Summary
INTRODUCTION
The National Basketball Association, the world's premier professional basketball league, attracts the best players in the world and draws large live crowds and television audiences. Outcomes in the NBA reflect economic decisions made by teams, coaches and players, and decisions made by referees share important similarities with decisions made by law enforcement officials such as judges and police officers. These features facilitate the use of economic models and concepts to understand outcomes in the NBA. A substantial body of scholarly research in economics focuses on analysing and understanding outcomes in the NBA.
This chapter selectively reviews economic research focused on the NBA to better understand the underlying economic decisions made by players, referees, teams and the league. We focus on three main areas of economic research: the presence and dimensions of referee bias; the existence and impact of discrimination in salaries, hiring and by fans; and the identification and impact of superstar players.
A substantial body of economic research examines the quality of refereeing and the impact of referee decisions in the NBA. The NBA experienced several high-profile instances of referee misconduct, including the arrest and conviction of a long-serving referee (Tim Donaghy) for fixing games. The NBA has a long history of discrimination against people of colour, which has been addressed by a large body of scholarly research. As the NBA because increasingly globalized in terms of players, this research expanded to include analysis of discrimination against foreign-born players.
In addition, there is a sizeable literature focused on superstars in the NBA. Superstars exist in many settings, including sports, popular music, television, lawyers, textbooks and others. The NBA contains small-team rosters and attracts substantial fan and media attention. These factors facilitate superstar research in this setting. Much of the existing research on the economics of superstars focuses on the NBA.
REFEREE BIAS
Biases influence decisions made in many settings. A lack of data on outcomes that might be influenced by biases hinders empirical research into the nature and extent of biases in the economy.

The global community needs to be aware of the potential psychosocial consequences that may be experienced by health care workers who are actively managing patients with coronavirus disease (COVID-19). These health care workers are at increased risk for experiencing mood and trauma-related disorders, including posttraumatic stress disorder (PTSD). In this concept article, strategies are recommended for individual health care workers and hospital leadership to aid in mitigating the risk of PTSD, as well as to build resilience in light of a potential second surge of COVID-19.
Sleep in Emergency Services Workers: What Do We Know and Why Does It Matter?

Introduction:
Emergency service workers perform physical work while being subjected to multiple stressors and adverse, volatile working environments for extended periods. Recent research has highlighted sleep as a significant and potentially modifiable factor impacting operational performance.
Aim:This presentation would (a) examine the existing literature on emergency service workers’ sleep quantity and quality during operations, (b) synthesize the operational and environmental factors that impact sleep (e.g., shift start times, shift length, sleeping location, smoke, noise, heat), and (c) assess how sleep impacts aspects of emergency service workers’ health and safety, including mental and physical health and performance.
Methods:This presentation would be based on a narrative review conducted by the authors which used a systematic search strategy of health-related databases. Articles that were not relevant, duplicate or from non-peer-reviewed sources were excluded.
Results:Sleep is restricted during emergency service deployments, particularly when shifts have early start times, are long duration, and/or when sleeping in temporary accommodation (e.g., tents, vehicles). Shortened sleep impairs cognitive but not physical performance under simulated emergency services conditions.
Discussion:Depending on the organization and jurisdiction, these findings warrant re-evaluation of existing policies, formalization of beneficial but currently ad-hoc practice, or provide support for current procedures. Work shifts should be structured, wherever possible, to provide regular and sufficient recovery opportunities (rest during and sleep between shifts), especially in dangerous working environments where fatigue-related errors have more severe consequences. For agencies to continue to defend local communities against natural hazards, strategies should be implemented to improve and manage emergency service workers sleep and reduce any adverse impacts on work.

OBJECTIVES/SPECIFIC AIMS: Rodent models can be used to study neonatal abstinence syndrome (NAS), but the applicability of findings from the models to NAS in humans is not well understood. The objective of this study was to develop a rat model of norbuprenorphine-induced NAS and validate its translational value by comparing blood concentrations in the norbuprenorphine-treated pregnant rat to those previously reported in pregnant women undergoing buprenorphine treatment. METHODS/STUDY POPULATION: Pregnant Long-Evans rats were implanted with 14-day osmotic minipumps containing vehicle, morphine (positive control), or norbuprenorphine (0.3–3 mg/kg/d) on gestation day 9. Within 12 hours of delivery, pups were tested for spontaneous or precipitated opioid withdrawal by injecting them with saline (10 mL/kg, i.p.) or naltrexone (1 or 10 mg/kg, i.p), respectively, and observing them for well-validated neonatal withdrawal signs. Blood was sampled via indwelling jugular catheters from a subset of norbuprenorphine-treated dams on gestation day 8, 10, 13, 17, and 20. Norbuprenorphine concentrations in whole blood samples were quantified using LC/MS/MS. RESULTS/ANTICIPATED RESULTS: Blood concentrations of norbuprenorphine in rats exposed to 1–3 mg/kg/d of norbuprenorphine were similar to levels previously reported in pregnant women undergoing buprenorphine treatment. Pups born to dams treated with these doses exhibited robust withdrawal signs. Blood concentrations of norbuprenorphine decreased across gestation, which is similar to previous reports in humans. DISCUSSION/SIGNIFICANCE OF IMPACT: These results suggest that dosing dams with 1–3 mg/kg/day norbuprenorphine produces maternal blood concentrations and withdrawal severity similar to those previously reported in humans. This provides evidence that, at these doses, this model is useful for testing hypotheses about norbuprenorphine that are applicable to NAS in humans.

