Theories demand much of data, often more than a single data collection can provide. For example, many important research questions are set in the past and must rely on data collected at that time and for other purposes. As a result, we often find that the data lack crucial variables. Another common problem arises when we wish to estimate the relationship between variables that are measured in different data sets. A variation of this occurs with a split half sample design in which one or more important variables appear on the “wrong” half. Finally, we may need panel data but have only cross sections available. In each of these cases our ability to estimate the theoretically determined equation is limited by the data that are available.

Eschewing Obfuscation? Campaigns and the Perception of U.S. Senate Incumbents

Campaigns play a central role in a democracy. I examine the effect of campaigns on the perception of the ideological positions of incumbent senators. The results demonstrate that incumbents affect voter perception both through their actions in office and on the campaign trail. Using the 1988 Senate Election Study, I find that the perceived location of incumbents depends on their roll call voting records, the perceived position of their party and the voter's own position. More crucial is the finding that candidates can affect the clarity of these perceptions through their campaign strategies. Incumbents who stress issues increase the clarity of voter perceptions, while challengers' attacks on incumbents reduce clarity. While elections alone increase clarity, these effects are small in comparison to the effect due to candidate campaign strategies. The results remind us that to understand the politics of elections we must incorporate candidate strategy in our models.

Republican Schoolmaster: The U.S. Supreme Court, Public Opinion, and Abortion

The United States Supreme Court has a historical role as a “republican schoolmaster,” inculcating virtues in the citizenry. The role as teacher to the republic also serves the interests of the Court. As the “weakest branch,” the Supreme Court needs public support if its decisions are to be effective. We investigate the Court's ability to win popular support for its rulings, specifically in the case of Roe v. Wade. The analysis shows that the Court's decision did affect public attitudes but not as previous work would predict. While support for abortions to protect health increased as a result of the Court's decision, the public became more polarized over “discretionary” abortions. The puzzle is what process can account for these disparate reactions. We develop a theory resting on interpersonal influences to explain these results, arguing that the social interpretation of events drives the differing outcomes. This theory is then tested against a purely psychological alternative. The closing discussion considers how these results can be extended to the general problem of public decisions and popular responses, including presidential actions and the influence of the media.

This article presents a model of individuals' party identification that contrasts with previous models. Past models, with the few recent exceptions noted, assume a hierarchical relationship either from identification to other aspects of political behavior, such as the perception and evaluation of issues and candidates, or from these behaviors to party identifications. The model discussed here places party within a dynamic concept of the electoral process and tests several hypotheses about factors producing changes in identifications. The first factor, consistent with the spatial-type issue voting models, estimates the effects of the relative proximity of each party to the individual's own policy preferences. Second, we examine the effect of the actual voting decision on subsequent identifications, with the expectation that if votes differ from previous identifications, there is a resulting shift in partisanship. Finally, we examine the hypothesis that identifications become less susceptible to change as people age and accumulate political experience. When combined with other research, the results indicate a model of the electoral process in which party identifications are both influenced by circumstances specific to each election and influence other behaviors. This nonrecursive model has a number of implications for the development and evolution of individual and aggregate partisanship. These implications are discussed at the end of the article.
