Making Peace in the Shadow of War: The Austrian–Hungarian Borderlands, 1945–1956

Abstract

This article examines the process of state reconstruction in Austria and Hungary's borderlands that followed the Second World War. This process of state reconstruction was also a process of pacification, as it represented an attempt to (re)build states on the foundations of the military settlement of the war. The construction of legitimate state authority was at its most successful on the Austrian side of the border, where political actors were able to gain legitimacy by creating a state that acted as an effective protector of the immediate demands of the local community for security from a variety of threats. On the Hungarian side of the border the state was implicated with some of the actors who were seen as threatening local communities, something that produced political polarisation. These differences set the stage for the transition from war to cold war in the borderlands.

Construire la paix sous l'ombre de la guerre: expériences dans la région frontalière austro-hongroise, 1945–1950

Cet article analyse le processus de la reconstruction de l'Etat dans les régions frontalières de l'Autriche et de l'Hongrie après la seconde guerre mondiale. Ce processus de reconstruction étatique était aussi un processus de pacification, puisqu'il représentait la tentative de rebâtir des états sur la base des expériences de la guerre. La construction d'une autorité étatique légitime connaissait plus de succès du côté autrichien de la frontière. Les acteurs politiques y étaient capables de gagner en légitimité en créant un état qui satisfaisait les demandes immédiates de la communauté locale en vue de protéger contre différentes menaces. Du côté hongrois de la frontière, l'état apparaissait être mêlé à certains des acteurs qui étaient considérés comme une menace des communautés locales. Cela a créé une polarisation au niveau politique. Ces différences ont préparé le terrain pour la transition de la guerre à la guerre froide dans la région frontalière.

Den frieden im schatten des krieges bauen: erfahrungen im österreichisch-ungarischen grenzgebiet, 1945–1956

Dieser Artikel untersucht den Prozeß der Rekonstruktion von Staatlichkeit an der Grenze zwischen Österreich und Ungarn nach dem Zweiten Weltkrieg. Dieser Staatsbildungsprozess war zugleich ein Pazifizierungsprozeß, da er den Versuch darstellte, Staaten auf der Grundlage von Kriegserfahrungen neu oder wieder zu gründen. Die Konstruktion legitimer Staatlichkeit war auf der österreichischen Seite der Grenze am erfolgreichsten, wo es den politischen Akteuren möglich war Legitimität zu gewinnen, indem sie einen Staat begründeten, welcher als Schutzmacht für die lokale Gemeinschaft gegenüber einer ganzen Reihe von Gefahren dienen konnte. Auf der ungarischen Seite der Grenze dagegen war der Staat mit einigen jener Gruppen verbunden, welche als Bedrohung der lokalen Ordnung wahrgenommen wurden, so dass die politische Polarisierung zu- und nicht wie in Österreich abnahm. Diese Unterschiede bildeten den Hintergrund für den Übergang vom Krieg zum Kalten Krieg im österreichisch-ungarischen Grenzgebiet.
