6 - End of an illusion

Summary

The Left Front experiment in West Bengal is now widely regarded by knowledgeable observers as a failure. Even a Secretary of the West Bengal government when asking his IAS colleagues if they could think of a single successful program the Left Front could claim credit for, received no suggestions, though they were themselves in charge of implementing the policies. Despite some of the party faithful still claiming it a success, most veteran Communists know better. This failure was admitted in an inner party document by the Burdwan District Committee of the CPM, which the CPM leadership subsequently withdrew from internal party circulation.

the Left Front government have not been able to meet the aspirations of the people… People feel that even the limited power at the disposal of the Left Front government has not been properly used. It will not be an exaggeration to say that procrastination and misuse in the administration are on the increase. In areas like education, health, transport, irrigation works, labour, electricity, local self-government, police administration and High Court which are all closely connected with the people, the role of the government has no impact on the masses. Even the progressive measures like taking over the vested land and cancellation of illegal pattas (record of right), barga recording… all undertaken for the good of the people have not been properly implemented. There is considerable slackness and corrupt practices are followed in the implementation of these social programmes by the government which bring in their own complications. […]
