This essay shows that the growth of the economy of New Granada during the Eighteenth Century made an important impact on its political center, Santafé de Bogota, at least until 1808. Such prosperity was the result of a process of specialization and division of labor between different regions of the new kingdom, derived from the dynamics of gold mining that gave a strong impulse to Santafé's economy as a trade center for the handicraft production of Eastern Colombia and the fertile savanna surrounding it, which was a net food exporter. The Mint established in Santafé, which was a de facto monopoly, attracted merchants and miners who established there a center for the exchange of gold dust for coin.

Starting from the quantitative reconstruction of revenues and expenses of the Royal Treasury in the Yucatan province during the period 1801-1821, the paper shows the transition from an unbalanced regional fiscal structure that depended on colonial transfers (situados) to offset the deficit, to one self-sufficient structure in the context of the Independence War and the liberalism of the Cortes de Cadiz. An autonomy based on the indigenous capitation tax and the fiscal control of foreign trade that was made in the ports of the Yucatan Peninsula.

Latin America had the highest tariffs in the world before 1914; Asia had the lowest. Heavily protected Latin America also boasted some of the most explosive belle époque growth, while open Asia registered some of the least. What brought the two regions to the opposite ends of the tariff policy spectrum? We find that limits to Asian tariff policy autonomy may have lowered tariffs substantially there, but by themselves they cannot explain why Asian tariffs were so much lower than the Latin American tariffs before 1914; that natural barriers, domestic political economy and strategic tariff policy seems to have contributed much to the difference and that the origins of Asian post-World War 2 import-substitution policies seem to lie in the interwar years when Asian tariff levels caught up with those of Latin America.

This article provides a historical overview of the factors leading up to debt crises and the default mechanisms used by governments to solve them, ranging from repudiation and restructuring to inflation tax and financial repression. The paper also analyses the Spanish governments’ graduation to responsible public debt management under democracy and the last debt crisis starting in 2010. After analysing the evolution of the outstanding public debt, budget deficits, the Spanish economy's ability to borrow, the central government's debt affordability and the profile of public debt, the article concludes that the Spanish case confirms the main hypotheses of concerning international debt crises: short-term borrowing enhanced the risk of a debt crisis; insolvency problems arose when governments were unwilling or unable to repay debt; debt crises took place after large capital inflows; most outright defaults ended up being partial defaults; public debt level became unsustainable when it rose above 60-90 per cent of GDP; default trough inflation became commonplace when fiat money displaced coinage; financial repression was used as a subtle type of debt restructuring; and defaults endangered the creditworthiness of the Spanish Finance Ministry and forced disciplined fiscal policies.

The analysis of the evolution of the location of economic activity in Portugal between 1890 and 1980 depicts a strong concentration of productive activity in the coastal regions. We estimate data for regional GDP per capita, which show that the evolution of regional inequality followed an inverted U-curve, in line with that observed in other regions of Europe, but with a rather late peak, in 1970. The reasons for this behaviour may be found in the limits to industrialisation in the interior regions and the benefits generated by the agglomeration economies in the more developed coastal regions.

The aim of this paper is to measure the influence of the railroad in the urbanization of Spain between 1860 and 1910. Our sources are from quantitative information –censuses of population– and qualitative one –coastal condition, existence of mining industry or industry, administrative capital and date of the railway connection–. We have estimated a first model of data panel in differences. Based on this model we have employed different estimation techniques in order to address omitted variables and/or endogeneity of the train variable. Results from all estimations give us clear evidence of the positive influence of the railroad on the urban growth. In addition a quasi-experiment design reinforces this conclusion. In short, although moderate, our paper shows strong evidence of the influence of the railroad on Spanish urbanization. This conclusion is coherent with other research.

