“For when the greater States conquer and enslave the lesser, as the Syracusans have done the Locrians, who appear to be the best governed people in that part of the world, or as the Athenians have done the Ceans (and there are ten thousand instances of the same sort of thing), all that is not to the point; let us endeavour rather to form a conclusion about the various institutions themselves, and say nothing at present of victories and defeats.”

“Diese neu auftretenden Ideen sind nun aber nicht erst durch die höhere Kultur erzeugt worden, sondern sie beruhen auf uralten Rechtsanschaungen, die vor dem Eindringen der indogermanischen Völker allgemein galten, von diesenfreilich unterdruckt würden, dann aber, aus den unteren Schichten, in welchen sie sich—dem Blick des Geschichtsforschers verborgen—behauptet hatten, langsam wieder zur Herrschaft zu gelangen strebten.
