  2. HR 6942 Foreign Aid. Weiss amendment to delete a provision in the bill to reduce the number of congressional committees receiving advance notice of covert operations by federal agencies, thereby restoring the Hughes-Ryan amendment. Rejected 50–325 (R 2–130, D 48–195). May 28, 1980.

  3. HR 6942. Foreign Aid. Bauman amendment to delete $5.5 million in military aid for Nicaragua. Adopted 267–105. (R 132–2, D 135–103). May 28, 1980.

Wright substitute for the Bauman amendment, to allow the bill's $25 million in Econcomic Support Fund aid to Nicaragua, and to require the president to report to Congress every 90 days on the internal situation in Nicaragua, including the government's observance of human rights.