This paper is an attempt at assessing the economic impact of market-oriented reforms undertaken during General Franco's dictatorship, in particular the 1959 Stabilisation and Liberalisation Plan. Using an index of macroeconomic distortions, the relationship between economic policies and the growth record is examined. Although a gradual reduction in macroeconomic distortions was already in motion during the 1950s, the 1959 Plan opened the way to a new institutional design that favoured a free market allocation of resources and allowed Spain to accelerate growth and catch up with Western Europe. Without the 1950s reforms and, especially, the 1959 Plan, per capita GDP would have been significantly lower in 1975.

Because the literature of European economic history has paid little attention to traditional electricity systems, the interest in studying Fensa lies in analysing the different types of companies, which helped to shape the development of the Spanish electricity sector prior to its present oligopolistic structure. This case provides insight into two issues. First, we learn about the behaviour of the second-generation companies (those that based their production on a controlled hydropower regime), which, despite their limited size, made their commercial specialisation (supplying the dynamic industrial market of Guipúzcoa) their main comparative advantage. Second, we analyse the behaviour of those companies which at this time, as distribution companies and/or subsidiaries of the large Spanish companies (Iberduero), were an instrument of the policy of integrating regional markets.

This article analyses the origin of the persistently high level of electricity prices that hampered the expansion of electricity consumption during the interwar period in Porto. Initially, the rent-seeking behaviour of both the supply firm and the City Hall at the local level affected the expansion of the local electricity market. During the 1930s, this collusion at municipal level coincided with unpredictable energy policies at state level. This circumstance impeded the indispensable increase of scale and the building of a regional market of electricity in north Portugal. The literature on regulation and institutional analysis has proved very useful. Finally, though equally important, primary sources from company archives and institutional bodies were also employed.

Financial crises are not unique to current financial systems. Are crises alike? Have they become more frequent, longer lasting and more severe since the 20th century? What does history tell us? The objective of this paper is to study the financial crises that have occurred in Spain over the last 150 years. We consider different types of crises (banking, currency and stock market crises), together with all their possible combinations, estimate their frequency by period and measure their length and depth. The main conclusion we obtain is that Spanish crises have been more frequent than in the rest of the world and have been more severe and more complex since 1973, as the 2007 crisis is confirming.

The historiography emphasizes the importance of the fiscal policy and regional differences as causes of Hispano-American independences. The Consolidación de los Vales Reales (1804-1809), an endorsement of the debt contracted to its colonies by Spain in order to finance its constant wars, caused the collapse of the Mexican Treasury and was a key factor in its independence. This article demonstrates that in Cuba, the Consolidation had a different effect. Thanks to its different institutionalization and fiscal praxis, it was used to alleviate the deficit of situados, with which the Mexican Treasury financed the Cuban, and it may help to understand the reasons for non-independence. However, to prove this requires reconstructing the accounts of the Cuban Consolidation, which also demonstrates that the data used up until now were erroneous.

This article discusses the evolution of the total and social public expenditure in Uruguay during the 20th century. It analyzes the growth path of the social public expenditure and the extent up to which it could be preserved from the cyclical economic downturns and the fiscal constraints of the Public Sector. The paper finds a low long-run elasticity of public spending to GDP – leading to a slow growth of social public expenditure and a remarkable procyclical pattern of total and social public expenditure. It also shows that social spending, especially education expenditure, has often been used as an instrument to curb budget deficits. No distinctive «fiscal regimes» for the period could be identified.

The paper analyses exchange rate regimes implemented by the major Latin American (LA) countries since the 1950s, with special attention to the period beginning in the 1970s. The aim is to evaluate the relationship between exchange rate regimes and macroeconomic performance. After an overview of the main trends followed by the major LA countries over the last 60 years, the paper focusses on regimes that were implemented (1) with stabilisation purposes (nominal anchor) and (2) with the aim of targeting competitive and stable real exchange rates. These sections analyse in greater detail some important links between exchange rate regimes and macroeconomic performance. The paper closes with an assessment of the experiences with exchange rate regimes in LA.
