération européenne de mitterrand (1989–1991)

Le 31 décembre 1989, quelques semaines après la chute du mur de Berlin, le president français François Mitterrand a appelé à la création d'une ‘Confédération européenne’, qui devait ‘rassembler tous les états du continent dans une organisation permanente et commune pour les échanges, la paix et la sécurité’. Pourtant, dix-huit mois plus tard, ce projet, qui était une initiative majeure dans l'Europe post-Yalta, avait échoué. Quels étaient les objectifs de Mitterrand? Quels étaient les modalités du projet et comment devait-il être mis en pratique? Et finalement, pourquoi était-il voué à l'échec après avoir provoqué tant d'espoir?

Das scheitern eines großen plans: mitterrands europäische konföderation (1989–1991)

Am 31. Dezember 1989, wenige Wochen nach dem Fall der Berliner Mauer, rief der französische Präsident François Mitterrand zur Bildung einer ‘europäischen Konföderation’ auf, welche ‘alle Staaten des Kontinents in einer permanenten Organisation zur Sicherung des Austauschs, des Friedens und der Sicherheit zusammenbringen’ sollte. Doch schon weniger als achtzehn Monate später war das Projekt der Konföderation, eine bedeutende außenpolitische Initiative im Europa nach der Konferenz von Jalta, gescheitert. Welche Ziele verfolgte Mitterrand mit dem Projekt? Was waren die Rahmenbedingungen und wie versuchten französische Außenpolitiker das Projekt umzusetzen? Warum scheiterte das Projekt, nachdem es zunächst zu so vielen Hoffnungen Anlass gegeben hatte?
