Collaboration Between Civil and Military Means for Teaching Disaster Medicine

Introduction:
Training in disaster medicine can be partly theoretical but it must include a large practical part. If part of it can be developed through exercises in virtual reality or on a computer, the realization of life-size disaster exercises bringing together all the disciplines is of great help in this learning. Exercises of such magnitude are difficult to carry out in civilian life for reasons of resources and cost. We therefore wanted to develop this disaster medicine course with the three French-speaking civil universities but also with the Royal Military School for the practical part.
Method:Collaboration agreements were established between three civilian universities (ULB, UCLouvain, ULiège) and the Royal Military School. The army thus provides the infrastructures of the Belgian military units to organize the exercises, personnel, means of make-up, vehicles, and security, all free of cost. Coordination meetings before exercises are also organized during the year by the army.
Results:The exercises are organized in complete safety conditions on military fields, isolated from the civilian environment without disturbing the daily functioning of civilians. Access is authorized and organized for the various disciplines (firefighters, police, red cross and other participants). Nearly 100 people (victims, firemen, policemen,...) and 50 vehicles per exercise make the scenario completely believable. Different scenarios are repeated six times to complete the training of 80 students.
Conclusion:The collaboration between civilians and military has made it possible to set up quality training integrating a large part of life-size exercises at no cost and in complete safety. This ends the course by integrating in practice all the knowledge learned during the theoretical part and the virtual exercises.
Global cerebrovascular burden and long-term clinical outcomes in Asian elderly across the spectrum of cognitive impairment

Background/Aim:
To investigate the predictive ability of the previously established global cerebrovascular disease (CeVD) burden scale on long-term clinical outcomes in a longitudinal study of Asian elderly participants across the spectrum of cognitive impairment.
Methods:A case-control study was conducted over a 2-year period involving participants with no cognitive impairment, cognitive impairment-no dementia (CIND), and Alzheimer's disease (AD). Annually, cognitive function was assessed with a comprehensive neuropsychological battery and the clinical dementia rating (CDR) scale was used to stage disease severity.
Results:Of 314 participants, 102 had none/very mild CeVD, 31 mild CeVD, 94 moderate CeVD, and 87 severe CeVD at baseline. There was a 1.14 and 1.42 units decline per year on global cognitive z-scores in moderate and severe CeVD groups, respectively, compared to none/very mild CeVD. Moderate-severe CeVD predicted significant functional deterioration at year 2 (HR = 2.0, 95% CI = 1.2–3.4), and conversion to AD (HR = 6.3, 95% CI = 1.7–22.5), independent of medial temporal atrophy.
Conclusion:The global CeVD burden scale predicts poor long-term clinical outcome independent of neurodegenerative markers. Furthermore, CeVD severity affects the rate of cognitive and functional deterioration. Hence, cerebrovascular burden, which is potentially preventable, is a strong prognostic indicator, both at preclinical and clinical stages of AD, independent of neurodegenerative processes.
Snow/atmosphere coupled simulation at Dome C, Antarctica

Using a snow/atmosphere coupled model, the evolution of the surface and near-surface snow temperature is modeled at Dome C, Antarctica, during the period 20–30 January 2010. Firstly, the detailed multilayer snow model Crocus is run in stand-alone mode, with meteorological input forcing data provided by local meteorological observations. The snow model is able to simulate the evolution of surface temperature with good accuracy. It reproduces the observed downward propagation of the diurnal heatwave into the upper 50 cm of the snowpack reasonably well. Secondly, a fully coupled 3-D snow/atmosphere simulation is performed with the AROME regional meteorological model, for which the standard single-layer snow parameterization is replaced by Crocus. In spite of a poor simulation of clouds, the surface and near-surface snow temperatures are correctly simulated, showing neither significant bias nor drifts during the simulation period. The model reproduces particularly well the average decrease of the diurnal amplitude of air temperature from the surface to the top of the 45 m instrumented tower. This study highlights the potential of snow/atmosphere coupled models over the Antarctic plateau and the need to improve cloud microphysics and data assimilation over polar regions.

Summary
Introduction
Consider a tree, growing in a forest. Its fate, in terms of growth rate, longevity and reproduction, is regulated by a suite of biotic and abiotic factors, such as soil moisture, competition with other plants and interactions with natural enemies. Its branches, leaves and roots contribute to nutrient and water cycles. The tree provides habitat for animals – insects, birds, mammals. Understanding these interactions falls squarely in the domain of classical ecology. Now, imagine that the tree and its surrounding forest is part of a city, the trees interspersed with houses, streets, lawns and gardens. Here, the fate of the tree becomes strongly intertwined with the lives and decisions of humans. Its longevity, reproductive rate and contributions to the larger ecosystem are mediated by a complex suite of anthropogenic processes. In this setting, the tree's life cycle may differ from that of all of its ancestors: its ‘birth’ perhaps in a commercial nursery, its dispersal through an economic system of marketing and transportation, its growth determined by local application of fertiliser by a resident or a lawn care firm, its ultimate removal (death/decay) perhaps mediated by city policies on tree hazards, its reproduction quelled entirely. Yet, the tree and its urban forest still contribute to ecosystem processes. It provides habitat for animals, and its leaves, branches and roots still influence the flow of water through the urban ecosystem. Humans, therefore, both consciously and unconsciously sculpt biodiversity and ecosystem functioning in cities (and elsewhere).

We report on experimental results of non-resonant two-photon absorption-induced photoluminescence in ZnO nanostructures, which may act as a possible route to excite ZnO nanostructure based lasers. Epitaxial ZnO nanorod-like nanostructure was grown on pre-seeded Si (100) substrates by chemical vapor deposition (CVD) method with a mixed ZnO/C solid source. Crystalline ZnO seeds were prepared and controlled by the rapid thermal annealing (RTA) treatment of e-beam deposited amorphous ZnO thin films with various thicknesses.

Streetcars and Politics in Rio de Janeiro: Private Enterprise versus Municipal Government in the Provision of Mass Transit, 1903–1920*

This paper examines the relationship of the Rio de Janeiro Tramway, Light and Power Company and the municipal council in the provision of streetcar services in Rio de Janeiro, 1903–1920. Using archival materials collected in Brazil and Canada, it demonstrates that the utilities company lost the contest for control of Rio de Janeiro's mass transit system to the municipal authorities. Although it had the advantages of capital, technology and skill, this Canadian enterprise did not dictate its demands to an acquiescent municipal council. Rather, the municipal council and prefecture managed to extract an expensive streetcar system from the company to service its growing city.