The North Carolina Wetland Assessment Method (NC WAM) was developed from 2003 to 2007 by a team of federal and state agencies to rapidly assess the level of wetland function. NC WAM is a field method which is science-based, reproducible, rapid, and observational in nature used to determine the level of wetland function relative to reference for each of 16 North Carolina general wetland types. Three major functions (Hydrology, Water Quality, and Habitat) were recognized along with 10 sub-functions. Sub-functions and functions are evaluated using 22 field metrics on a field assessment form. Data are entered into a computer program to generate High, Medium, and Low ratings for each sub-function, function, and the overall assessment area based on an iterative Boolean logic process using 71 unique combinations. The method was field tested across the state at more than 280 sites of varying wetland quality. Examples are presented for the use of NC WAM for compensatory mitigation notably to calculate functional uplift from wetland enhancement. Calibration and verification analyses to date show that the results of the method are significantly correlated with long-term wetland monitoring data and NC WAM has been verified for one wetland type (headwater forest) using these data.

We present a statistical analysis of the interactions between satellite galaxies in cosmological dark matter halos taken from fully self-consistent high-resolution simulations of galaxy clusters. We show that the number distribution of satellite encounters has a tail that extends to as many as three to four encounters per orbit. On average 30% of the substructure population had at least one encounter (per orbit) with another satellite galaxy. However, this result depends on the age of the dark matter host halo with a clear trend for more interactions in younger systems. We also report a correlation between the number of encounters and the distance of the satellites to the centre of the cluster — satellite galaxies closer to the centre experience more interactions. However, this can be simply explained by the radial distribution of the substructure population and merely reflects the fact that the density of satellites is higher in those regions.
In order to find substructure galaxies we applied (and present) a new technique based upon the N-body code MLAPM. This new halo finder MHF (MLAPM’s halo finder) acts with exactly the same accuracy as the N-body code itself and is therefore free of any bias and spurious mismatch between simulation data and halo finding precision related to numerical effects.

Metal hydrides present a feasible means of energy storage and hydrogen sensing but have several performance criteria that must be addressed, including the hysteresis effect during hydrogen loading and unloading. We present the results of a theoretical and experimental study which demonstrates the possibility to control or eliminate hysteresis during metal-hydride transformation in epitaxial Pd thin films. Theoretical analysis predicts stabilization of two-phase metal-hydride state in film due to its elastic interaction with the substrate. It is shown, by atomic force and scanning electron microscopy, that transformation in 100nm thick epitaxial Pd films on Al2O3 substrate proceeds by the formation of transversely modulated two-phase nanostructure. Morphology and crystallographic orientation of the metal-hydride interface corresponds to the theoretically predicted characteristics of coherent phases.

In “Drawing the Line on District Competition,” Michael McDonald (2006) challenges our conclusion that redistricting is not responsible for declining competition in House elections. McDonald claims that this conclusion is incorrect largely because our measure of district partisanship in 1992 is flawed. According to McDonald, using the normalized 1992 major party presidential vote as a measure of House district partisanship in 1992 seriously overstates the competitiveness of House districts in that year because of the impact of the vote for Ross Perot. McDonald recommends instead using the 1988 presidential vote to measure district partisanship in 1992, or using a procedure developed by Gelman and King (1994a) to estimate the partisan bias of House districts. With either of these methods, McDonald claims that a significant proportion of the decline in competitive districts between 1990 and 2002 was caused by redistricting. In addition, contrary to our finding that nonpartisan redistricting commissions have failed to produce increased competition in House elections, McDonald claims that nonpartisan redistricting in Arizona provides a positive example of what can be accomplished by nonpartisan redistricting commissions elsewhere.

To understand cluster formation and evolution it is important to understand the evolution of cluster substructure. The work described here focuses upon a set of fully self-consistent numerical simulations within a $\Lambda$CDM cosmology. Within the simulations we follow in detail the temporal and spatial properties of individually tracked satellite galaxies. The host galaxy clusters were chosen to sample a variety of formation histories, ages, and triaxialities. Despite their obvious differences, we find striking similarities within the associated substructure populations. Namely, the satellite galaxy orbital distributions are indistinguishable between the galaxy clusters.
